Hickman Rd. and electronically via Zoom. (B) Pledge of Allegiance (C) Roll Call – The following members were present: Mayor Courtney Clarke; Council Members R. Charles Bottenberg, Chris Crone, Larry R. Lyon, Anna Bergman Pierce (electronically), Ben Sinclair. Absent: None. Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Finance Director Linda Burkhart, Assistant Public Works Director of Engineering Sara Kappos, Senior Planner Melissa DeBoer, Human Resources Director Michelle Lindsay, Director of Economic Development Jennifer Brown, Director of Marketing & Communications Heather Behrens, IT Director Son Le, Police Lt. Jeff Mellencamp, Police Officer McKenna Townsend, City Clerk Rebecca D. Schuett, City Attorney Steve Brick (electronically). (D) Open Forum – Robert Greenway, currently of Menlo, IA, but planning to move to Granger, IA, in order to run for the Dallas County Board of Supervisors, asked the council members to review and consider a statement of endorsement. He noted that Dallas County is the only county in Iowa with only three supervisors. (E) Agenda Approval – Council Member Sinclair moved to approve the agenda; seconded by Council Member Lyon. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0. (F) Presentations: None (G) Public Hearings: 1) On plans, specifications, form of contract and estimate of cost [NW Douglas Parkway Project – Grade, Partial Pave and Joint Utility Trench] – Mayor Clarke opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk’s office. Assistant Public Works Director of Engineering Kappos reviewed the project, noting an August 2023 completion date. No comments were made by the public in attendance. (H) Public Hearing Action Items: 1) NW Douglas Parkway Project – Grade, Partial Pave and Joint Utility Trench A. Resolution: Consideration of approval of a resolution approving plans, specifications, form of contract and estimate of cost – Council Member Lyon moved to approve the resolution; seconded by Council Member Crone. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0. (Resolution #2022-301) B. Resolution: Consideration of approval of a resolution awarding contract – Council Member Crone moved to approve the resolution; seconded by Council Member Sinclair. Assistant Public Works Director of Engineering Kappos reviewed the bid tabulation, recommending awarding contract to Concrete Technologies, Inc., of Grimes, IA, in the amount of $1,386,940.85. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0. (Resolution #2022-302) (I) Action Items: 1) Consent Agenda: Council Member Lyon moved to approve the Consent Agenda; seconded by Council Member Sinclair.
