HomeMy WebLinkAbout2022-06-20 I05 RJ Lawn & Landscape Expansion_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 20, 2022 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for RJ Lawn & Landscape Expansion (655 Interstate Parkway) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: RJ Lawn & Landscape requests approval of a site plan to authorize the construction of a 19,700 square foot building for warehouse space and associated parking. The proposed building will be located east of the existing office building that RJ constructed in 2018. Access to the site will be provided from Interstate Parkway. The site plan complies with the parking requirements. The applicant has provided elevations for the proposed building on the site. The design and materials are consistent with the Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the June 14, 2022, Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for RJ Lawn & Landscape Expansion (655 Interstate Parkway) Senior Planner, Melissa DeBoer, introduced the request for approval of a site plan for an addition of a storage warehouse building. the subject property is generally located west of Ute Avenue and north of Interstate Parkway, containing approximately 6.02 acres Mrs. DeBoer advised that the site plan includes the construction of one storage warehouse approximately 19,777 square feet in area and an additional parking area. No changes are intended for the existing buildings and storage areas on the site. Access exists from Interstate Parkway, and public services are on site to service the addition. No additional sidewalks or trails are proposed with this project and stormwater detention is accommodated for in the existing basin located at the southeast corner of the site. All landscaping, open space, lighting, and elevation requirements have been met at this time. Staff would recommend approval of a site plan for RJ Lawn & Landscape subject to any remaining staff comments.  Commissioner Broderick questioned if this addition would max out the available space for additions on the site. Mrs. DeBoer advised that there is still quite a bit of open space, however I5 the topography of the site and parking requirements of future additions might constrain the ability for those additions to be located on this lot. Commissioner Tessau moved to approve the site plan for RJ Lawn & Landscape (655 Interstate Parkway) subject to any remaining staff comments. Commissioner Hoifeldt seconded the motion. Ayes: Gerlitz, Hoifeldt, Inman, Broderick, Koshy, and Tessau. Nays: none. Motion Carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to remaining staff comments. The site also includes some areas for outdoor material storage, including an open canopy structure, and a fueling area. PROJECT DESCRIPTION The project includes an addition to the existing RJ Lawn & Landscape site. The proposed site plan includes the construction of one storage warehouse building and an additional parking area. The proposed building is 19,777 square feet in area. No changes are proposed to the existing buildings and storage areas on site. ACCESS AND PARKING An existing access is provided into this site from Interstate Parkway. No changes are proposed to this access. The proposed site plan will add a total of 17 parking spaces. The site will provide a total of 61 parking stalls. SIDEWALKS/TRAILS No public sidewalks or trails are proposed with this project. UTILITIES This site is already serviced with all public utilities. A water service and sanitary sewer service will be provided to the proposed building. Stormwater detention will be provided with a basin located at the southeast corner of the site. LANDSCAPING & OPEN SPACE A minimum of 15% of the site is required to be open space. The total amount of open space proposed is 36%. A 40-ft wide landscape buffer is provided adjacent to the C-1 zoning district in the southeast portion of the property. The applicant has provided the required amount of plantings per the landscaping ordinance. ELEVATIONS The elevations of the building are proposed to be constructed of metal panels, stone, glazing and overhead doors. The materials and colors used will match the existing building on site.
