AGENDA ITEM:Consideration of approval of Payment Estimate No. 21 to Larson
Construction, Co., Inc., for the Triumph Park Project in the amount of
$427,516.61.
FORMAT:Consent Agenda
SYNOPSIS INCLUDING PRO & CON: Payment Estimate No. 21 to Larson Construction, Co.,
Inc., is for electrical work including athletic lighting, parking lot striping,
signs, and joint sealing, infield top dress material, seeding, landscaping, and
wind screens. The standard 5 % retainage ($965,704.95) is being withheld to
cover the punchlist items that will be completed at a later date. The quantities
completed to date have been reviewed and agreed upon by the contractor, City
of Waukee Staff, and Confluence.

RE: Contractor Application for Payment #21 - Triumph Park
Dear Mr. Jermier:
Attached please find contractor Application for Payment #21 in the amount of $$427,516.61 for approval and
signature by Waukee City Council. From the previous payment application - we withheld dollars to account for
infield adjustments and landscaping. We have met several times on the infield drainage and the attached letter
outlines the approved method and timing of the field adjustments by the contractor. The landscaping is being
punched and will be fully accepted by the time this goes to Council. We are still holding the standard 5% retainage
($965,704.95) and agree that the withheld amount is appropriate for this stage of the project.
Confluence recommends approval and payment as indicated.

Below you will find our response to our meeting June 26, 2022 discussing the infield surfacing at Triumph Park Sports
Park.
Transitions between infield skin and outfield grass field 1-12-
As discussed in our meeting, every field has some level of wind blown erosion in the transition areas. The eastern fields of
each pod more than the western. It is our intent to resod every fields back arch approximately 80 inches to ensure a
negative slope allowing water to enter the grass and eventually find a drain line. Drain lines currently are installed from
foul pole to foul pole across the outfield. These lines dead end at a 45 degree angle at the back edge of the infield. No
additional work will be completed to the drainage system.
After discussion with all involved parties it is understood the best time to proceed with this work starting October 17th,
2022. Field verification with the owner will happen before sodding. If an area is deemed properly installed from
November of 2021 this will be communicated with the owner.
Additional drainage was also discussed and recommended by the Dura-edge report. At this time no additional drainage
will be installed. It is possible to discuss a design change at a later date if deemed necessary.
Practice quads-
The design of the practice quad areas has the high point behind homeplate of every field leaning out towards center field.
With the concrete of the batting cages this has created an area highly susceptible area to water erosion. The grass in this
area has yet to be established, creating wash outs. It has been decided to wait until grass has been established to help slow
the water down. At this time no additional measures will be put into place until grass has been established. Changes from
the design team would need to be discussed at a later date if something needs to be done differently.
Our team looks forward to addressing these concerns in October of 2022. Thanks
