Charles Bottenberg at 5:31 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom. (B) Pledge of Allegiance (C) Roll Call – The following members were present: Council Members R. Charles Bottenberg, Chris Crone, Larry R. Lyon, Anna Bergman Pierce, Ben Sinclair. Absent: Mayor Courtney Clarke. Also in attendance: City Administrator Brad Deets, Finance Director Linda Burkhart, Public Works Director/City Engineer Rudy Koester, Community Development Director Andy Kass, Parks & Recreation Director Matt Jermier, Human Resources Director Michelle Lindsay, Police Chief John Quinn, Police Officer Kathryn Guess, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. (D) Open Forum (E) Agenda Approval – Council Member Sinclair moved to approve the agenda; seconded by Council Member Crone. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0. (F) Presentations: None (G) Public Hearings: 1) On an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from A-1 to R-2 and R-3, a parcel to be known as Fox Creek Meadows – Mayor Pro Tem Bottenberg opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk’s office. Community Development Director Kass reviewed the proposed rezoning application for property recently annexed into the City. A development concept plan shows duplex lots and an outlot for future multi-family development. The applicant received greater than 50% consent from adjacent property owners; City staff has received no correspondence for or against the application. Parkland dedication includes a parcel to be included in future greenbelt trail development. Mr. Kass reviewed proposed streets. He added that the City’s Comprehensive Development Plan shows single family homes in the area but that the proposed duplex units meet the density requirement. City staff is comfortable with the proposed multi-family parcel as it creates additional housing diversity near schools. No comments were made by the public in attendance. (H) Public Hearing Action Items: 1) Ordinance: Consideration of approval of an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from A-1 to R-2 and R- 3, a parcel to be known as Fox Creek Meadows [introduction; first reading]– Council Member Crone introduced the ordinance and moved to approve the first reading in title only; seconded by Council Member Sinclair. Council Member Bottenberg asked if the multi-family parcel was considered an appropriate use due to its location along NW Douglas Pkwy.; Mr. Kass reiterated that City staff was comfortable with the multi-family rezoning request. Council Member Pierce questioned if the property to the north of the subject parcel has been annexed; Mr. Kass replied in the affirmative. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0. Call to Order – The special meeting of the Waukee City Council was called to order by Mayor Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. B. Roll Call – The following members were present: Mayor Courtney Clarke; Council Members Chris Crone, Larry R. Lyon, Ben Sinclair. Absent: Council Members R. Charles Bottenberg, Anna Bergman Pierce. Action Items: 1) Resolution: Consideration of approval of a resolution approving the temporary closing of NE Bobcat Drive from NE Owl Ridge Lane west to NE Fox Valley Court on Saturday, June 18, 2022, between the hours of 2:00 p.m. and 6:30 p.m. for the purpose of a neighborhood block party – Council Member Crone moved to approve the resolution; seconded by Council Member Sinclair. Results of vote: Ayes: Crone, Lyon, Sinclair. Nays: None. Absent: Bottenberg, Pierce. Motion carried 3 – 0 – 2. (Resolution #2022-250) 2) Resolution: Consideration of approval of a temporary use permit for Bellino Fireworks, Inc. [1005 E. Hickman Road]– Council Member Lyon moved to approve the resolution; seconded by Council Member Sinclair. Community Development Director Kass reviewed the application for fireworks sales. Mayor Clarke asked if the current barricade of shopping carts would be replaced; a representative for the applicant (name not given) addressed the council and replied that better barricades would replace the shopping carts. Results of vote: Ayes: Crone, Lyon, Sinclair. Nays: None. Absent: Bottenberg, Pierce. Motion carried 3 – 0 – 2. (Resolution #2022-251) E. Work Session: 1) City partners presentation: Waukee Area Chamber of Commerce – Waukee Area Chamber of Commerce President and CEO Michael Bartos reviewed the Chamber’s priorities, strategic messaging, online resources, membership numbers, member events and committees. 2) University Avenue Extension Project update – (Council Member Pierce began electronic participation at 5:56 p.m.) Nate Hardisty with Shive-Hattery, Inc., presented two possible street alignments through the vineyard property at the NW corner of University Ave. and S. Warrior Ln. and asked for guidance on whether to move forward with an alignment with the existing home in place or one with the house removed. After much discussion, the council preferred the alignment without the house on the property but directed City staff to look into the possibility of moving the house instead of demolishing it. Mr. Hardisty then discussed the need for an amended professional services agreement with his firm to address additional work associated with the project. There was also some discussion regarding funding resources and construction phasing. 3) REMOVED FROM AGENDA 4) Stratford Crossing Park update – Parks & Recreation Director Jermier reviewed the planning process to date, as well as a proposed master plan, design and construction timelines, future trail connections and possible bid alternates. There was also some discussion on Triumph Park and its operations since opening. 5) Police technology update – Police Chief Quinn reviewed current technology and future upgrades for body-worn cameras, in-car cameras, drones and Cellebrite software. He then discussed a possible pilot program for Flock System traffic cameras. 6) Affordable housing RFP discussion – City Administrator Deets discussed several elements planned to be included in the RFP, such as housing types, development of both parcels, housing options (single family detached, duplexes and townhomes but no multi-family), selling the property 2 at a reduced or no cost and possible annual income requirements. There was some discussion on the percentage of housing for families and seniors. 7) Proposed WRA ordinance changes (industrial pretreatment, hauled waste) – Public Works Director/City Engineer Koester reviewed proposed ordinance updates, specifically for Fat, Oil and Grease (FOG) interceptor surcharges. 8) Road and infrastructure project updates – Public Works Director/City Engineer Koester provided an update on various projects under construction. Work Session: Goal setting and strategic planning for FY2022, final session – Mr. Sumek lead the council through the final selection of top and high priority goals for FY2023.
