AGENDA ITEM: Consideration of approval of a resolution approving Agreement for
Professional Consulting Services with OPN Architects [Waukee Public
Safety, Architectural Services]
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The City entered into contract for Architectural Services
with OPN Architects in December 2021 for the proposed Waukee Public Safety Building which
included verification of space needs and programming, initial site plan development and initial
architectural renderings.
That work has been completed and presented to the City Council for approval and direction to proceed
forward with full design of the Waukee Public Safety Facility for construction to begin in the fall of
2023 and an anticipated completion date of July 2025.
OPN Architects has prepared a consulting contract for services related to the full design and
construction of the new facility.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $3,696,900.00 or approximately
6.4% of the total project cost.

STAFF REVIEW AND COMMENT: Staff would recommend approval of the resolution.

RESOLUTION 2022-
APPROVING AGREEMENT FOR PROFESSIONAL CONSULTING SERVICES WITH OPN
ARCHITECTS INC. [WAUKEE PUBLIC SAFETY FACILITY]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the significant growth over the last decade has created a need for expanded facilities for
the Waukee Police Department and Waukee Fire Department (Public Safety Facility); AND,
WHEREAS, in anticipation for a new Public Safety Facility to meet the needs of the growing
departments, the City has purchased property located at the corner of T Avenue and NW Douglas
Parkway; AND,
WHEREAS, the City entered into an agreement with OPN Architects, Inc. for facility programming,
conceptual design, architectural renderings and budget determination in December 2021; AND,
WHEREAS, the City is now ready to proceed with full design, bidding and construction management
of the Public Safety Facility and staff would recommend entering into contract with OPN Architects,
Inc. to perform these services; AND,
WHEREAS, the City Attorney has reviewed the Agreement for Professional Consulting Services and
finds it satisfactory;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Agreement for Professional Consulting Services with OPN Architects, Inc. [Waukee Public Safety
Facility] is hereby approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 7th day of November 2022.
