AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat for
Ashworth North Plat 3
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat
for a 57.41-acre development for a commercial and residential subdivision
located north of Ashworth Road and east of Grand Prairie Parkway.
The plat identifies identifies a total of five outlots for future development.
Outlots X and Y are zoned K-OF, Outlots V and Z are zoned K-MF-MED,
and Outlot W is zoned K-RC. The preliminary plat also identifies Lot A and
Lot B to be dedicated to the City of Waukee for storm water management
purposes. Lot A will contain a large regional pond and trail. The preliminary
plat identifies Lot C and Lot D to be dedicated to the City of Waukee for
public streets.
All public utilities exist in the immediate vicinity. Extensions will be made
from existing mains. Stormwater detention will be provided with a large pond
on the east side of SE Glacier Trail, to be owned and maintained by the City
of Waukee.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat request at their meeting on November 8,
2022 and recommended approval:

Planning Coordinator, Melissa DeBoer, introduced the request for approval of a preliminary
plat for a commercial and residential subdivision as submitted by the applicant, AP North, LC. The
property is generally located north of Ashworth Road and ease of Grand Prairie Parkway and contains
approximately 57.41 acres.
Mrs. DeBoer advised that the preliminary plat identifies a total of five outlots for future
development. Outlots X and Y are zoned for K-OF (Kettlestone Office District), outlot V and Z are
zoned K-MF-MED (Kettlestone Multi-Family Stacked Medium District), and outlot W is zoned K-RC
(Kettlestone Retail Community District) . the plat also identifies Lot A and Lot B which are intended
for stormwater management purposes through dedication to the City of Waukee. Lots C and D are to
be dedicated to the City of Waukee for public streets. Public improvements include the extension of
SE Glacier Trail and SE Esker Ridge Drive, a 20-foot-wide trail on lot A, and five-foot-wide
sidewalks along all public streets in the proposed plat. Public utilities are available to serve the site and
storm water detention will be manage through a large pond on the dedicated lots A and B which will
be owned and maintained by the City of Waukee.
At this time staff recommends approval of the preliminary plat for Ashworth North Plat 3
subject to any remaining staff comments.

• Commissioner Streit questioned if there were plans to connect this pond to the existing ponds
on the southern adjacent sites. Mrs. DeBoer advised that the future plans for the area would
connect and continue the greenbelt trail around this pond as well.
• Commissioner Hoifeldt clarified that SE Esker Ridge Drive will extend to SE Waco Place and
that SE Glacier Trail will extend to Ashworth Road. Mrs. DeBoer advised that was correct.
Commissioner Streit moved to approve the preliminary plat for Ashworth North Plat 3 subject
to any remaining comments. The motion was seconded by commissioner Hoifeldt. Ayes: Koelker,
Hoifeldt, Streit, and Koshy. Nays: none. Recused: Tessau. Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE ASHWORTH NORTH PLAT 3 PRELIMINARY PLAT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Ashworth North Plat 3 on November 8, 2022; AND,
WHEREAS, the Preliminary Plat for Ashworth North Plat 3 is in general conformance with
section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 21st day of November, 2022 that the Preliminary Plat for Ashworth North Plat 3 be
approved subject to remaining staff comments.

PROJECT DESCRIPTION
LOTS
The preliminary plat identifies a total of five outlots for future development. Outlots X and Y are zoned K-OF, Outlots
V and Z are zoned K-MF-MED, and Outlot W is zoned K-RC. The preliminary plat also identifies Lot A and Lot B to be
dedicated to the City of Waukee for storm water management purposes. Lot A will contain a large regional pond and
trail. The preliminary plat identifies Lot C and Lot D to be dedicated to the City of Waukee for public streets.
STREETS AND TRAILS
Portions of two public streets will be constructed as part of this development, this includes SE Glacier Trail between SE
Tallgrass Lane and SE Esker Ridge Drive and a small portion of SE Tallgrass Lane.
A 20-ft wide trail will be provided within Lot A to be dedicated to the City. Five-foot wide sidewalks will be provided
along all public streets within the proposed plat.
UTILITIES
All public utilities exist in the immediate vicinity and will serve the proposed plat. Extensions will be made from the
existing area mains. Sanitary sewer will be extended to serve this plat from the main to the east. Storm water detention
will be provided with a large pond on the east side of SE Glacier Trail, to be owned and maintained by the City of
Waukee.
EASEMENTS
All proposed easements have been indicated on the preliminary plat. A Public Trail Easement will be provided to the
north of Lot A for the trail encompassing the pond.
