AGENDA ITEM:Consideration of approval of a resolution approving City of Waukee
Natural Gas Emergency Response Plan, Operations and Maintenance
Requirements and Recommendations, Operations and Maintenance
Written Procedures.
FORMAT:Consent Agenda
SYNOPSIS INCLUDING PRO & CON: The Emergency Plan and Procedures contain the
procedures for preventing accidents and responding quickly and
effectively should accidents occur or should emergency conditions exist.
The first priority is to protect life first and then property. An emergency
condition exists when the gas operator determines that extraordinary
procedures, equipment, manpower, and/or supplies must be used to
protect the public from existing or potential hazards. The Operations and
Maintenance Plans have been updated to align with recently approved
rules and regulations by the Pipeline and Hazardous Materials Safety
Administration (PHMSA) the federal governing body over pipelines.
The plans have been reviewed by the Iowa Utilities Board and have their
stamp of approval rule changes have been addressed.

APPROVING CITY OF WAUKEE NATURAL GAS MERGENCY RESPONSE PLAN,
OPERATIONS AND MAINTENANCE REQUIREMENTS AND
RECOMMENDATIONS, OPERATIONS AND MAINTENANCE WRITTEN
PROCEDURES
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee owns and operates its own natural gas utility system; AND,
WHEREAS, the Emergency Plan and Procedures contain the procedures for preventing
accidents and responding quickly and effectively should accidents occur or should emergency
conditions exist; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
City of Waukee Natural Gas Emergency Response Plan, Operations and Maintenance
Requirements and Recommendations, Operations and Maintenance Written Procedures is hereby
approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 6th day of June 2022.
