HomeMy WebLinkAbout2022-11-07 J14 Waukee U-Haul_Site PlanAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: November 7, 2022 AGENDA ITEM:Consideration of approval of a resolution approving a site plan for Waukee U-Haul FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: Amerco Real Estate / U-Haul International requests approval of a site plan to authorize the construction of a warehouse storage facility located at the intersection of Hickman Road and SE Alice’s Road. The building will be approximately 17,112-square-feet and 40-feet in height. The building will not be accessible to the general public, rather will be used to store shipping-style pod containers. One overhead door is proposed. Two access points to the site are currently provided off of SE Alice’s Road. No additional access points are planned. The applicant has provided elevations for the proposed building on the site. The design and materials are consistent with the Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the October 11, 2022, Commission Meeting and recommended approval subject to remaining staff comments: Consider a request from Amerco Real Estate / U-Haul International for approval of a Site Plan for U-Haul Expansion (245 SE Alice’s Road) City Planner, Bill Mettee, provided an outline of the project, as shown in the staff report. The applicant, Amerco Real Estate and U-Haul International is requesting approval of a Site Plan for a U- Haul storage facility located at the intersection of Hickman Road and SE Alice’s Road. The parcel contains 13.98-acres and is zoned M-1 Light Industrial. Mr. Mettee explained the project would include the construction of a multi-story storage facility, approximately 17,112-square feet in area and 40-feet in height. One overhead door is proposed which will allow access into the warehouse, which will only be used for the storage of “moving pod” style containers, multiple layers high. Two accesses exist off of SE Alice’s Road. The applicant is providing five parking spaces, including an accessible space. A five-foot sidewalk will be installed along SE Alice’s Road for the duration of the parcel. Elevations were provided for review which include materials such as Precast Concrete, Hardie Plank Lap Siding and Trim Elements. J14 The applicant is providing 64.5% open space, where 15% is required. Storm water detention will be provided on the east side of the site. Parking, open space and lighting requirements all meet the site plan ordinance and staff recommended approval of the Site Plan for U-Haul Expansion subject to remaining staff comments. Commissioner Hoifeldt expressed concern over the unusable orange doors used for branding along the west and south sides of the building. He asked that the Commission recommend to the City Council to remove the orange doors and replace with different materials. Commissioner Tessau asked if staff had seen any exceptions to the orange color. Mr. Kass said that he hadn’t but other communities might have stricter design guidelines. He stated that staff would have a conversation with the applicant. Motion was made by Luke Streit to approve the Site Plan with a note to discuss the exterior with City Council. The motion was seconded by Angie Tessau. On voice vote: All ayes: Motion carries 6-0 STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to remaining staff comments. The building is proposed to be approximately 17,112 square feet in area and 40-feet in height. All storage units will be interior to the building. One overhead door is proposed, which will allow for access into the building for the interior storage of portable storage pods. This will not be accessible to the general public. One storage building exists on the site and is approximately 69,925-square feet in area. ACCESS AND PARKING Two accesses are provided to this site from SE Alice’s Road and currently exist. A total of one parking space is required and five parking spaces are being provided, including an accessible parking space. The proposed site plan meets the parking requirements of the ordinance. SIDEWALKS/TRAILS A 5-foot sidewalk will be constructed along SE Alice’s Road for the duration of the property. No sidewalks or trails will be required along Hickman Road. UTILITIES All utilities service the site. The utilities will be extended as required to service the new building. Storm water detention will be accommodated in the open space on the east side of the lot. LANDSCAPING & OPEN SPACE A minimum of 15% of the project area is required to be open space. The total amount of open space proposed is 64.5%.The applicant has provided the required number of plantings per the landscaping ordinance. October 6, 2022 3 of 3 ELEVATIONS The elevations of the building are proposed to be constructed primarily of Pre-Cast Concrete, Hardie Plank Lap Siding and Trim elements. The elevations comply with the Site Plan Ordinance. MISCELLANEOUS: The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the lighting requirements of the Site and Building Development Standards.
