Hickman Rd. and electronically via Zoom. (B) Pledge of Allegiance (C) Roll Call – The following members were present: Mayor Courtney Clarke; Council Members Chris Crone, Larry R. Lyon, Anna Bergman Pierce, Ben Sinclair. Absent: Council Member R. Charles Bottenberg. Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne (electronically), Community Development Director Andy Kass, Finance Director Linda Burkhart, Public Works Director/City Engineer Rudy Koester, Human Resources Director Michelle Lindsay, Police Chief John Quinn, Police Officer Corby Robbins, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. (D) Open Forum (E) Agenda Approval – Council Member Lyon moved to approve the agenda; seconded by Council Member Sinclair. Results of vote: Ayes: Crone, Lyon, Pierce, Sinclair. Nays: None. Absent: Bottenberg. Motion carried 4 – 0 – 1. (F) Presentations: None (G) Public Hearings: 1) On an ordinance to amend Chapter 170 of the Municipal Code of the City of Waukee, Iowa, by removing and replacing Chapter 170, Floodplain Management – Mayor Clarke opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk’s office. Community Development Director Kass reviewed the proposed ordinance, which reflects flood insurance rate map updates by the Federal Emergency Management Agency (FEMA) and the Iowa Department of Natural Resources (IDNR). The City is required to update the ordinance in order for Waukee property owners to participate in flood insurance programs. No comments were made by the public in attendance. (H) Public Hearing Action Items: 1) Ordinance: Consideration of approval of an ordinance to amend Chapter 170 of the Municipal Code of the City of Waukee, Iowa, by removing and replacing Chapter 170, Floodplain Management [introduction; first reading] – Council Member Lyon introduced the ordinance and moved to approve the first reading in title only; seconded by Council Member Sinclair. Results of vote: Ayes: Crone, Lyon, Pierce, Sinclair. Nays: None. Absent: Bottenberg. Motion carried 4 – 0 – 1. (I) Action Items: 1) Consent Agenda: Council Member Crone moved to approve the Consent Agenda, correcting a scrivener’s error on the agenda for item I1F11 so that the dollar amount considered for approval is $413,682.36; seconded by Council Member Pierce. Results of vote: Ayes: Crone, Lyon, Pierce, Sinclair. Nays: None. Absent: Bottenberg. Motion carried 4 – 0 – 1. A. Call to Order – The special meeting of the Waukee City Council was called to order by Mayor Clarke at 12:23 p.m. at Waukee City Hall, 230 W. Hickman Rd. B. Roll Call – The following members were present: Mayor Courtney Clarke; Council Members R. Charles Bottenberg, Chris Crone, Larry R. Lyon, Anna Bergman Pierce, Ben Sinclair. Absent: None. (Council Member Bottenberg left the meeting at 1:33 p.m.) Also in attendance: City Administrator Brad Deets, Human Resources Director Michelle Lindsay, City Clerk Rebecca D. Schuett, Jeff Cayler with Cayler Consulting, LLC. C. Agenda Approval – Council Member Bottenberg moved to approve the agenda; seconded by Council Member Sinclair. Closed Session: Pursuant to Code of Iowa §21.5(1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session – Council Member Bottenberg moved to close the regular session and enter closed session pursuant to Code of Iowa §21.5(1)(i); seconded by Council Member Crone. Call to Order – The special meeting of the Waukee City Council was called to order by Mayor Clarke at 5:38 p.m. at Waukee Public Works, 805 University Ave. B. Roll Call – The following members were present: Mayor Courtney Clarke; Council Members R. Charles Bottenberg, Anna Bergman Pierce, Ben Sinclair. Absent: Council Members Chris Crone, Larry R. Lyon. (Council Member Crone joined the meeting at 5:45 p.m.; Council Member Lyon joined the meeting electronically at 6:20 p.m.) Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Finance Director Linda Burkhart, Public Works Director/City Engineer Rudy Koester, IT Director Son Le (electronically), City Clerk Rebecca D. Consideration of approval of a motion setting November 21, 2022, as the date of public hearing on an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from R-2 [One & Two Family Residential District] to C-1 [Community & Highway Service Commercial District]/ PD-1 [Planned Development Overlay District] and amending the existing PD-1 [Planned Development Overlay District] (Waukee Towne Center) F. Closed Session: Pursuant to Code of Iowa §388.9(1) to discuss marketing and pricing strategies and proprietary information of the City Utility – Council Member Crone moved to close the regular session and enter closed session pursuant to Code of Iowa §388.9(1);seconded by Council Member Sinclair.
