AGENDA ITEM:Selecting Northpointe Development Corporation to work in concert with the
City of Waukee for the development of an affordable housing project at the
Prairie Rose Subdivision and authorizing staff to work with Northpointe
Development Corporation to draft a development agreement
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The City of Waukee sought proposals for an affordable
housing developer to provide a vision and scope of what this project could be. After interviewing all
interested firms and evaluating their proposals, the scoring committee ranked Northpointe
Development Corporation as the highest.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The City of Waukee has
purchased 13.6 acres of land with TIF LMI funds. It is the intent that this
would constitute one part of the City’s overall contribution. The overall
project cost and funding would depend on successfully receiving State low
income housing tax credits.

SELECTING NORTHPOINTE DEVELOPMENT CORPORATION TO WORK
IN CONCERT WITH THE CITY OF WAUKEE FOR THE DEVELOPMENT OF
AN AFFORDABLE HOUSING PROJECT AT THE PRAIRIE ROSE
SUBDIVISION AND AUTHORIZING STAFF TO DRAFT A DEVELOPMENT
AGREEMENT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, on July 11, 2022, the City of Waukee issued a Request for Proposals for
low-income housing tax credit developers to work in partnership with the City of Waukee
and received eight proposals from interested firms; AND,
WHEREAS, a scoring committee, composed of City staff and a non-profit partner, rated
and interviewed all of the interested firms based on the capability/track record, quality of
references, housing variety and architectural style; property management experience,
project feasibility, years rents would remain at affordable levels, and experience in the
low-income housing tax credit program AND,
WHEREAS, the proposal by Northpointe Development Corporation received the highest
overall score.
NOW THEREFORE BE IT RESOLVED that the City of Waukee City Council in
session this 7th day of November, 2022, preliminarily selects Northpointe Development
Corporation to work in concert with the City of Waukee for the development of an
affordable housing project at the Prairie Rose Subdivision and authorizes staff to work
with Northpointe Development Corporation to draft a development agreement for future
consideration and approval by the Mayor and City Council as provided by law.
