SYNOPSIS INCLUDING PRO & CON: This project includes all materials, labor and
equipment for the construction of the Kettlestone area Traffic Signals in the southeast region of
Waukee. The project consists of the construction of traffic signals at the SE Ashworth Rd & SE
Parkview Crossing Dr and Grand Prairie Parkway & SE Tallgrass Lane intersections.
Construction includes necessary communication connections for each intersection.
Bids were received on September 28, 2022, with three general contractors submitting bids. The
engineer’s estimate for the project was $687,750.00. The apparent low bid was submitted by Iowa
Signal of Grimes, Iowa for $682,054.74. Snyder and Associates recommends award of the
contract to the lowest bidder, Iowa Signal of Grimes, Iowa, in the amount of $682,054.74. This
bid is approximately 0.8% below the engineer’s estimate.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $682,054.74
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff recommend approval of the resolution awarding
the contract to Iowa Signal of Grimes, Iowa [Kettlestone Area Traffic Signals Project]
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE KETTLESTONE AREA TRAFFIC
SIGNALS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Kettlestone Area Traffic Signals, described in the plans and
specifications heretofore adopted by this Council on October 3, 2022, be and is hereby accepted,
the same being the lowest responsive, responsible bid received for such work, as follows:
Contractor:Iowa Signal, Inc.,of Grimes, IA
Amount of bid:$682,054.74
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

Dear Rudy:
Bids were received for the Kettlestone Area Traffic Signals project at 2:00 p.m. on Wednesday,
September 28, 2022. Three bids were received and opened ranging from $682,054.74 to
$913,442.00. Our opinion of probable construction cost was $687,750. The low bid was
submitted by Iowa Signal, Inc. of Grimes, Iowa. We were pleased with the interest from
contractors and the number of bids received.
The low bidder is primarily a signal contractor, performs larger signal maintenance work and has
constructed several of the traffic signals for the City of Waukee.
We recommend award of the contract to the low bidder, Iowa Signal, Inc. They have a long
history of successful projects and are fully capable of successfully carrying out the requirements
of the contract.
