Autumn Valley Plat 2
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: Forestar (USA) Real Estate Group, Inc., requests
approval of a final plat for a 23.38-acre single family residential
subdivision. The property is located south of Spruce Street and west of
9th Street. The final plat identifies the creation of 80 single family lots.
All lots meet or exceed the minimum requirements of the R-2 zoning
district.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT:The Planning and Zoning
Commission reviewed the request at their meeting on May 10, 2022,
recommended approval subject to remaining staff comments:
Approval of a Final Plat for Autumn Valley Plat 2
City planner, Bill Mettee, introduced the request for approval of a final plat for a
single-family development as submitted by the applicant, D.R. Horton. The property is
generally located south of Spruce Street and west of 9th Street containing approximately
23.38 acres.
Mr. Mettee advised that the final plat identifies a total of 80 lots conforming to the
R-2 Zoning District Bulk Regulations, and one outlot identified to satisfy parkland
dedication requirements. The plat identifies several extensions of public streets that have
already been completed. A 10-foot-wide trail along the west side of 10th street and 5-foot-
wide sidewalks will be completed as each lot develops. All Public utilities will serve the
site and stormwater detention is accommodated for within the pond constructed with
Autumn Valley Plat 1.
At this time staff would recommend approval of the Final Plat for Autumn Valley
Plat 2, subject to remaining staff comments and review of the legal documents.

Commissioner Koshy questioned about the orange-colored lots to the
south. Community Development Director, Andy Kass, advised those were
areas that became a townhome project as part of a different plat.
Commissioner Hoifeldt moved to approve the final plat for Autumn Valley Plat 2
subject to any remaining staff comments and completion of public improvements. The
motion was seconded by commissioner Tessau. Ayes: Hoifeldt, Streit, Koshy, and
Tessau. Nays: none. Motion Carried.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the Zoning Ordinance and the Waukee
Subdivision Ordinance.
RECOMMENDATION: Staff recommends approval of the Final Plat for Autumn Valley Plat 2
subject to remaining staff comments and review of the legal documents.

APPROVING THE FINAL PLAT FOR AUTUMN VALLEY PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, FORESTAR (USA) REAL ESTATE GROUP, INC., has requested final plat approval of
Autumn Valley Plat 2 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on May 10, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Autumn Valley Plat 2 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
6th day of September, 2022, that the Final Plat for Autumn Valley Plat 2 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1.Warranty Deed (Outlot A and Lots A, B, C, D and E)
2.Public Overland Flowage Easement;
3.Public Access and Recreational Trail Easement;
4.Public Sanitary Sewer Easement;
5.Public Landscape Buffer Easement;
6.Public Storm Sewer Easement;
7.Public Utility Easement;
8.Public Water Main Easement;

PROJECT DESCRIPTION
LOTS
The final plat identifies 80 lots for single family residential development. All proposed single family lots are zoned R-2 and
comply with the minimum requirements of the R-2 zoning district. Table 1 below summarizes the requirements of the
R-2 district.

STREETS AND TRAIL
The applicant has made extensions of Northview Drive, Bel Aire Court, and 10th Street access to provide access to the
individual lots.
A 10-foot wide trail will be constructed along the west side of 10th Street as each lot develops. A trail will also be
installed along the north side of Northview Drive as each lot develops. Five-foot wide sidewalks will be constructed in all
other areas as the lots develop.

UTILITIES
The applicant has completed utility extensions for the plat. Each lot will be serviced by public sanitary sewer and water.
Stormwater detention will be accommodated in the pond that was constructed with Autumn Valley Plat 1.
EASEMENTS
All proposed easements have been indicated on the preliminary plat. Landscape buffer easements have been indicated on
the lots that are adjacent to 10th Street.
PARKLAND DEDCIATION
Outlot A will be dedicated to the City of Waukee to complete the parkland dedication requirements for the Autumn
Valley development.
STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance and the final plat is in general conformance
with the Subdivision Ordinance. Staff recommends approval of the final plat for Autumn Valley Plat 2 subject to
remaining staff comments and completion of the public improvements.
