HomeMy WebLinkAbout2022-06-06 I05 Dupaco Community Credit Union_Site PlanAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 6, 2022 AGENDA ITEM:Consideration of approval of a resolution approving a site plan for Dupaco Community Credit Union (1090 E Hickman Road) FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: Dupaco Community Credit Union requests approval of a site plan to authorize the construction of a 6,400-square-foot banking and financial institution for Dupaco Community Credit Union. The building will be approximately 31-feet in height. Access to the site will be provided from SE Alice’s Road and E Hickman Road. A total of 49 parking spaces are provided, which exceeds the minimum amount required. The applicant has provided elevations for the proposed building on the site. The design and materials are consistent with the Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the May 24, 2022, Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Dupaco Community Credit Union [1090 E Hickman Road] City Planner, Bill Mettee, introduced the request for approval of a site plan for a credit union as submitted by the applicant, Dupaco Community Credit Union. The subject property is located at the southwest corner of the intersection of SE Alice’s Road and East Hickman Road, containing approximately 1.76 acres. Mr. Mettee advised that the original site plan was withdrawn in February of 2021, however the applicant has submitted a revised document for approval. Mr. Mettee advised that the project includes the construction of one building approximately 6,400 square feet in size and one story in height which contains a drive thru option along the southeasterly side of the building. the site plan also identifies a trash enclosure near the southwest corner of the site. Access is proposed as a connection to the access drive shared with ALDI as well as the southside of the property where a private drive exists eventually out letting to SE Alice’s Road or East Hickman Road. Sidewalks will be installed along the south of the property line to connect with the 10-foot-wide trail along SE Alice’s Road. Utilities are available to the site and will be privately owned and maintained, with stormwater detention accommodated for within regional detention basins for the overall development. All landscaping, open space, lighting, and elevation requirements have been met at this time. Staff would recommend approval of the site plan for Dupaco Community Credit Union [1090 E Hickman Road] subject to any remaining staff comments and review of the legal documents. I5 Commissioner Inman questioned if there would be any trails along the south side of E Hickman Road. Community Development Director, Andy Kass, advised that all trails exist on the north side of E Hickman Road at this time and connect to the Trail along SE Alice’s Road to access the establishments on the southside of the street. Commissioner Hoifeldt moved to approve a site plan for Dupaco Community Credit Union [1090 E Hickman Road] subject to any remaining staff comments and review of the legal documents. The motion was seconded by Commissioner Tessau. Ayes: Gerlitz, Hoifeldt, Inman, Koshy, Broderick, and Tessau. Nays: none. Motion Carried. The original site plan included a two-story building approximately 12,000-square feet and 38-feet in height. The initial site plan application was later withdrawn and a revised site plan was submitted in February 2021. PROJECT DESCRIPTION The project includes the construction of one credit union building approximately 6,400-square feet in size and one-story in height, which includes a drive-thru option along the southeasterly side of the building. The building at its highest point will be just over 31-feet tall. A trash enclosure will be provided near the southwest corner of the site. The trash enclosure will be constructed with the same materials as the building. ACCESS AND PARKING Standard vehicular access for the proposed site will occur in a variety of ways. There will be two access drives available – one will connect with the ALDI parking lot on the west side and the second access drive will be on the south side of the property where the existing parking area is located. Private streets leading to the credit union will be accessed from East Hickman Road to the north and SE Alice’s Road to the east. Forty-nine parking spaces, which include two van-accessible handicapped spaces will be provided on site. SIDEWALKS/TRAILS One 5-foot-wide sidewalk will be installed along the south property line that will provide pedestrian access to the site from the 10-foot trail along the west side of SE Alice’s Road. Additional private sidewalks will be installed interior to the site to provide further pedestrian access. May 20, 2022 3 of 3 UTILITIES The parcel is currently served by all necessary utilities. These services will be extended to service the building. LANDSCAPING & OPEN SPACE A minimum of 20% of the site area is required to be open space. The total amount of open space provided is 51.9%. The applicant has provided plantings in accordance with the Landscaping and Open Space Ordinance. ELEVATIONS The elevations of the building are proposed to be constructed of concrete masonry units (CMU), glass and metal paneling. Elevations and material samples of the proposed building have been provided for review. LIGHTING PLAN The applicant has submitted a photometric plan and manufacturer’s cut sheets and the plan meets the lighting requirements of the Site Plan Ordinance. STAFF RECOMMENDATION Staff recommends approval of the proposed site plan subject to remaining staff comments.
