AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 19, 2022 AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat, construction drawings and a final plat for Waukee Crossing Plat 4 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat, construction drawings and a final plat for a 9.48-acre commercial development located north of Hickman Road and west of NW 2nd Street. The project involves the platting of six (6) lots and one outlot for commercial development. The proposed lots range in size from one acre to 1.88 acres. The outlot will be used for stormwater detention and is 1.63 acres in area. The construction drawings include extensions of private utilities to serve the proposed plat. These private utilities include sanitary sewer, storm sewer and water main. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the preliminary plat and final plat request at their meeting on August 23, 2022 and recommended approval: Approval of a Preliminary Plat for Waukee Crossing Plat 4 Approval of a Final Plat for Waukee Crossing Plat 4 Community Development Director, Andy Kass, provided an outline of the project, as shown in the staff report. Mr. Kass identified the project as a Preliminary Plat and Final Plat for a commercial development located near the intersection of Hickman Road and NW 2nd Street and contained 9.48-acres. The plat identifies six lots and one outlot that will be used for storm water detention. Currently, the subject property is platted as an outlot within Waukee Crossing Plat 1. The lots will range in size from 1-acre to 1.88-acres. Staff recommended approval of the Preliminary Plat and Final Plat subject to any remaining staff comments and review of the legal documents. Commissioner Koelker asked what the intended uses were for the lots. Mr. Kass identified the lots to be used commercially and mentioned an site plan had been submitted for one of the lots. Commissioner Broderick asked to confirm that all lots were zoned C-1 in this plat. Mr. Kass confirmed. I4A-C Motion was made by Frank Hoifeldt to approve the Preliminary Plat as presented. The motion was seconded by Cherian Koshy. On voice vote: All ayes: Motion carries 5-0. Motion was made by Frank Hoifeldt to approve the Final Plat as presented. The motion was seconded by Kullen Koelker. On voice vote: All ayes: Motion carries 4-0. Lyon Ben Sinclair THE CITY OF WAUKEE, IOWA RESOLUTION 2022- APPROVING THE CONSTRUCTION DRAWINGS FOR WAUKEE CROSSING PLAT 4 IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, construction drawings have been submitted to the City for Waukee Crossing Plat 4; AND, WHEREAS, the construction drawings have been reviewed by the City Engineer and City staff, and are found to be in general conformance with section §177 – Subdivision Regulations – Design Standards of the Waukee Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 19th day of September, 2022, that the Final Plat for Waukee Crossing Plat 4 be and the same is hereby accepted and approved by the City Council of the City of Waukee. Location and Size: Property is generally located north of Hickman Road and west of NW 2nd Street, containing approximately 9.48-acres. The subject property is currently one outlot within Waukee Crossing Plat 1. The proposed lots ranges in size from one acre to 1.88 acres. The Outlot will be used for stormwater detention and is 1.63 acres in area. STREETS AND TRAILS Access to the lots will be provided off of NW 2nd Street. A 10-ft wide trail exists along the east side of the proposed plat along NW 2nd Street. UTILITIES Public utilities will serve the proposed plat. Extensions will be made from the existing area mains. The utilities that extend throughout the proposed plat will be private and will be privately owned and maintained. EASEMENTS All proposed easements have been indicated on the plat. A landscape buffer easement is provided along the northwest end of the property to provide a buffer for the townhome property to the north. STAFF RECOMMENDATION The proposed plat is in general conformance with the Subdivision Ordinance and the proposed land use of the property is consistent with the Comprehensive Plan.
