AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat
for Stratford Commercial Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for a 7.12-acre commercial development. The property is located west of
NW 10th Street and south of NW Sunrise Drive. The final plat identifies
the creation of one (1) lot for development and one (1) outlot for future
development. Lot 1 is 3.91-acres in area and Outlot Z is 3.19-acres in
area.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on February 8,
2021, recommended approval subject to remaining staff comments:

Community Development Director, Andy Kass, introduced the request for approval of a
Preliminary Plat, Final Plat, and Site Plan for a Fareway store as submitted by the applicant,
Fareway Stores, Inc. the subject property is generally located south of NW Sunrise Drive and
west of NW 10th Street, containing approximately 7.12 Acres.
Mr. Kass advised that the project includes one lot that houses the construction of a 21, 353 square
foot Fareway grocery store, a loading dock and trash enclosure are shown on the west side of the
building, and a seasonal greenhouse area is shown within the parking area to the north of the
building. A small area on the northeast side of the site could potentially house a small commercial
building, however no plans are included for this at this time. The Plat also identifies an outlot to
the south of the site approximately 3.19 acres in area and zoned for commercial use. The
applicant will be extending public utilities through the site and storm water detention will be
provided within a dry bottom detention basin on the north side of the site. At this time all
landscaping, open space, and elevation requirements have been met.
Staff would recommend approval for Fareway Stratford Crossing/ Stratford Commercial Plat 1,
subject to any remaining staff comments and review of the legal documents.

Commissioner Gerlitz questioned if this store would be acting as a replacement for the
Laurel Street Store. Mr. Kass advised that was unknown at this time.
Commissioner Streit questioned the updated stormwater requirements. Mr. Kass advised
that the capitol Crossroads stormwater management which the city has adopted hopes to
increase consistency in stormwater management requirements and reduce downstream
flooding and erosion. Dry bottom ponds used to be considered a water quality
component, however they now require additional quality control methods to recharge the
ground water naturally as they are intended.
Commissioner Gerlitz moved to approve the Final plat for Stratford Commercial Plat 1 subject to
any remaining staff comments and review of the legal documents. Commissioner Broderick
seconded the motion. Ayes: Hoifeldt, Streit, Broderick, Koshy, Tessau, and Gerlitz. Nays: none.
Motion Carried.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the Zoning Ordinance and the Waukee
Subdivision Ordinance.
RECOMMENDATION: Staff recommends approval of the Final Plat for Stratford Commercial
Plat 1 subject to remaining staff comments.

APPROVING THE FINAL PLAT FOR STRATFORD COMMERCIAL PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Fareway Stores, Inc., has requested final plat approval of Stratford Commercial Plat 1
(the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on February 8, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Stratford Commercial Plat 1 and the documents relating thereto will
comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
18th day of April, 2022, that the Final Plat for Stratford Commercial Plat 1 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lot A);
2. Detention Easement;
3. Private Sanitary Sewer Easement;
4. Private Storm Sewer Easement;
5. Private Water Main Easement;
6. Private Ingress/Egress Easement;
7. Offsite Private Sanitary Sewer Easement; and
8. Temporary Drainage Easement

HISTORY
The subject property is located south of NW Sunrise Drive and west of NW 10th Street. The property is
approximately 7.12-acres in area. The lot was originally platted as a part of Outlot W of Stratford Crossing
Plat 1.
PROJECT DESCRIPTION
The project involves the construction of a 21,353 square foot Fareway grocery store. In addition to the
proposed building, a loading dock and trash enclosure are shown on the west side of the building. A seasonal
greenhouse area is shown within the parking area on the north side of the building. There is a small area on
the northeast side of the site where a small commercial building could be located in the future, however, there
are no plans for that at this time. The applicant has chosen to extend pavement and utilities to that area in the
event a future building is constructed. The location of the building meets all requirements of the C-1 district.

The preliminary plat and final plat identify the creation of one (1) lot and one (1) outlot. Lot is shown to be
3.91-acres in area and Outlot Z is shown to be 3.19-acres in area. The proposed lots meet the requirements
of the C-1 district.
ACCESS AND PARKING
Access to the property is provided from NW Sunrise Drive and NW 10th Street. The access from NW
Sunrise Drive will be a full access and the access from NW 10th Street will be a right-in/right-out access.

Sidewalks will be extended along NW Sunrise Drive and NW 10th Street. A sidewalk connection into the site
is provided from NW 10th Street.
A total of 86 parking spaces are required for the grocery store and the site plan identifies 115 parking spaces.
UTILITIES
The developer of Stratford Crossing extended utilities throughout the plat, however, since this is only a
portion of the existing platted lot, the applicant will need to make extensions of sanitary sewer and water
main to the proposed lot and outlot. Stormwater detention ill be provided within a dry bottom detention
basin on the north side of the site.
LANDSCAPING & OPEN SPACE
The C-1 zoning district requires 20% open space. The site plan shows that 45% open space is being provided
on the site. A landscape buffer is required on the north side of the site.
ELEVATIONS
Elevations of the proposed grocery store have been provided by the applicant. Proposed materials include
brick, glazing, and metal paneling,
STAFF RECOMMENDATION
The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan
Ordinance, and Comprehensive Plan. Staff recommends approval of the preliminary plat, final plat, and site
plan subject to remaining staff comments and review of the legal documents.
