Project also includes lengthening/construction of PCC left turn lanes and construction of a restrictive median at the Hickman Road & SE Brick Dr intersection. Project items include subgrade preparation and treatment, PCC turn lane extension and sidewalk/trail ramp paving, pavement markings, traffic signalization, and traffic control. Bids were received on July 20, 2022, with two general contractors submitting bids. The engineer’s estimate for the project was $1,133,125.60, The apparent low bid was submitted by Minturn, Inc. of Brooklyn, Iowa for $1,398,084.95. Snyder and Associates recommends award of the contract to Minturn, Inc. of Brooklyn, Iowa for $1,398,084.95. This bid is approximately 23% over the engineer’s estimate. This project received a $400K USTEP grant from the Iowa DOT. Considering this reimbursement, Waukee’s total project cost is estimated to be $915K. The budget in the approved CIP is $750K. The approximately $165K overage is anticipated to be covered without issue in the overall FY 2023 CIP project budget. Two bids were received and opened that were $1,398,084.95 to $1,590,442.81. Our opinion of probable construction cost was $1,135,000. The low bid was submitted by Mintui'n, Inc. of Brooklyn, Iowa. The low bidder is primarily a general contractor. They have experience with similar sized projects in the area. Most of the submitted unit prices were higher than the engineer's estimate with greatest differences being excavation, pavement, and mobilization. However, rebidding the project could result in higher construction costs. Therefore, we recommend award of the contract to the low bidder, Minturn, Inc. Due to the project being a joint venture between the Cities of Clive and Waukee, the following is the resulting share each agency has for the construction project: * City of Clive * City of Waukee $340,353.35 $1,057,731.60 Those do not factor in the U-STEP funding ($400,000) the agencies received for the project.
