AGENDA ITEM: Consideration of approval of a resolution approving a final plat for New
Creations

SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a
2.28-acre development for a daycare, located north of Hickman Road and
west of NE Alice’s Road.
The plat identifies two lots, each containing one daycare building. Lot 1 is
1.11-acres and contains the adult daycare center and Lot 2 is 1.17-acres and
contains the child daycare center. The site will be serviced with private
utilities that have been constructed previously with the platting of the overall
Prairie Crossing development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat request at their meeting on May 24, 2022
and recommended approval:
Approval of a Final Plat for New Creations
Senior Planner, Melissa DeBoer, introduced the request for approval of a preliminary plat, final plat,
and site plan for a site containing adult and child daycare centers, as submitted by the applicant,
Alice’s L.C. the subject property is generally located north of Hickman Road and west of NE Alice’s
Road, containing approximately 2.28 acres.
Mrs. DeBoer advised that the project includes the construction of two separate daycare buildings, both
a single story in height. The adult daycare center is 9,613 square feet in size and the child daycare
building is 12,836 square feet in size. A courtyard area is shown between the two buildings, and
outdoor play areas are identified as independent of one another. A potential future parking lot
expansion is identified on the east side of the child daycare center, and any such expansion would
require additional approval at the time of the project. Access is provided off of NE Venture Drive and
an exit drive is provided at the west side of the site to allow adult drop off along the west side of the
adult daycare building. both access points are to private streets. Sidewalks will be provided into and
around the site for pedestrian access. Private utilities will serve the site and be privately owned and
maintained. Stormwater detention is accounted for within a regional detention basin for the overall
development. At this time landscaping, open space, lighting and elevation requirements have been met.
Staff recommends approval of a preliminary plat, final plat, and site plan for New Creations [801 NE
Venture Drive] subject to any staff comments and review of the legal documents.
• Commissioner Gerlitz questioned if the adult daycare would assist with medical needs, and if
the applicant had insured proper access for emergency vehicles. Paul Claussen, a
representative for the applicant, advised that he would need to verify with the applicant on any
medical services provided but that he was sure the egress met the needs of emergency
vehicles.
• Commissioner Koshy questioned if there were different fencing for each outdoor area. Mr.
Claussen advised that was correct, but that both buildings are fenced independently for safety.
Commissioner Broderick moved to approve a Final Plat for new Creations, subject to any remaining
staff comments and review of the legal documents. Commissioner Koshy seconded the motion. Ayes:
Gerlitz, Hoifeldt, Inman, Koshy, and Broderick. Nays: none. Recused: Tessau. Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for New
Creations.
RECOMMENDATION: Approve the resolution.

RESOLUTION 2022-
APPROVING THE FINAL PLAT FOR NEW CREATIONS
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Alice’s L.C., has requested final plat approval of New Creations (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on May 24, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for New Creations and the documents relating thereto will comply with
Section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
6th day of June, 2022, that the Final Plat for New Creations be and the same is hereby accepted and
approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:

PROJECT DESCRIPTION
The project includes the construction of two separate daycare buildings – one adult daycare and one child
daycare building. Both buildings are single-story buildings. The adult daycare building is 9,613 square feet in
area and the child daycare building is 12,836 square feet in area. The building that contains the adult daycare
includes a canopy on the west side of the building that will be used as a drop-off area.
The site plan shows a shared courtyard area between the two buildings and a shared trash enclosure in that
area. Each of the daycare buildings has their own fenced-in yard areas. The adult daycare includes outdoor
amenities such as a walking path, pergola, hardscaped patio area, and artificial turf. The child daycare yard
includes outdoor playground structures.
The site plan also identifies areas to the east of the child daycare building for potential parking lot expansion.
This would require separate site plan approvals at the time of future expansion.
The final plat identifies a total of 2 lots, each lot consists of one building. Lot 1 is 1.11-acres and contains the
adult daycare center and Lot 2 is 1.17-acres and contains the child daycare center.
ACCESS AND PARKING
One full access will be provided to this site off of NE Venture Drive. An exit drive will be provided at the west
side of the site in order to allow adult drop-off along the west side of the adult daycare building. Both access
points are to private streets within the Prairie Crossing development. Ingress/egress is provided through a
blanket easement for the entire development in order to provide access throughout the development.
A total of 53 parking spaces are required for this project and 54 spaces are provided, including 4 van
accessible spaces.
SIDEWALKS/TRAILS
A five-foot wide sidewalk will be provided into the site to provide a connection to the sidewalk to the west.
Several sidewalks will be constructed to allow for pedestrian access from the parking lot areas to the building
and around the building.

UTILITIES
This site will be serviced with private utilities that have been constructed with the platting of the overall
Prairie Crossing development. All utilities within the site will be privately owned and maintained.
Storm water detention for this property is provided by regional detention basins that collect water for the
overall development.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 33%.
Plantings are being provided throughout the site in compliance with the Landscape & Open Space Ordinance.
ELEVATIONS
The building elevations are proposed to be constructed of stone veneer, LP siding, metal panel, aluminum
storefront, glass, and a steel overhead door for the trash enclosure. Elevations of the proposed buildings have
been provided for review.
MISCELLANEOUS
The applicant has provided a lighting plan which meets the City of Waukee Site Plan Ordinance requirements.
STAFF RECOMMENDATION
The proposed preliminary plat/site plan and final plat are in general conformance with the Zoning Ordinance,
Subdivision Ordinance, Site Plan Ordinance and Comprehensive Plan. Staff recommends approval subject to
any remaining staff comments and review of the legal documents.
