HomeMy WebLinkAbout2022-11-07 J09A Fox Creek Meadows_Revised Preliminary Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: November 7, 2022 AGENDA ITEM: Consideration of approval of a resolution approving a revised preliminary plat for Fox Creek Meadows FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a revised preliminary plat for a 25.63-acre development for a duplex residential and multi-family residential development located north of NW Douglas Parkway and west of NW 10th Street. The plat identifies 80 lots for duplex residential development – 16 more lots than what was originally approved. The lots range in size from 5,000 square feet to 13,690 square feet. The plat also identifies an outlot for future multi- family development, two outlots for stormwater detention, and an outlot for parkland. All public utilities will be provided to the proposed lots. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the preliminary plat request at their meeting on October 25, 2022 and recommended approval: Approval of a Revised Preliminary Plat for Fox Creek Meadows Senior Planner, Melissa DeBoer, introduced the request for approval of a revised preliminary plat as submitted by the applicant Fox Creek Meadows, LLC. The property is generally located north of NW Douglas Parkway and west of NW 10th street, containing approximately 25.63 acres. Mrs. DeBoer advised that the requested revisions include an additional 16 lots providing a total of 80 lots intended for duplex residential development. Lots range in size from 5,000 square feet to 13,690 square feet. In addition to the proposed duplex lots, the preliminary plat identifies an outlot W for future multi-family development, Outlots X and Y for stormwater detention, and an outlot Z for parkland dedication. Landscape buffers will be provided between the R-2 lots and the area zoned R-3 as well as along 10th street. Public streets, five-foot-wide sidewalks, and a trail are all included in the public improvements for the development and public utilities will be provided to each lot. At this time staff recommends approval of the revised preliminary plat for Fox Creek Meadows subject to any remaining staff comments. Commissioner Broderick moved to approve the revised Preliminary Plat for Fox Creek Meadows subject to any remaining staff comments. Commissioner Tessau seconded the motion. Ayes: Koelker, Hoifeldt, Streit, Inman, Broderick, and Tessau. Nays: none. Motion Carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the revised preliminary plat. The applicant came back and rezoned another smaller portion of the R-3 zoning to R-2 to allow for additional duplex residential development. A preliminary plat was previously approved, but this revised preliminary plat updates it to include the recently rezoned R-2 portion that was approved at the October 17, 2022 City Council meeting. PROJECT DESCRIPTION LOTS The revised preliminary plat identifies a total of 80 lots that are intended for duplex residential development. This is 16 more lots than the originally approved preliminary plat. The lots range in size from 5,000 square feet to 13,690 square feet. In addition to the proposed duplex lots, the preliminary plat identifies an outlot (Outlot W) for future multi-family development, two outlots (Outlots X and Y) for stormwater detention, and an outlot (Outlot Z) for parkland. A 25-ft landscape buffer will be provided along the east side of the development to provide screening from NW 10th Street. Twenty-five-foot landscape buffers will also be provided between the R-2 lots and the area zoned R-3. NW MacArthur Lane will extend from NW 10th Street and will run east/west. NW Sproul Lane will run north/south and provide a connection to NW Douglas Parkway. A ten- foot wide trail will be provided along the west side of NW Sproul Lane with individual lot development. Five-foot wide sidewalks will be provided along all other sides of the streets with individual lot development. UTILITIES Public utilities will serve the proposed lots. An extension will be provided from the existing water main located along NW Douglas Parkway. Sanitary sewer will be extended to serve this plat from the main to the north. Stormwater detention will be provided within two outlots located within the plat. EASEMENTS All proposed easements have been indicated on the preliminary plat. Landscape buffer easements have been indicated along the lots adjacent to NW 10th Street and between the R-2 and R-3 zoning areas. PARKLAND DEDICATION Parkland dedication requirements will apply to the project because of its residential nature. The required amount of parkland is 3.53-acres. The applicant intends to provide 1.26 acres of parkland along the north side of the development within the floodplain (Outlot Z) and the remaining parkland required will be provided with a fee in lieu of. STAFF RECOMMENDATION All proposed lots meet the minimum requirements of the Zoning Ordinance, the preliminary plat is in general conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the Comprehensive Plan. Staff recommends approval of the revised preliminary plat for Fox Creek Meadows subject to remaining staff comments.
