HomeMy WebLinkAbout2022-10-03 J13 The Peak at Kettlestone Apartments Phase 1_Site PlanAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: October 3, 2022 AGENDA ITEM:Consideration of approval of a resolution approving a site plan for The Peak at Kettlestone Apartments Phase 1 FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: Kettlestone Apartments, LLC requests approval of a site plan to authorize the construction of a multi-family residential apartment complex located east of Grand Prairie Parkway and north of SE Pleasant View Drive. The project involves the construction of three (3) apartment buildings – two 30-unit buildings and a 24-unit building. The total number of units proposed is 84-units. Each building will be three-stories in height. The footprints for the buildings will range from 8,780-square feet to 8,980-square feet. The complex will include detached garage buildings and a fenced-in dog area. Access to the property is shown to be provided via SE Glacier Trail and SE Pleasant View Drive. One monument sign has been proposed. Trash and recycling will be provided within one of the garage buildings. The applicant has provided elevations for the proposed building on the site. The design and materials are consistent with the Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the September 27, 2022, Commission Meeting and recommended approval subject to remaining staff comments: Consider a request from Kettlestone Apartments, LLC for approval of a Site Plan for The Peak at Kettlestone Apartments Phase 1 Senior Planner, Melissa DeBoer, provided an outline of the project, as shown in the staff report. Ms. DeBoer identified the project as a site plan for the first phase of a multi-family apartment development, containing 15.23-acres, located north of SE Pleasant View Drive and east of Grand Prairie Parkway. The subject property was rezoned in 2020 to allow for multi-family development and was master planned with the Kettlestone Master Plan. This project is consistent with the Kettlestone Design Guidelines. J13 Ms. DeBoer explained that the project included three apartment buildings, two with 30-units and one with 24-units. The first phase also includes detached garage buildings and a fenced-in dog area. The site plan indicates that trash and recycling will be provided in one of the garage spaces. The site plan also indicates a possible future area for development to the north. That phase includes a four-story building with 186-units and three smaller apartment buildings similar in size to Phase 1 buildings. Both phases together produce 348 total units for a density of 22.85-units per acre. This is below the K-MF Stacked High maximum density of 24-units per acre. One monument sign has been proposed. Two access points have been identified, one off of SE Pleasant View Drive and one off of SE Glacier Trail. The applicant is exceeding the parking requirements by providing 148 spaces, where 129 are required. Six accessible spaces have been provided. Five-foot sidewalks will be installed along SE Pleasant View Drive and SE Glacier Trail. Pedestrian connections will be provided to the site from the public sidewalks along both streets. Several sidewalks will be installed interior to the site. All utilities in the site will be privately owned and maintained. A sanitary connection will be provided off the sanitary main along SE Glacier Trail. Water service will be provided off the main along SE Pleasant View Drive. Storm water detention will be provided with an existing pond at the southwest corner of the site. This pond is privately owned and maintained. The applicant is providing 46% open space with the required plantings. Building elevations were provided and consist of brick, stone, fiber cement siding and glazing. A lighting plan was provided that meets the lighting ordinance. Ms. DeBoer stated that staff recommended approval of the site plan subject to remaining staff comments. Motion was made by Kullen Koelker to approve the Site Plan as presented. The motion was seconded by Cherian Koshy. On voice vote: All ayes: Motion carries 5-0. The property was master planned in 2015 as part of the Kettlestone Master Plan. The proposed multi-family project is consistent with the Kettlestone Master Plan. PROJECT DESCRIPTION The project includes a total of three apartment buildings. All apartment buildings are three-stories. Two of the apartment buildings are 30-unit buildings and one of the buildings is a 24-unit building, for a total of 84 units for the first phase. The first phase also includes four detached garage buildings and a fenced-in dog area. The site plan indicates trash and recycling to be stored in one of the garage spaces. The site plan submitted also indicates a possible future area for development to the north of the proposed first phase. The future phase includes a larger, four-story apartment building that includes a total of 186 units and three smaller apartment buildings similar in size to the buildings proposed in the first phase, for a total of 264 units proposed for the future phase of the development. The future phase will also include detached garages similar to what is proposed with the first phase of the project. Between the first phase and future phase, a total of 348 units are proposed for a total density of 22.85 dwelling units per acre. The maximum density allowed per the K-MF-High district is 24 dwelling units per acre. One monument sign is proposed to be placed at the entrance to the development off of SE Pleasant View Drive. ACCESS AND PARKING Two accesses will be provided into the site, one off of SE Pleasant View Drive and one off of SE Glacier Trail. A total of 129 parking spaces are required for the first phase proposed and 148 parking spaces are provided, including 6 accessible spaces. The parking totals include the garage parking. September 23, 2022 3 of 3 SIDEWALKS/TRAILS Five-foot-wide sidewalks will be installed along both SE Pleasant View Drive and SE Glacier Trail. Pedestrian connection will be provided into the site from the public sidewalks along both access drives. Several sidewalks are proposed interior to the site to allow pedestrian access throughout the multi-family development. UTILITIES This site will be serviced with all public utilities. A sanitary sewer connection will be provided off of the sanitary main along SE Glacier Trail. A water service will be provided off of the main along SE Pleasant View Drive. All utilities within the site will be privately owned and maintained. Storm water detention for this property is provided with an existing detention pond located at the southwest corner of the site. This pond is privately owned and maintained. LANDSCAPING & OPEN SPACE A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 46%. Plantings are being provided throughout the site in compliance with the Landscape & Open Space Ordinance. ELEVATIONS The elevations of the apartment buildings will be constructed of mostly brick, stone, fiber cement siding, and glazing. The roofing material is proposed to be asphalt shingles. Elevations of the proposed buildings have been provided for review. PHOTOMETRIC PLAN The applicant has provided a lighting plan which meets the requirements of the Site and Building Development Standards. COMPREHENSIVE PLAN The subject property is within the Kettlestone Corridor. Per the Kettlestone Design Guidelines, K-MF- Stacked High zoning allows for densities ranging from 15-24 dwelling units per acre and buildings that are 3 to 5 stories tall. The proposed project is meeting the intent of the Kettlestone Master Plan.
