HomeMy WebLinkAbout2022-07-18 I01G Employee Handbook Amendment_Years of Service AwardsAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: July 18, 2022 AGENDA ITEM:Consideration of approval of a resolution approving an amendment to City of Waukee Employee Handbook [6.7 Length of Service Award; 7.17 Expenditure of Funds Policy, Years of Service] FORMAT:Consent Agenda SYNOPSIS INCLUDING PRO & CON: During a recent review of the Expenditure of Funds Policy in the City of Waukee Employee Handbook, it was discovered that Years of Service awards for thirty (30) and thirty-five (35) years with the City were not included in two chapters/sections. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Finance and Human Resources recommend adding thirty-five (35) years of service to Length of Service Awards, as well as adding a $60.00 award for employees with thirty (30) years of service and $65.00 for those with thirty-five (35) years of service. RECOMMENDATION: Approve the resolution. ATTACHMENTS: I. Proposed Resolution PREPARED BY:Becky Schuett REVIEWED BY: PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: I1G THE CITY OF WAUKEE, IOWA RESOLUTION 2022- APPROVING AN AMENDMENT TO CITY OF WAUKEE EMPLOYEE HANDBOOK [6.7 LENGTH OF SERVICE AWARD; 7.17 EXPENDITURE OF FUNDS POLICY, YEARS OF SERVICE] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the City desires a comprehensive set of general guidelines and policies governing all personnel matters for all city employees, including employee conduct, workplace conditions, drug & alcohol policies, policies that implement state and federal employment laws, and other aspects of public employment and City service; AND, WHEREAS, these policies are intended to apply to all city employees; AND, WHEREAS, the policies contained in the Employee Handbook are general guidelines for the City’s current employment practices and workplace procedures. They are not intended to be a contract, expressed or implied, or any type of promise or guarantee of specific treatment upon which employees may rely, nor a guarantee of employment of any specific duration; AND, WHEREAS, a recent review of the Employee Handbook uncovered an error in Chapter 6.7, Length of Service Award, wherein there is no award noted for thirty-five (35) years of service; AND, WHEREAS, the review also uncovered an error in Chapter 7.17, Expenditure of Funds Policy, Section 1, Years of Service, wherein there is no award noted for certain specific years of service to the City; AND, WHEREAS, the following clarifying language, indicated in red, is to be added to Chapter 6.7, Length of Service Award: 6.7 LENGTH OF SERVICE AWARD The City appreciates and recognizes the importance of your continuing service with the City. All regular full-time, regular part-time and part-time fire employees will be presented a service award commemorating your years of service after your 5th, 10th, 15th, 20th, 25th, 30th and 35th year of consecutive employment with the City. WHEREAS, the following clarifying language, indicated in red, is to be added to Chapter 7.17, Expenditure of Funds Policy, Section 1, Years of Service: 7.17 EXPENDITURE OF FUNDS POLICY The following are policy guidelines for the expenditure of City funds in recognition and support of employees, elected officials, volunteers and esteemed colleagues. 1. Years of Service The City may purchase a plaque or award for a former mayor or council member in recognition of their years of service. The City may purchase a plaque or award for a former citizen board or commission member if that member has served for ten (10) years or more. Once each year in the month of July, the City may purchase a gift certificate for those employees who have or shall achieve a significant employment anniversary in that calendar year in the following amounts: o Five (5) years: $35.00 o Ten (10) years: $40.00 o Fifteen (15) years: $45.00 o Twenty (20) years: $50.00 o Twenty-five (25) years: $55.00 o Thirty (30) years: $60.00 o Thirty-five (35) years: $65.00 WHEREAS, the amended employee handbook will be effective immediately.
