SYNOPSIS INCLUDING PRO & CON: Waukee Community School District requests approval of a
site plan to authorize the construction of a building addition to the current
WILC building located at the northwest corner of SE L.A. Grant Parkway and
Ashworth Road
The building addition will be approximately 18,636 square-feet and will be
approximately the same height as the current WILC Building. The addition
includes several overhead doors and an outdoor courtyard space between the
buildings.
Access to the site will not change with these improvements. Existing access is
provided from both SE Ashworth Road and SE LA Grant Parkway. The site
plan proposes the removal of 17 parking stalls, but will still exceed the
required 120 spaces by providing 336 spaces on the site.
The applicant has provided elevations for the proposed building on the site.
The design and materials are consistent with the Site Plan Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the August 23, 2022, Commission Meeting and recommended approval
subject to remaining staff comments:
Consider a request from Waukee Community School District for approval of a Site
Plan for WILCx Building Addition [295 SE Ashworth Road]
Community Development Director, Andy Kass, provided an outline of the project, as
shown in the staff report.
The scope of the project includes a building addition to the WILC building at 295 SE
Ashworth Road, owned by Waukee Community School District. The project includes
an 18,636-square foot building addition that will include several overhead doors and
an outdoor courtyard. Several parking spaces will be removed and relocated.
Access to the site will not change and no new sidewalks or trails are proposed. All
public utilities exist and will be extended to service the addition.

The building is proposed to be constructed of cast-in-place concrete walls, aluminum
panels, glass, fiber cement panels and polycarbonate panels.
Staff recommends approval of the Site Plan subject to remaining staff comments.
Commissioner Broderick asked if the only connection between the two buildings was
on the first floor. Mr. Kass believed that was the case.
Commissioner Hoifeldt asked about fire separation and fire rated walls for the
automotive repair section of the addition. The architect for the project confirmed
that it would be a non-separated occupancy based on the limited scope.
Commissioner Hoifeldt then asked if there would be any painting areas. The
applicant stated they were planning on open air spaces for flexibility and possibly
some 8x8 self-contained paint stalls.
Prior to any motions, Commissioner Streit recuses himself from the vote due to a
conflict of interest.
Motion was made by Alex Broderick to approve the Site Plan as presented. The
motion was seconded by Cherian Koshy. On voice vote: All ayes: Motion carries 4-0.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR WILCX BUILDING ADDITION
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for WILCx Addition, subject to remaining staff comments on August 23, 2022;
AND,
WHEREAS, the Site Plan for WILCx Addition is in general conformance with §160 – Site and
Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for WILCx Addition is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 6th day of September, 2022 that the Site Plan for WILCx Addition is approved.

PROJECT DESCRIPTION
The project includes an 18,636 square foot addition onto the existing building. The building addition will
include several overhead doors and an outdoor courtyard space between the addition and the existing
building. Several parking stalls along the north side of the site will be removed to make room for the addition,
a few new parking spaces will be provided to the east of the new addition.
The project also includes the removal and replacement of existing pavement within the areas immediately
adjacent to the building.
ACCESS AND PARKING
Existing accesses into this site are provided from both SE Ashworth Road and SE LA Grant Parkway. No
changes are proposed to these accesses.
The proposed site plan will remove a total of 17 parking spaces. The site will provide a total of 336 parking
stalls, exceeding the required 120 parking stalls per the code.
SIDEWALKS/TRAILS
No new public sidewalks or trails are proposed with this project.
UTILITIES
The new addition will be serviced with all public utilities. Water and sanitary sewer will be provided off of the
mains along SE LA Grant Parkway. Stormwater detention is provided at the southwest corner of the overall
school property.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the site is required to be open space. The total amount of open space proposed is 57%.
The applicant has provided the required amount of plantings per the landscaping ordinance.

ELEVATIONS
The elevations of the building are proposed to be constructed of cast-in-place concrete wall, aluminum panel,
glass, fiber cement panel, and polycarbonate panel.
STAFF RECOMMENDATION
The site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan. Staff
recommends approval of the site plan subject to remaining staff comments.

UTILITY CONFLICT NOTES:
1.UTILITY CONFLICTS MAY EXIST ACROSS THE SITE WITH NEW UTILITIES, GRADING, PAVING ETC. MOST UTILITY CONFLICTS HAVE BEEN CALLED OUT FOR
CONTRACTOR CONVENIENCE.
2.CONTRACTOR IS RESPONSIBLE FOR ALL UTILITY CONFLICTS THAT ARE EITHER CALLED OUT ON THE PLANS OR THAT CAN BE SEEN ON THE PLANS BETWEEN AN
EXISTING UTILITY AND PROPOSED CONSTRUCTION.
3.CONTRACTOR SHALL USE O-RING GASKET JOINTS FOR STORM SEWER AND SANITARY SEWER AT CROSSINGS WITH WATER WHERE STORM OR SANITARY
SEWER CROSSES OVER OR LESS THAN 18 INCHES BELOW WATER. O-RING GASKET JOINTS SHALL BE EXTENDED UNTIL WATER AND SEWER ARE AT LEAST 10
FEET APART. ALL O-RING GASKET JOINTS SHALL BE CONSIDERED INCIDENTAL TO BID. IF N-12 PIPE IS USED FOR STORM SEWER, CONTRACTOR SHALL USE
WATER-TIGHT N-12 PIPE, CENTERED ON THE CROSSING.
4.FOR ALL CRITICAL CROSSINGS WITH EXISTING UTILITIES, THE ELEVATION OF THE EXISTING UTILITY SHALL BE FIELD VERIFIED PRIOR TO CONSTRUCTION.
NOTIFY BISHOP ENGINEERING PRIOR TO CONSTRUCTION IF A CONFLICT EXISTS.
GENERAL NOTES:
1.ALL WORK SHALL BE DONE IN ACCORDANCE WITH THE 2020 WAUKEE STANDARD SPECIFICATIONS FOR PUBLIC IMPROVEMENTS AND THE 2022 SUDAS STANDARD
SPECIFICATIONS. THE CITY OF WAUKEE COMMUNITY DEVELOPMENT DEPARTMENT MUST BE NOTIFIED BY ALL CONTRACTORS 48 HOURS PRIOR TO COMMENCING WORK
AND PRIOR TO ANY WEEKEND OR HOLIDAY WORK. CONTRACTOR SHALL BE RESPONSIBLE FOR CONTACTING WAUKEE DEVELOPMENT SERVICES DEPARTMENT 1 WEEK
PRIOR TO ANY PLANNED WORK TO SCHEDULE A PRE-CONSTRUCTION MEETING.
2.IN EVENT OF A DISCREPANCY BETWEEN THE QUANTITY ESTIMATES AND THE DETAILED PLANS, THE DETAILED PLANS SHALL GOVERN.
3.THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE LOCATION OF ALL UTILITIES. ANY DAMAGE TO SAID UTILITIES SHALL BE REPAIRED AT THE CONTRACTORS EXPENSE.
4.ALL WORK SHALL BE DONE IN ACCORDANCE WITH THE CURRENT O.S.H.A. CODES AND STANDARDS. NOTHING INDICATED ON THESE PLANS SHALL RELIEVE THE
CONTRACTOR FROM COMPLYING WITH THE APPROPRIATE SAFETY REGULATIONS.
5.ALL NECESSARY CONSTRUCTION SIGNS, BARRICADES AND OTHER TRAFFIC CONTROL DEVICES REQUIRED DURING CONSTRUCTION WILL BE FURNISHED BY THE
CONTRACTOR. SIGNS, BARRICADES AND OTHER TRAFFIC CONTROL DEVICES MUST BE IN CONFORMANCE WITH THE "MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES
FOR STREETS AND HIGHWAYS" AND CITY OF WAUKEE REQUIREMENTS.
6.BISHOP ENGINEERING SHALL NOT BE LIABLE FOR ANY INJURIES THAT HAPPEN ON SITE. THIS SHALL INCLUDE BUT NOT BE LIMITED TO TRENCH COLLAPSES FROM
VARYING SOIL CONDITIONS OR INJURIES CAUSED BY UNDERGROUND UTILITIES INCLUDING UTILITIES THAT ARE NOT SHOWN ON PLAN.
7.THE CONTRACTOR IS LIABLE FOR ALL DAMAGES TO PUBLIC OR PRIVATE PROPERTY CAUSED BY THEIR ACTION OR INACTION IN PROVIDING FOR STORM WATER FLOW
DURING CONSTRUCTION. DO NOT RESTRICT FLOWS IN EXISTING DRAINAGE CHANNELS, STORM SEWER, OR FACILITIES. CONTRACTOR SHALL BE RESPONSIBLE FOR ALL
REPAIRS.
8.THE CONTRACTOR SHALL SUBMIT TO THE ENGINEER A SCHEDULE FOR PERFORMANCE OF WORK ITEMS. THIS SCHEDULE SHALL BE PROVIDED BY THE CONTRACTOR AT
THE PROJECT PRECONSTRUCTION CONFERENCE. NO WORK SHALL BEGIN UNTIL A SCHEDULE HAS BEEN SUBMITTED AND ACCEPTED. THE CONTRACTOR SHALL THEN
PERFORM WORK TO CONFORM TO THE ACCEPTED SCHEDULE.
9.LABORATORY TESTS SHALL BE PERFORMED BY THE OWNER UNLESS OTHERWISE NOTED. THE CONTRACTOR SHALL PROVIDE SAMPLES OF MATERIAL REQUIRED FOR
LABORATORY TESTS AND TESTING IN ACCORDANCE WITH THE URBAN STANDARD SPECIFICATIONS FOR PUBLIC IMPROVEMENTS.
10.THE CONTRACTOR SHALL PROTECT ALL STRUCTURES NOT SHOWN AS REMOVALS ON THE PLANS.
11.THE CONTRACTOR SHALL OBTAIN ANY AND ALL NECESSARY PERMITS PRIOR TO ANY CONSTRUCTION. CONTRACTOR SHALL WORK WITH OWNER OR OWNERS
REPRESENTATIVE ON ALL REQUIRED STORM WATER DISCHARGE PERMITS FROM THE IOWA DEPARTMENT OF NATURAL RESOURCES AND THE CITY OF WAUKEE.
12.GRADING AND EROSION CONTROL SHALL BE DONE IN ACCORDANCE WITH THE APPROVED GRADING PLAN, SWPPP, NPDES DOCUMENTS, AND IOWA DEPARTMENT OF
NATURAL RESOURCES REQUIREMENTS.

OWNER MAINTENANCE NOTES:
1.THE OWNER SHALL BE RESPONSIBLE FOR MAINTAINING THE DETENTION BASIN TO ASSURE THE EFFECTIVENESS OF STORM WATER MANAGEMENT.
2.CONDUCT QUARTERLY INSPECTIONS FOR ANY DEFECTS, OBSTRUCTIONS OR CHANGES FROM ORIGINAL DESIGN.
3.REMOVE ALL TRASH, LITTER, DEBRIS OR OBSTRUCTIONS FROM THE BASIN AND ANY INLETS & OUTLETS.
4.INSPECT AND DETERMINE DEPTH OF BASIN ON AN ANNUAL BASIS.
5.REMOVE ANY ACCUMULATED SEDIMENT FROM THE OUTLET STRUCTURE ANNUALLY. REMOVE ANY SEDIMENT ACCUMULATED IN THE BASIN WHEN IT
HAS REACHED A DEPTH OF 25% OR MORE OF THE ORIGINAL DESIGN DEPTH.
6.ALL MAINTENANCE, RESTORATION AND REPAIRS SHALL COMPLY WITH THE ORIGINAL DESIGN.
OWNER MAINTENANCE NOTES:
1.THE OWNER SHALL BE RESPONSIBLE FOR MAINTAINING THE FIREST DEFENSESTRUCTURE TO ASSURE THE
EFFECTIVENESS OF STORM WATER QUALITY TREATMENT.
2.CONDUCT INSPECTIONS EVERY 6 MONTHS TO DETERMINE THE RATE OF SEDIMENT AND FLOATABLE ACCUMULATION.
RECORD INFORMATION IN A MAINTENANCE LOG TO ESTABLISH A MAINTENANCE SCHEDULE.
3.CLEAN OUT ALL FLOATABLES AND SEDIMENT AT LEAST ONCE A YEAR. FLOATABLES CAN BE REMOVED WITH A SKIMMER,
NET OR VACTOR HOSE. SEDIMENT SHALL BE REMOVED BY A VACTOR HOSE. IF UNIT IS FULL AT EVERY INSPECTION, MORE
FREQUENT CLEANING AND SEDIMENT REMOVAL WILL BE NECESSARY.
4.ALL MAINTENANCE, RESTORATION AND REPAIRS SHALL COMPLY WITH THE ORIGINAL DESIGN.
