Job Description – IT Infrastructure Administrator PREPARED BY:Michelle Lindsay REVIEWED BY: J1E THE CITY OF WAUKEE, IOWA RESOLUTION 2022- APPROVING JOB DESCRIPTION AND PAY GRADE [IT INFRASTRUCTURE ADMINISTRATOR] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the City Administrator proposes the creation of an IT Infrastructure Administrator job description; AND, WHEREAS, the pay grade for the position shall be N5; AND, WHEREAS, the City Administrator and Human Resource Director recommend establishing the job description and approving the job description and pay grade. Lyon Ben Sinclair IT Infrastructure Administrator Page 1 Council Approved 7-5-2022 City of Waukee JOB DESCRIPTION Job Title: IT Infrastructure Administrator Reports to: I.T. Director Dept/Div: Information Technology (IT)Direct Reports:None Pay Grade: N5 FLSA Status: Exempt JOB PURPOSE: The IT Infrastructure Administrator is responsible for the daily management and administration of the City’s IT server, systems, storage and enterprise application infrastructure; including the acquisition and maintenance of servers, hypervisors, storage platforms, and enterprise applications. Responsible for ensuring appropriate performance, capacity, backup, and disaster recovery. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Responsible for configuring, coordinating, and maintaining support for City’s IT infrastructure. 2. Participates in the selection and oversight of IT consultants, contractors, and vendors; coordinates and collaborates on support cases to ensure timely resolution and appropriate set-up, configuration, and connectivity for a variety of applications and assigned IT projects. 3. Implement, maintain, and document backup and disaster recovery infrastructure and procedures. 4. Assesses and provides recommendations regarding organization’s current and future technology needs, procures, and implements IT infrastructure equipment. 5. Anticipates and takes proactive steps to prevent potential problems and manages system capacity and performance. 6. Assists in the creation, administration and enforcement of general IT policies and procedures. 7. Creates, maintains, and ensures up-to-date documentation of all of IT infrastructure. Manages a wide range of hardware warranties, software service agreements and licenses. 8. Consults and assists other technical staff with elevated technical issues and assists in providing desktop support to end users as needed. 9. Provides end-user training and functions as a technical mentor to all City staff. 10. Provides off-hour support as needed and participates in planned or unplanned system outages. 11. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and procedures ensuring all work performed meets those standards. QUALIFICATIONS: 1. Associate degree in systems administration or a closely related field from an accredited college or technical school and field-related certifications (MCSA or MCSE, SERVER+, VCTA or VCP, AWS or Azure Cloud, or other industry equivalents). 2. Combination of 5 years of work experience managing an enterprise network, system, and infrastructure.  Experience supporting enterprise environment with extensive work knowledge of the Microsoft enterprise suite, VMWare, Hypervisor, SANs, and Azure Cloud is preferred. 3. Basic understanding of networking is required. Practical experience in Information Technology Infrastructure Library (ITIL) processes and/or change management preferred. 4. Must possess a valid driver license and meet the requirements of the City’s motor vehicle policy. 5. Access to transportation with insurance at required state levels to conduct business throughout the assigned area. PHYSICAL REQUIREMENTS: 1. Able to effectively present information and respond to questions from groups of directors, staff, developers, contractors, colleagues, elected officials and the general public. 2. Able to lift, carry, push, and pull up to 50 pounds occasionally. 3. Able to maneuver under furniture and in tight spaces to complete installs and troubleshoot. 4. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and office equipment. 5. Able to sit for long periods of time and to maintain focus on projects on a computer screen. 6. Must be able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees, businesses, and community members. WORKING CONDITIONS: 1. Climate controlled office with hazards typical to that environment. 2. Occasional outdoor work may be required. 3. Position requires travel within and outside of the City, which imposes common travel hazards. 4. Standard work hours will be Monday-Friday 8:00AM – 5:00PM with additional hours including days, evenings, overnights, and weekends as required.
