SYNOPSIS INCLUDING PRO & CON: Waukee Crossing, LLC requests approval of a site plan to
authorize the construction of Guadalajara, a site-down restaurant, located at
the intersection of Hickman Road and NW 2nd Street.
The building will be approximately 7,307-square-feet and one story. A
covered patio is shown in the southeast corner and a trash enclosure is shown
in the northwest corner.
Two access points to the site will be provided off of NW 2nd Street. The north
entrance will be full-access and the south entrance will be a right-in / right-out
only. Ten-foot trails exist along the south side and east side of the property.
The applicant has provided elevations for the proposed building on the site.
The design and materials are consistent with the Site Plan Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the October 11, 2022, Commission Meeting and recommended approval
subject to remaining staff comments:
Consider a request from Waukee Crossing, LLC for approval of a Site Plan for Guadalajara
Restaurant (185 West Hickman Road)
City Planner, Bill Mettee, provided an outline of the project, as shown in the staff report. The
applicant, Waukee Crossing, LLC is requesting approval of a Site Plan for a restaurant located at the
intersection of Hickman Road and NW 2nd Street. The parcel contains 1.61-acres and is zoned C-1
Community and Highway Service Commercial.
Mr. Mettee explained the project would include the construction of a single-story restaurant,
approximately 7,307-square feet in area with a covered patio in the southeast corner. Two accesses are
proposed off of NW 2nd Street – the northerly entrance will be full-access and the southerly entrance
will be a permanent right-in / right-out entrance. The applicant is providing the required 110 parking
spaces. Ten-foot trails exist along Hickman Road and NW 2nd Street. A pedestrian entrance will be
provided off the trail on Hickman Road. Elevations were provided for review which include materials
such as Stone, Glass and Vertical Metal Siding.

The applicant is providing 20% open space, where 20% is required. Storm water detention will be
provided in the existing regional detention basin that was approved during Waukee Crossing Plat 4.
Parking, landscaping, open space and lighting requirements all meet the site plan ordinance and staff
recommended approval of the Site Plan for Guadalajara subject to remaining staff comments.
Commissioner Streit asked about the entrances, verifying that one was right-in / right-out. Mr. Mettee
confirmed the entrances.
Motion was made by Kullen Koelker to approve the Site Plan. The motion was seconded by Angie
Tessau. On voice vote: All ayes: Motion carries 6-0
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR GUADALAJARA
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Guadalajara, subject to remaining staff comments on October 11, 2022; AND,
WHEREAS, the Site Plan for Guadalajara is in general conformance with §160 – Site and
Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Guadalajara is in general conformance with §161 – Landscaping
and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 17th day of October, 2022 that the Site Plan for Guadalajara is approved subject to remaining
staff comments.

PROJECT DESCRIPTION
The project involves the construction of a single-story restaurant. The building is proposed to be
approximately 7,307 square feet in area. A covered patio will be provided on the southeast corner of the
building. The trash enclosure is shown to be to the northwest of the building. While there is a monument sign
easement in the southeast corner of the property, no monument signs are proposed at this time.
ACCESS AND PARKING
Two accesses are provided to this site from NW 2nd Street. The south entrance will be a permanent right-in /
right-out access
A total of 110 parking spaces are proposed and 110 parking spaces are being provided. The proposed site plan
meets the parking requirements of the ordinance.
SIDEWALKS/TRAILS
Two trails exist along Hickman Road and NW 2nd Street. A pedestrian sidewalk will be provided into the site
from the trail along Hickman Road.
UTILITIES
All utilities will be provided to this site. Storm water detention will be accommodated in the existing regional
detention basin that was approved during Waukee Crossing Plat 4.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 20%.The applicant has provided the required number of plantings per the landscaping ordinance.
ELEVATIONS
The elevations of the building are proposed to be constructed primarily of Stone, Glass and Vertical Metal
Siding. The elevations comply with the Site Plan Ordinance.

MISCELLANEOUS:
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site and Building Development Standards.
STAFF RECOMMENDATION

Three-phase transformer pads must be:
1. Installed by the customer at the customer's expense. Ongoing maintenance and repair to the pad are the responsibility of the customer.
2. Constructed in a manner satisfactory to the Company, in a mutually agreed upon location with hard surface access and unobstructed work space for large vehicles.
3. The installation of a screening or barrier structure may be required by your local governing authority. It is the customer’s responsibility to determine if a barrier structure is
required. If screening or a barrier structure is required, or installed as an optional feature, the clearance limitations of notes 2 and 3 must be maintained.
4. A 3’-0” minimum clearance is to be maintained from pad sides and back, to the nearest structure or plantings. A level graded, 10’-0” minimum clearance is to be
maintained from the front of pad, to the nearest fixed structure or plantings. If a full length gate is installed, it shall be hinged and no closer than 3’-0” from pad front. Local
government, fire protection, and building codes may require greater clearances. Customer will avoid plantings or construction that interferes with Company’s required
maintenance access to its equipment. If a fence or barrier is to be installed, it must be coordinated with the Company.
5. All conduits shall extend 5’-0” beyond the pad and screening structure (if used) and the locations of the ends of primary conduits shall be identified. Primary conduit shall
be installed between 42” and 48” below final
Secondary conduit shall be installed between
30” and 42” below final grade.
6. When metallic conduit is utilized, customer
shall install grounding bushings.
7. When necessary for traffic protection, set a
4” diameter concrete-filled galvanized steel
post 3’-0” from pad Post shall be 8’ long with
a 4’ concrete embedment.
8. All Company transformers shall be located
in mutually agreed upon location with hard
surface access and unobstructed work space
for large vehicles. If special equipment, such
as a crane, is required for setting or replacing
the transformer, the customer shall pay all
expenses.
9. A trench 2’-0” deep and 3’-0” wide will be
dug on all four sides. The trench will be lined
with silt fence fabric and filled with 3”
screened river rock to final grate. Contact
local engineering representative if design
needs modification.
