AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Prairie
Crossing Plat 9
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Alices, L.C., Knapp Properties Inc., requests approval of a
final plat for 4.05-acres of property located north of Hickman Road and east
of NE Westgate Drive.
The plat includes a total of three lots for commercial development. The lots
range in size from 1.28-acres to 1.47-acres. As there are no minimums for lot
area or lot width for the C-1B zoning district, all proposed lots are meeting the
requirements of the C-1B zoning district.
No new accesses are proposed with this plat as there are already several
existing accesses nearby into the overall development. Public utilities have
been extended to service the proposed plat with previous plats within the
Prairie Crossing development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on May 10, 2022, and recommended approval subject to remaining
staff comments.
Approval of a Final Plat for Prairie Crossing Plat 9
Senior city planner, Melissa DeBoer, introduced the request for approval of a final plat for a
commercial subdivision as submitted by the applicant, Alice’s L.C., Knapp Properties Inc. the subject
property is generally located north of Hickman Road and east of NE Westgate Drive, containing
approximately 4.05 acres.
Mrs. DeBoer advised that the final plat identifies a total of three (3) lots for commercial
development ranging in size from 1.28 acres to 1.47 acres, conforming to the C-1B Zoning District
Bulk Regulations. No new accesses are proposed with the plat, and sidewalks will be installed with
individual lot development along the south side of NE Venture Drive. Stormwater detention will be
accommodated for with individual detention basins within each lot to be owned and maintained by
each lot owner.
At this time staff would recommend approval of the final plat for Prairie Crossing Plat 9,
subject to remaining staff comments and review of the legal documents.
Commissioner Hoifeldt moved to approve the final plat for Prairie Crossing Plat 9 subject to
any remaining staff comments and review of the legal documents. The motion was seconded by

commissioner Koshy. Ayes: Hoifeldt, Streit, Koshy, and Broderick. Recused: Tessau. Nays: none.
Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Prairie
Crossing Plat 9.

APPROVING THE FINAL PLAT FOR PRAIRIE CROSSING PLAT 9
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, ALICES, L.C., has requested final plat approval of Prairie Crossing Plat 9 (the “Plat”);
AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on May 10, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Prairie Crossing Plat 9 and the documents relating thereto will comply
with Section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
16th day of May, 2022, that the Final Plat for Prairie Crossing Plat 9 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.

HISTORY
The subject property was platted as Outlot Y with the platting of Prairie Crossing Plat 7 in 2018. This
property is currently vacant, undeveloped land.
PROJECT DESCRIPTION
LOTS
The final plat identifies a total of three lots for commercial development. These lots range in size from 1.28
acres to 1.47 acres. As there are no minimums for lot area and lot width for the C-1B zoning district, all
proposed lots are meeting the requirements of the C-1B (Large Scale Commercial) zoning district. Table 1
below summarizes the bulk regulations for the C-1B zoning district.

STREETS AND SIDEWALKS
No new accesses are proposed with this plat. There are already existing accesses nearby off of the public
streets. A five-foot wide sidewalk is proposed along the south side of NE Venture Drive. This sidewalk will be
installed with individual lot development.
EASEMENTS
Several easements are proposed within the plat based upon the location of proposed utilities. Ingress/egress is
provided through a blanket easement for the entire development.

UTILITIES
Utilities have been extended to service the proposed plat with previous plats in the Prairie Crossing
development.
Storm sewer detention will be provided with individual detention basins within each lot as the lots are
developed. These detention basins will be owned and maintained by the individual lot owners.
