Addition Plat 2
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a
commercial property located south of Hickman Road and west of South
Warrior Lane.
The plat identifies one lot approximately two-acres (2) in area proposed to be
split into two parcels, approximately one-acre (1) each. The owner intends to
sell the north lot. Any proposed uses are unknown at this time.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat and final plat requests at their meeting on
March 29, 2022 and recommended approval subject to review of the legal
documents:

City planner, Bill Mettee, introduced the request for approval of a preliminary plat and final
plat to split an existing lot in two. The property is located at 95 Laurel Street which currently houses a
daycare center, and the applicant for the project is ET Real Estate Holdings.
Mr. Mettee advised that the two lots are intended for commercial use, and that the owner of
the parcel intends to sell the north lot. Any proposed uses for the north lot are unknown at this time but
any use will require additional review and approval prior to construction.
Staff would recommend approval for the preliminary plat and final plat for Koethe Addition Plat 2
subject to any remaining staff comments and review of the legal documents.
Commissioner Hoifeldt questioned where stormwater detention would occur. Jeff Nesvik, a
representative of the applicant, advised that there are no improvements slated at this time,
however any development that does occur on the north side of the property would absorb the
detention requirements needed by the south lot as well.
Commissioner Hoifeldt moved to approve the preliminary plat for Koethe Addition Plat 2 subject
to any remaining staff comments and review of the legal documents. Commissioner Broderick

seconded the motion. Ayes: Gerlitz, Hoifeldt, Streit, Inman, Broderick, Koshy, and Tessau. Nays:
none. Motion Carried.
Commissioner Hoifeldt moved to approve the final plat for Koethe Addition Plat 2 subject to any
remaining staff comments and review of the legal documents. Commissioner Broderick seconded the
motion. Ayes: Gerlitz, Hoifeldt, Streit, Inman, Broderick, Koshy, and Tessau. Nays: none. Motion
Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR KOETHE ADDITION PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, ET REAL ESTATE HOLDINGS has requested final plat approval of Koethe Addition
Plat 2 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on March 29, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Koethe Addition Plat 2 and the documents relating thereto will comply
with Section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
5th day of July, 2022, that the Final Plat for Koethe Addition Plat 2 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:

Request:The applicant is requesting approval of a preliminary
and final plat to split the existing lot into two parcels.
Location and Size:Property is located at 95 Laurel Street – abutting both
E Hickman Road and Laurel Street, generally west of S
Warrior Lane. Collectively, the parcel is 85,378 square
feet (1.96 acres). The final plat will split the lot into two
parcels – Lot 1 (North) is 39,331 square feet (0.90
acres) and Lot 2 (South) is 47,957 square feet (1.10
acres)

HISTORY
The subject property was platted and recorded in 1996 as Koethe Addition Lot 1. The existing childcare facility
structure was constructed in 1996 and continues to operate today.
PROJECT DESCRIPTION
LOTS
The final plat identifies a total of 2 lots that are intended for commercial use. The owner intends to sell the north lot
and maintain ownership of the south lot. Any proposed uses are unknown at this time. Table 1 below summarizes the
requirements of the M-1 Light Industrial zoning district.

EASEMENTS
All existing easements have been indicated on the final plat, including a 5.00-foot PUE and a 75.00-foot Sanitary, Storm
and Overland Flowage Easement. On this plat, one 10.00-foot private utility easement is proposed.
STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance, the final plat is in general conformance
with the Subdivision Ordinance, and the proposed land use of the property is consistent with the Comprehensive Plan.
Staff recommends approval of the preliminary plat and final plat for Koethe Addition Plat 2 subject to review of legal
documents.
