SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
final plat and site plan for a 2.61-acre development for a warehouse / storage
facility development located north of Hickman Road and east of NW 17th
Street.
The project involves the construction of two buildings to be used as “toy-
plex” style storage facilities. One building will be 22,500-square feet and have
15-units and the second building will be 24,300-square feet and have 20-units.
The elevations of the buildings will be constructed of Nichiha engineered
stone panels and architectural metal paneling in shades of gray. No trash
enclosures or monument signs are proposed.
The final plat includes two lots combined into one lot that is 2.61-acres in
area. No new easements are proposed. All easements were recorded with the
James Pointe Plat 1 Final Plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on September 27, 2022 and
recommended approval:

Approval of a Site Plan for James Pointe Plat 3 Lot 1
City Planner, Bill Mettee, provided an outline of the project, as shown in the staff report.
The applicant, Back Nine Properties, LLC, is requesting approval of a preliminary plat, final plat and
site plan for a warehouse / storage facility north of NW Gettysburg Lane and east of NW 17th Street,
containing 2.61-acres.
Mr. Mettee explained that the project included the construction of two buildings to be used as “toy-
plex” style buildings to be used as storage for boats, RVs and similar items. One building will be
22,500-square feet and have 15-units and one building will be 24,300-square feet and includes 20-
units. No trash enclosures or monument signs are proposed.
Mr. Mettee explained that two access points were provided that align with the 2021 James Pointe Plat
2 project to the south. Three parking spaces are required and have been provided with one being an
I15A-C
accessible space. All utilities exist in the immediate vicinity and will be extended to service this
project. Storm water detention will be provided with one of the regional ponds nearby.
The applicant is providing 32.23% open space which includes a 40-foot landscape buffer along the
north property line. The landscape buffer includes 90-trees, which meets the ordinance requirements.
Building elevations were submitted for review and include Nichiha engineered stone panels and
architectural metal paneling in shades of gray. Transom windows and variations in building offsets
have been incorporated to break up the rear building walls.
Mr. Mettee explained that the final plat was due to the fact that two lots were being combined into one
lot for the purposes of this project. Lot 1 is 113,949-square feet and is zoned M-1 Light Industrial and
this project is consistent with the zoning.
Mr. Mettee stated that staff recommended approval of the preliminary plat, final plat and site plan
subject to remaining staff comments and review of the legal documents.
Motion was made by Alex Broderick to approve the Preliminary Plat as presented. The motion was
seconded by Kullen Koelker. On voice vote: All ayes: Motion carries 5-0.

section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 17th day of October, 2022 that the Preliminary Plat for James Pointe Plat 3 Lot 1 be

1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on September 27, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for James Pointe Plat 3 Lot 1 and the documents relating thereto will
comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this

PROJECT DESCRIPTION
The site plan identifies the construction of two buildings to be used as a “toy-plex” style storage facilities.
Building 1 is proposed to be 22,500 square feet and Building 2 is proposed to be 24,300 square feet. Each
building will face the interior of the lot. Building 1 will have 15 units and Building 2 will have 20 units. The
buildings will be 20-feet in height. No monument signs or trash enclosures are proposed.
Table 1 below summarizes the bulk regulations that are applicable to the proposed development. The site plan
demonstrates compliance with the bulk regulations.

ACCESS AND PARKING
Two access drives are provided to the site off of NW Gettysburg Lane. These drives align with the access
drives across NW Gettysburg Lane to the south.
A total of three parking spaces are required for this project. The total amount of parking proposed is three
spaces, including one required accessible space. The proposed site plan meets the parking requirements.
SIDEWALKS/TRAILS
A 5-foot-wide sidewalk will be constructed on the north side of NW Gettysburg Lane.
UTILITIES
The site will be serviced with all public utilities, which are installed in the immediate vicinity of NW
Gettysburg Lane. Stormwater detention will be provided with the regional detention basins in the vicinity.

LANDSCAPING & OPEN SPACE
A minimum of 15% of the project area is required to be open space. The total amount of open space
proposed is 32.23%. The plantings shown on the landscape plan meet the minimum requirements of the
Landscape & Open Space Ordinance. A 40-foot landscape buffer is required along the north property line with
a total of 90 trees provided.
ELEVATIONS
Colored building elevations are included for review. The building is proposed to be constructed predominantly
of Nichiha engineered stone panels and architectural metal paneling in shades of gray. Transom windows and
variations in building offsets have been added to enhance the rear elevations.
LOTS
The preliminary plat and final plat identify two lots (Lots 24 and 25). These are two existing lots being
combined into one lot. The size of Lot 1 is 113,949-square feet and 2.61 acres in size. The lot is zoned M-1
Light Industrial and comprehensively meets the minimum requirements of the Zoning Ordinance.
STAFF RECOMMENDATION
The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan
Ordinance, and Comprehensive Plan. Staff recommends approval of the preliminary plat, final plat, and site
plan subject to remaining staff comments and review of the legal documents.

6.ORCA CONSULTING SHALL NOT BE LIABLE FOR ANY INJURIES THAT HAPPEN ON SITE. THIS SHALL INCLUDE BUT NOT BE LIMITED TO TRENCH COLLAPSES FROM VARYING SOIL CONDITIONS OR INJURIES CAUSED BY UNDERGROUND UTILITIES INCLUDING UTILITIES THAT ARE NOT SHOWN ON PLAN.
7.THE CONTRACTOR IS LIABLE FOR ALL DAMAGES TO PUBLIC OR PRIVATE PROPERTY CAUSED BY THEIR ACTION OR INACTION IN PROVIDING FOR STORM WATER FLOW DURING CONSTRUCTION. DO NOT RESTRICT FLOWS IN EXISTING DRAINAGE CHANNELS, STORM SEWER, OR FACILITIES.
8.LABORATORY TESTS SHALL BE PERFORMED BY THE OWNER UNLESS OTHERWISE NOTED. THE CONTRACTOR SHALL PROVIDE SAMPLES OF MATERIAL REQUIRED FOR LABORATORY TESTS AND TESTING IN ACCORDANCE WITH THE URBAN STANDARD SPECIFICATIONS FOR PUBLIC IMPROVEMENTS.
9.SOIL IMPORT OR EXPORT ON THIS PROJECT SHALL BE CONSIDERED INCIDENTAL AND WILL NOT BE MEASURED OR PAID FOR SEPARATELY.
10.THE CONTRACTOR SHALL PROTECT ALL STRUCTURES NOT SHOWN AS REMOVALS ON THE PLANS.
11.THE CONTRACTOR SHALL OBTAIN ANY AND ALL NECESSARY PERMITS PRIOR TO ANY CONSTRUCTION. CONTRACTOR SHALL WORK WITH OWNER OR OWNERS REPRESENTATIVE ON ALL REQUIRED STORM WATER DISCHARGE PERMITS FROM THE IOWA DEPARTMENT OF NATURAL RESOURCES AND THE CITY OF WAUKEE, IOWA.
12.GRADING AND EROSION CONTROL SHALL BE DONE IN ACCORDANCE WITH THE APPROVED GRADING PLAN, SWPPP, NPDES DOCUMENTS, AND IOWA DEPARTMENT OF NATURAL RESOURCES REQUIREMENTS.
13.THE CONTRACTOR SHALL PICK UP ANY DEBRIS SPILLED ONTO THE ADJACENT RIGHT OF WAY OR ABUTTING PROPERTIES AS THE RESULT OF CONSTRUCTION, AT THE END OF EACH WORK DAY AND PRIOR TO A RAIN EVENT.
14.THE CONTRACTOR IS RESPONSIBLE FOR THE PROMPT REMOVAL OF ALL MUD THAT HAS BEEN TRACKED OR WASHED UNTO ADJACENT PROPERTY OR RIGHT OF WAY UNTIL SUCH TIME THAT PERMANENT VEGETATION HAS BEEN ESTABLISHED.
15.DISPOSE OF ALL EXCESS MATERIALS AND TRASH IN ACCORDANCE WITH FEDERAL, STATE, AND LOCAL REQUIREMENTS. PROVIDE WASTE AREAS OR DISPOSAL SITES FOR EXCESS MATERIALS NOT DESIRABLE FOR INCORPORATION INTO THE PROJECT.
PAVING NOTES:
1.THE PAVING/GRADING CONTRACTOR(S) SHALL BACKFILL THE PAVING SLAB AND FINE GRADE THE RIGHT OF WAY AS SOON AFTER THE PAVING AS POSSIBLE. ALL AREAS SHALL BE SODDED IN ACCORDANCE WITH CITY OF WAUKEE, IOWA STANDARD SPECIFICATIONS AND THE CURRENT VERSION OF SUDAS.
2.SUBGRADE PREPARATION AND PAVEMENTS WILL BE CONSTRUCTED FOLLOWING RECOMMENDATIONS IN THE SOILS REPORT. APPROVED SOILS ENGINEER MUST SIGN OFF ON SUBASE PRIOR TO ANY PAVEMENT BEING PLACED.
