Trunk Sewer Extension Phase 2 Project]
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The bids are for furnishing all materials, labor and
equipment necessary for approximately 8,400 linear feet of 12-inch through 24-inch diameter
sanitary sewer in open cut, manholes, excavation and backfill, surface restoration, plantings and
miscellaneous associated work, including cleanup.
Bids were received on June 14, 2022, with three general contractors submitting bids. The
engineer’s estimate for the project was $2,900,000.00, The apparent low bid was submitted by
Priority Excavating, LLC of Des Moines, Iowa for $2,698,745.00; however, Priority Excavating
withdrew their bid afterwards. Veenstra & Kimm, Inc. recommends award of the contract to the
next lowest bidder, Rognes Corporation of Ankeny, Iowa, in the amount of $4,289,688.00 This
bid is approximately 47.92% above the engineer’s estimate. Staff have reviewed the sanitary
sewer fund financials and have concluded the fund can accommodate this project’s anticipated
budget increase of $1.4M.

STAFF REVIEW AND COMMENT: Staff recommend approval of the resolution awarding
the contract to Rognes Corporation of Ankeny, Iowa [West Area Trunk Sewer Extension Phase 2
Project]
RECOMMENDATION: Approve the resolution.

RESOLUTION 2022-
RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE WEST AREA TRUNK SEWER
EXTENSION - PHASE 2
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the West Area Trunk Sewer Extension - Phase 2, described in the plans
and specifications heretofore adopted by this Council on July 5, 2022, be and is hereby accepted,
the same being the lowest responsive, responsible bid received for such work, as follows:
Contractor:Rognes Corporation of Ankeny, IA
Amount of bid:$4,289,688.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.
