Grant Parkway and Ashworth Road The building addition will be approximately 18,636 square-feet and will be approximately the same height as the current WILC Building. The addition includes several overhead doors and an outdoor courtyard space between the buildings. Access to the site will not change with these improvements. Existing access is provided from both SE Ashworth Road and SE LA Grant Parkway. The site plan proposes the removal of 17 parking stalls, but will still exceed the required 120 spaces by providing 336 spaces on the site. The applicant has provided elevations for the proposed building on the site. The design and materials are consistent with the Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the August 23, 2022, Commission Meeting and recommended approval subject to remaining staff comments: Consider a request from Waukee Community School District for approval of a Site Plan for WILCx Building Addition [295 SE Ashworth Road] Community Development Director, Andy Kass, provided an outline of the project, as shown in the staff report. The scope of the project includes a building addition to the WILC building at 295 SE Ashworth Road, owned by Waukee Community School District. The project includes an 18,636-square foot building addition that will include several overhead doors and an outdoor courtyard. Several parking spaces will be removed and relocated. Access to the site will not change and no new sidewalks or trails are proposed. All public utilities exist and will be extended to service the addition. J6 The building is proposed to be constructed of cast-in-place concrete walls, aluminum panels, glass, fiber cement panels and polycarbonate panels. Staff recommends approval of the Site Plan subject to remaining staff comments. Commissioner Broderick asked if the only connection between the two buildings was on the first floor. Mr. Kass believed that was the case. Commissioner Hoifeldt asked about fire separation and fire rated walls for the automotive repair section of the addition. The architect for the project confirmed that it would be a non-separated occupancy based on the limited scope. Commissioner Hoifeldt then asked if there would be any painting areas. The applicant stated they were planning on open air spaces for flexibility and possibly some 8x8 self-contained paint stalls. Prior to any motions, Commissioner Streit recuses himself from the vote due to a conflict of interest. Motion was made by Alex Broderick to approve the Site Plan as presented. The motion was seconded by Cherian Koshy. On voice vote: All ayes: Motion carries 4-0. STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to remaining staff comments. The building addition will include several overhead doors and an outdoor courtyard space between the addition and the existing building. Several parking stalls along the north side of the site will be removed to make room for the addition, a few new parking spaces will be provided to the east of the new addition. The project also includes the removal and replacement of existing pavement within the areas immediately adjacent to the building. ACCESS AND PARKING Existing accesses into this site are provided from both SE Ashworth Road and SE LA Grant Parkway. No changes are proposed to these accesses. The proposed site plan will remove a total of 17 parking spaces. The site will provide a total of 336 parking stalls, exceeding the required 120 parking stalls per the code. SIDEWALKS/TRAILS No new public sidewalks or trails are proposed with this project. UTILITIES The new addition will be serviced with all public utilities. Water and sanitary sewer will be provided off of the mains along SE LA Grant Parkway. Stormwater detention is provided at the southwest corner of the overall school property. LANDSCAPING & OPEN SPACE A minimum of 20% of the site is required to be open space. The total amount of open space proposed is 57%. The applicant has provided the required amount of plantings per the landscaping ordinance.
