Warrior Lane Bridge Over Little Walnut Creek] FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The original agreement approved on April 4, 2022 (RES# 22-132) for N. Warrior Lane Bridge Over Little Walnut Creek had a budget of $87,000. Calhoun- Burns & Associates has requested Amendment No. 1 in the amount of $65,800. Calhoun-Burns & Associates met with City staff to review preliminary alternative roadway alignments and structure types for the replacement structure. Each of the alternatives will have an impact on the Little Walnut Creek flood plain and adjacent private property. The project requires an Individual Section 404 Permit from the U.S. Army Corps of Engineers (USACE) and a Section 401 Water Quality Certification from the Iowa Department of Natural Resources (IDNR). This Amendment No. 1 is for Cultural and Environmental Investigation Services and additional pre- permitting and permit application services with the USACE and IDNR. This Amendment No . 1 for Cultural and Environmental Investigation Services and Additional Pre-Permitt ing and Permit Application Services is submitted in accordance with our current Agreement for Professional Consulting Services dated April 4, 2022 . All provisions of the original Agreement remain in effect except as modified by this Amendment No . 1. CULTURAL AND ENVIRONMENTAL INVESTIGATION SERVICES AND ADDITIONAL PRE-PERMITTING AND PERMIT APPLICATION SERVICES 1. Ongoing Administrative Services (CB&A, V&K). a. Continue to coordinate proposed improvements with CITY, U.S. Army Corps of Engineers (USACOE) and Iowa Department of Natural Resources (IDNR). b. Coordinate subconsultant services with Emmons & Oliver Resources, Inc. (EOR), and Bear Creek Archeology, Inc. (Bear Creek). c. Provide typical administrative services with CITY and subconsultants. 2. Phase I Cultural Resource Survey (Bear Creek). a. Provide field work, data review, analyses, report preparation, and all other tasks necessary to complete the Phase I Cultural Resources Survey within the project area defined by the CONSULTANT. 3. Environmental Investigation Services (EOR). a. Complete a Wetland Investigation within the project area defined by the CONSULTANT. b. Complete a Stream Impact Assessment within the project area defined by the CONSULTANT. c. Complete a Threatened and Endangered Species Assessment within the project area defined by the CONSULTANT. d. If required by USACOE, complete a Compensatory Mitigation Plan. e. Assist in the planning, coordination, preparation, and submittal of the individual Section 404 Permit and Section 401 Water Quality Permit. f. Provide continued coordination and meetings with design team, City staff, and City Council. 4. Additional Pre-Permitting and Permit Application Services (CB&A, V&K, EOR). a. Complete and submit a Prefiling Meeting Request to the IDNR. b. Complete and submit a Joint Application Form for the USACOE and Iowa Department of Natural Resources (IDNR). c. Complete and submit an Alternatives Analysis as part of an Individual Section 404 Permit for all proposed site improvements required by the U.S. Army Corps of Engineers (USACOE). d. Complete and submit a Section 401 Water Quality Certification Request to the IDNR. e. Continued coordination with the USACOE and IDNR. A2 B. CITY shall do the following in a timely manner, so as to not delay the services of the CONSULTANT: 1. Continue to provide copies of all correspondence from review agencies for inclusion in the project file maintained by the CONSULTANT. 2. Continue to provide timely reviews and comments of each submittal made by the CONSULTANT. 3. Negotiate and obtain any permission and/or permanent easement and/or temporary construction easement to access adjacent private property for the purpose of site investigations. Notify the CONSULTANT of any restrictions or special requirements regarding the individual private property owners or other activities prior to the commencement of the field work. B1 N.
