AGENDA ITEM: Consideration of approval of resolution approving a revised site plan for
Waukee Primary & Specialty Care Clinic
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a revised site plan
for a 6.98-acre commercial development located north of SE Ashworth Road
and east of Grand Prairie Parkway.
The project involves the construction of a two-story medical office building.
The building is 75,000 square feet in area and 29-feet in height. Two accesses
will be provided into the site. One off of Grand Prairie Parkway and one off of
SE Tallgrass Lane.
The applicant has provided elevations for the proposed building on site. The
design and materials are consistent with the Site Plan Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the revised site plan request at their meeting on November 8,
2022 and recommended approval:
Planning Coordinator, Melissa DeBoer, introduced the request for approval of a revised site
plan related to a medical office building. the subject property is generally located north of SE
Ashworth Road and east of Grand Prairie Parkway and contains approximately 6.98 acres.
Mrs. DeBoer advised that the recently approved site plan for this project included a possible
20,000 square foot addition to the building that was indented for a future date bringing the
total square footage of the building to 75,000 square feet. At this time the applicant would like
to gain approval to include this addition with the original build of the project instead of
waiting as previously anticipated. All previous requirements such as parking, access,
landscape buffers, and easements were designed with the future addition in mind, so no
additional changes are required from the original site plan approval. At this time staff
recommends approval subject to any remaining staff comments.
Commissioner Hoifeldt moved to approve the revised site plan for Waukee Primary and
Specialty Care Clinic subject to any remaining staff comments. The motion was seconded by
Commissioner Koshy. Ayes: Koelker, Hoifeldt, Streit, and Koshy. Nays: none. Recused:
Tessau. Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the revised site plan subject
to remaining staff comments.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Revised Site Plan for Waukee Primary & Specialty Care Clinic, subject to remaining staff
comments on November 8, 2022; AND,
WHEREAS, the Revised Site Plan for Waukee Primary & Specialty Care Clinic is in general
conformance with §160 – Site and Building Development Standards Ordinance of the Waukee
Municipal Code; AND,
WHEREAS, the Revised Site Plan for Waukee Primary & Specialty Care Clinic is in general
conformance with §161 – Landscaping and Open Space Ordinance of the Waukee Municipal
Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 21st day of November, 2022 that the Revised Site Plan for Waukee Primary & Specialty Care
Clinic is approved subject to remaining staff comments.

HISTORY
A site plan was recently approved for this site that showed a possible 20,000 square foot future addition to
the building. The applicant has decided they want to go ahead and add that 20,000 square feet to their building
with the initial construction.
PROJECT DESCRIPTION
The project involves the construction of a two-story medical office building. The building is 75,000 sq ft in area
and 29-ft in height. The main entrance to the building is shown along the south side of the site with a canopy.
A trash enclosure is located at the northeast corner of the building. Two monument signs are proposed. One
at the entrance off of Grand Prairie Parkway and one at the entrance off of SE Tallgrass Lane.
ACCESS AND PARKING
Two accesses are proposed. One off of Grand Prairie Parkway and one off of SE Tallgrass Lane.
A 10-ft wide trail exists just to the west side of the site along Grand Prairie Parkway. A 5-ft wide sidewalk will
be installed along the south side of SE Tallgrass Lane. A 5-ft wide sidewalk will provide access into the site
from the public sidewalk off of SE Tallgrass Lane. A 5-ft wide sidewalk will also provide access into the site
from the public trail to the south. Several internal sidewalks are shown to provide pedestrian accessibility
across the site.
A total of 225 parking spaces are required for the proposed site plan and they are providing 363 spaces. Per
the Kettlestone Design Guidelines a total of 11 bicycle parking spaces are required. They are providing the
required bicycle parking spaces.
UTILITIES
Public utilities will be provided to the site. Storm water management will be provided with a detention basin
located off-site.
LANDSCAPING & OPEN SPACE
A minimum of 15% of the project area is required to be open space. The total amount of open space
proposed is 34.8%. The landscape plan meets the requirements of the Landscape and Open Space Ordinance.

ELEVATIONS
The elevations of the building are proposed to be constructed mainly of fiber cement panels, metal wall panels,
and glass.
COMPREHENSIVE PLAN
The subject property is classified as Business Park which includes office or related uses, either arranged in
formal “Business Park” settings or developments, or in smaller concentrations located throughout Waukee.
The typical project size ranges from 15,000 to over 100,000 square feet and 1 to 6 stories in height. Proximity
to major road corridors is an important locational factor.
STAFF RECOMMENDATION
The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan
Ordinance, Kettlestone Design Guidelines, and Comprehensive Plan. Staff recommends approval of the site
plan subject to remaining staff comments.
