SYNOPSIS INCLUDING PRO & CON: Recor Properties requests approval of a site plan to
authorize the construction of a single-tenant Starbucks building located at the
southwest corner of SE University Avenue and SE Waco Place / 98th Street.
The building will be approximately 2,000 square-feet and one story. A drive-
thru is proposed along the east side of the building with queueing space for
approximately 17 vehicles wrapping around the south side of the property.
Access to the site will be provided via private drive along the north property
boundary that can be entered from SE University Avenue. A secondary drive
access will be constructed off of SE Waco Place / 98th Street north of SE
Bishop Drive.
The applicant has provided elevations for the proposed building on the site.
The design and materials are consistent with the Site Plan Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the June 14, 2022, Commission Meeting and recommended approval
subject to remaining staff comments:
Approval of a Site Plan for Starbucks (1500 SE University Avenue)
City planner, Bill Mettee, introduced the request for approval of a site plan for a Starbucks
coffee shop and drive thru. The subject property is generally located at the southwest corner of the
intersection of SE University Avenue and SE Waco Place/ 98th Street and contains approximately 1.21
Acres.
Mr. Mettee advised that the site plan identifies the construction of one Starbucks coffee shop
approximately 2,000 square feet in size and one-story, approximately 18 feet, in height, which includes
a drive-thru option along the east side of the building. The site plan also shows a trash enclosure near
the southwest corner of the site, as well as a monument sign. Access is provided off of SE Waco Place/
98th Street and another access through the drive aisle that accesses to SE University Avenue. Public
utilities will serve the site. All landscaping, open space, lighting, and elevation requirements have been
met at this time.
Staff would recommend approval of a site plan for Starbucks coffee shop subject to any
remaining staff comments.

Commissioner Tessau questioned where the stormwater is being held. Sam Malinowski, a
representative for the applicant, advised that there is stormwater detention in the area just
south of the building and in the parking island. Additionally, Community Development
Director, Andy Kass, advised that there is some regional detention intended south of the site
on Lot 2 of this development and a maintenance agreement exists to share the responsibility of
that detention between the two lots.
Commissioner Broderick moved to approve the site plan for Starbucks (1500 SE University
Avenue) subject to any remaining staff comments. Commissioner Tessau seconded the motion. Ayes:
Hoifeldt, Inman, Broderick, Koshy, and Tessau. Nays: none. Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR STARBUCKS
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Starbucks, subject to remaining staff comments on June 14, 2022; AND,
WHEREAS, the Site Plan for Starbucks is in general conformance with §160 – Site and
Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Starbucks is in general conformance with §161 – Landscaping
and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 5th day of July, 2022 that the Site Plan for Starbucks is approved.

BACKGROUND
In October 2021, Community Development staff were asked to review a Preliminary Plat and Final Plat for the
property at the southwest corner of SE University Avenue and SE Waco Place / 98th Street. The Plats were
reviewed by Planning & Zoning Commission at their January 25, 2022 meeting followed with City Council
approval at their April 4, 2022 meeting. The subject lot is platted as Coffee Bean Addition Plat 1 Lot 1.
PROJECT DESCRIPTION
The project includes the construction of one Starbucks Coffee shop approximately 2,000-square feet in size
and one-story in height, which includes a drive-thru option along the east side of the building. The building at
its highest point will be just over 18-feet tall. A trash enclosure will be provided near the southwest corner of
the site. The trash enclosure will be constructed with the same materials as the building. One monument sign
has been proposed on the site plan.
ACCESS AND PARKING
Standard vehicular access for the proposed site will occur in a couple of way. There will an access drive
entering the site from SE Waco Place / 98th Street and an access drive constructed through Coffee Bean
Addition Plat 1 Lot 2 that will connect to the drive aisle at The Shine Shop Car Wash ultimately providing
access from SE University Avenue. Staff has worked with City of West Des Moines Traffic Engineering staff to
ensure turn arrows are painted in the appropriate locations along SE Waco Place / 98th Street.
Thirty-one parking spaces, which include two van-accessible handicapped spaces will be provided on site.
Bicycle parking is also required due to the location within Kettlestone. The applicant has provided the
required amount of bicycle parking with a bicycle rack located on the north side of the building.

SIDEWALKS/TRAILS
One 5-foot-wide sidewalk will be installed along the property boundary on SE University Avenue. An
additional sidewalk will be installed to provide pedestrian access into the site from SE University Avenue.
Additional private sidewalks will be installed interior to the site to provide further pedestrian access. A 10-
foot-wide trail will be installed along the west side of SE Waco Place / 98th Street.
UTILITIES
All necessary utilities are installed in the vicinity of the subject parcel and these services will be extended to
service the building.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the site area is required to be open space. The total amount of open space provided is
34.3%. The applicant has provided plantings in accordance with the Landscaping and Open Space Ordinance.
ELEVATIONS
The elevations of the building are proposed to be constructed of modular face brick, cement stucco and glass.
Total fenestration will be 49% on street-facing facades. Elevations have been provided for review.
LIGHTING PLAN
The applicant has submitted a photometric plan and manufacturer’s cut sheets and the plan meets the lighting
requirements of the Site Plan Ordinance.
STAFF RECOMMENDATION
Staff recommends approval of the proposed site plan subject to remaining staff comments.

GRADING NOTES:
1. EARTHWORK UNDER THE BUILDING SHALL
COMPLY WITH THE PROJECT ARCHITECTURAL
PLANS. OTHER FILL MATERIAL SHALL BE MADE IN
LIFTS NOT TO EXCEED EIGHT INCHES DEPTH
COMPACTED TO 95% STANDARD PROCTOR DENSITY.
FILL MATERIAL MAY INCLUDE ROCK FROM ON-SITE
EXCAVATION IF CAREFULLY PLACED SO THAT LARGE
STONES ARE WELL DISTRIBUTED AND VOIDS ARE
COMPLETELY FILLED WITH SMALLER STONES, EARTH,
SAND OR GRAVEL TO FURNISH A SOLID
EMBANKMENT. NO ROCK LARGER THAN THREE
INCHES IN ANY DIMENSION NOR ANY SHALE SHALL BE
PLACED IN THE TOP 12 INCHES OF EMBANKMENT.
2. AREAS THAT ARE TO BE CUT TO SUBGRADE
LEVELS SHALL BE PROOF ROLLED WITH A
MODERATELY HEAVY LOADED DUMP TRUCK OR
SIMILAR APPROVED CONSTRUCTION EQUIPMENT TO
DETECT UNSUITABLE SOIL CONDITIONS.
3. IN ALL AREAS OF EXCAVATION, IF UNSUITABLE
SOIL CONDITIONS ARE ENCOUNTERED. A QUALIFIED
GEOTECHNICAL ENGINEER SHALL RECOMMEND TO
THE OWNER THE METHODS OF UNDERCUTTING AND
REPLACEMENT OF PROPERLY COMPACTED,
APPROVED FILL MATERIAL. ALL PROOF ROLLING AND
UNDERCUTTING SHOULD BE PERFORMED DURING A
PERIOD OF DRY WEATHER.
4. CONTRACTOR SHALL USE SILT FENCE OR
OTHER MEANS OF CONTROLLING EROSION ALONG
THE EDGE OF THE PROPERTY OR OTHER BOTTOM OF
SLOPE LOCATIONS.
5.CONTRACTOR IS TO REMOVE AND DISPOSE OF
ALL DEBRIS, RUBBISH AND OTHER MATERIALS
RESULTING FROM PREVIOUS AND CURRENT
DEMOLITION OPERATIONS.
6. THE CONTRACTOR SHALL TAKE ALL
PRECAUTIONS NECESSARY TO AVOID PROPERTY
DAMAGE TO ADJACENT PROPERTIES DURING THE
CONSTRUCTION PHASES OF THIS PROJECT. THE
CONTRACTOR WILL BE HELD SOLELY RESPONSIBLE
FOR ANY DAMAGES TO THE ADJACENT PROPERTIES

7. IT IS NOT THE DUTY OF THE ENGINEER OR
THE OWNER TO REVIEW THE ADEQUACY OF THE

10. HANDICAP STALLS SHALL MEET ADA

2.0% WILL BE REPLACED AT THE CONTRACTOR'S

10. CONTRACTOR IS RESPONSIBLE FOR INSTALLING ANY ADDITIONAL EROSION AND
SEDIMENT CONTROL AS HE/SHE DEEMS NECESSARY.
11. THE CONTRACTOR SHALL PROVIDE ALL MATERIALS, TOOLS, EQUIPMENT AND LABOR
AS NECESSARY TO INSTALL AND MAINTAIN ADEQUATE EROSION AND SILTATION
CONTROLS REQUIRED TO PREVENT SOIL EROSION FROM LEAVING THE PROJECT SITE. IT
SHALL BE THE CONTRACTOR'S SOLE RESPONSIBILITY TO ENSURE THAT METHODS

13. MUD AND DEBRIS SHALL BE CLEANED UP AT THE CONCLUSION OF EACH WORKING
DAY AND PRIOR TO RAIN EVENT, OR AFTER EACH RAINFALL IF SILT IS PRESENT.
14. INSPECTION, MAINTENANCE AND REPAIR OF EROSION AND SEDIMENT CONTROL
DEVICES SHALL BE ON GOING THROUGHOUT THE LIFE OF BUILDING CONSTRUCTION TO
KEEP THE DEVICES IN OPERABLE CONDITION AT ALL TIMES. ADDITIONAL MEASURES
SHALL BE INSTALLED AS REQUIRED BY ACTUAL FIELD CONDITIONS AND/OR GOVERNING
INSPECTION AGENCIES.
15. INSTALL CONSTRUCTION ENTRANCE AT ANY POINT WHERE TRAFFIC WILL BE
ENTERING OR LEAVING THE SITE AND AS SHOWN ON PLANS.
16. AT COMPLETION OF SITE GRADING AND OTHER RELATED CONSTRUCTION
ACTIVITIES, ALL DISTURBED AREAS WITHIN THE PROJECT SITE SHALL BE SEEDED,
SODDED, OR LANDSCAPED AS SHOWN ON THE LANDSCAPE PLAN IMMEDIATELY.
17. TOPSOIL TO BE RE-SPREAD TO MEET SUDAS SPECIFICATION 2010
18. THE CONTRACTOR SHALL HAVE THE RESPONSIBILITY FOR RESOLVING COMPLAINTS
IN THE EVENT THAT COMPLAINTS OR DAMAGE CLAIMS ARE FILED DUE TO DAMAGES
OCCURRING ADJACENT TO OR DOWNSTREAM FROM PROPERTY BY SEDIMENT RESULTING
FROM EROSION ON THE PROJECT SITE.
19. GOOD HOUSEKEEPING PRACTICES SHALL BE MAINTAINED ON SITE TO KEEP SOLID
WASTE FROM ENTRY INTO WATERS.
20. ALL FUELING FACILITIES PRESENT ON SITE SHALL ADHERE TO APPLICABLE FEDERAL
AND STATE REQUIREMENTS CONCERNING UNDERGROUND STORAGE, ABOVE GROUND
STORAGE AND DISPENSERS, INCLUDING SPILL PREVENTION, CONTROL AND COUNTER
MEASURES.
21. EROSION CONTROL AND SEDIMENT IS TO BE PLACED IN PHASING AS CONSTRUCTION
PROGRESSES.
22. CONCRETE WASHOUT SHALL BE PER SECTION 11,050 OF THE SUDAS STANDARD
SPECIFICATIONS. CONCRETE WASHOUT OF THE DRUM IS NOT ALLOWED. ANY

CONTRACTOR REQUIRED TO LOCATE ALL UTILITIES BEFORE INSTALLATION TO BEGIN.
Contractor shall verify all landscape material quantities and shall report any
discrepancies to the Landscape Architect prior to installation.
No plant material substitutions are allowed without City of Waukee approval.
Contractor shall guarantee all landscape work and plant material for a period of one
year from date of acceptance of the work by the Owner. Any plant material which
dies during the one year guarantee period shall be replaced by the contractor during
normal planting seasons.
Contractor shall be responsible for maintenance of the plants until completion of
the job and acceptance by the Owner.
Successful landscape contractor shall be responsible for design that complies with
minimum irrigation requirements, and installation of an irrigation system. Irrigation
system to be approved by the owner before starting any installation.
All plant material shall be specimen quality stock as determined in the "American
Standards For Nursery Stock" published by The American
Association of Nurseryman, free of plant diseases
and pest, of typical growth of the species and having
a healthy, normal root system.
