AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Access
Systems (1055 SE Olson Drive)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Fareway Stores, Inc., requests approval of a site plan to
authorize the construction of a 33,450 square foot office building for Access
Systems. The building will be 39-feet in height.
Access to the site will be provided from SE Olson Drive. A total of 101
parking spaces are required and the site plan identifies 113 parking spaces.
The applicant has provided elevations for the proposed building on the site.
The design and materials are consistent with the Site Plan Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the March 29, 2022, Commission Meeting and recommended approval
subject to remaining staff comments:

Community Development Director, Andy Kass, introduced the request for approval of a preliminary
plat, final plat, and site plan for an office development, as submitted by the applicant, Access Systems.
The property is generally located north of SE Olson Drive and west of SE Alice’s Road, containing
approximately 3.08 acres. The applicant wishes to replat the two existing lots into one lot and
construct a new facility to the east of the existing facility.
Mr. Kass advised that the project involves the construction of a 33,450 square foot office building for
Access Systems and is proposed to be two stories in height. The site plan identifies an area for
expansion however any future expansion will require additional review and approval. A trash
enclosure is located on the northwest side of the site. Access will be provided via SE Olson Drive, and
storm water management will be provided via an underground detention system. All parking,
landscaping, open space, and elevation requirements have been met at this time. Staff would
recommend approval of the preliminary plat, final plat, and site plan subject to any remaining staff
comments and review of the legal documents.
Commissioner Streit questioned how often the underground detention is serviced. Mr. Kass
advised that the requirements are very similar to a ground level pond. The city now requires
maintenance plans on stormwater management and detention so that the information can more
easily be passed along through changing hands.

Commissioner Broderick questioned if the connection to the west is owned by the applicant.
Mr. Kass advised that was correct.
Commissioner Hoifeldt moved to approve the site plan for Access Systems (1055 SE Olson Drive)
subject to any remaining staff comments and review of the legal documents. Commissioner Streit
seconded the motion. Ayes: Gerlitz, Hoifeldt, Streit, Inman, Broderick, Koshy, and Tessau. Nays:
none. Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR ACCESS SYSTEMS (1055 SE OLSON DRIVE)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Access Systems, subject to remaining staff comments on March 29, 2022; AND,
WHEREAS, the Site Plan for Access Systems is in general conformance with §160 – Site and
Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Access Systems is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 16th day of May, 2022 that the Site Plan for Access Systems is approved.

HISTORY
The subject property is located west of SE Alice’s Road and north of SE Olson Drive. The property was
originally platted and zoned as part of the Westgate Business Park planned development. The applicant wishes
to replat the two existing lots into one lot to construct an office building for Access Systems which has an
existing facility to the west of the property.
PROJECT DESCRIPTION
The project involves the construction of a 33,450 square foot office building for Access Systems. The building
is proposed to be two stories in height with an overall heigh of 39-feet. The site plan identifies a potential
expansion area for the building. Any future expansion will require additional review and approval by the City.
The proposed trash enclosure is located on the northwest side of the site.
ACCESS AND PARKING
Access to the site will be provided via SE Olson Drive. The required amount of parking for the building is 101
parking spaces. The site plan identifies that 113 parking spaces will be provided. A 5-foot sidewalk will be
extended along SE Olson Drive as part of the improvements. In addition, the site plan shows a connection to
the existing 10-foot trail along SE Alice’s Road.
UTILITIES
Utilities already exist on-site to serve the proposed office building. Stormwater management will be provided
via an underground detention system.

LANDSCAPING & OPEN SPACE
The required amount of open space for this site is 10% and the landscape plan identifies that 38% open space
will be provided. The required amount of plantings have been shown on the site plan.
ELEVATIONS
Elevations of the available units and clubhouse have been provided by the applicant. Proposed materials include
composite panels, glazing, stone, and fiber cement panels.
LOTS
One lot is shown on the preliminary plat and final plat. Lot 1 is 3.08-acres in area. Lot 1 complies will all
requirements of the M-1/PD-1 zoning district.
STAFF RECOMMENDATION
The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan
Ordinance, and Comprehensive Plan. Staff recommends approval of the preliminary plat, final plat, and site
plan subject to remaining staff comments and review of the legal documents.

2.STORMTECH COMPACTION REQUIREMENTS ARE MET FOR 'A' LOCATION MATERIALS WHEN PLACED AND COMPACTED IN 6" (150 mm) (MAX) LIFTS USING TWO FULL COVERAGES WITH A VIBRATORY COMPACTOR.
3.WHERE INFILTRATION SURFACES MAY BE COMPROMISED BY COMPACTION, FOR STANDARD DESIGN LOAD CONDITIONS, A FLAT SURFACE MAY BE ACHIEVED BY RAKING OR DRAGGING WITHOUT COMPACTION EQUIPMENT. FOR SPECIAL LOAD DESIGNS, CONTACT STORMTECH FOR
COMPACTION REQUIREMENTS.
4.ONCE LAYER 'C' IS PLACED, ANY SOIL/MATERIAL CAN BE PLACED IN LAYER 'D' UP TO THE FINISHED GRADE. MOST PAVEMENT SUBBASE SOILS CAN BE USED TO REPLACE THE MATERIAL REQUIREMENTS OF LAYER 'C' OR 'D' AT THE SITE DESIGN ENGINEER'S DISCRETION.
NOTES:
1.CHAMBERS SHALL MEET THE REQUIREMENTS OF ASTM F2922 (POLETHYLENE) OR ASTM F2418-16a (POLYPROPYLENE), "STANDARD SPECIFICATION FOR CORRUGATED WALL STORMWATER COLLECTION
CHAMBERS".
2.SC-310 CHAMBERS SHALL BE DESIGNED IN ACCORDANCE WITH ASTM F2787 "STANDARD PRACTICE FOR STRUCTURAL DESIGN OF THERMOPLASTIC CORRUGATED WALL STORMWATER COLLECTION

·TO ENSURE A SECURE JOINT DURING INSTALLATION AND BACKFILL, THE HEIGHT OF THE CHAMBER JOINT SHALL NOT BE LESS THAN 2”.
·TO ENSURE THE INTEGRITY OF THE ARCH SHAPE DURING INSTALLATION, a) THE ARCH STIFFNESS CONSTANT AS DEFINED IN SECTION 6.2.8 OF ASTM F2922 SHALL BE GREATER THAN OR EQUAL TO 400
