HomeMy WebLinkAbout2022-11-21 I09A-B Waukee Towne Center Plat 2_Preliminary Plat, Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: November 21, 2022 AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat and final plat for Waukee Towne Center Plat 2 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat, and final plat for a 48-acre commercial development located west of SE Alice’s Road and south of SE Laurel Street. The project involves the platting of two lots and two outlots for commercial development. Access to the lots will be provided off of SE Laurel Street. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the preliminary plat and final plat at their meeting on October 11, 2022 and recommended approval: Senior Planner, Melissa DeBoer, provided an outline of the project as shown in the staff report. The applicant, Waukee Towne Center, LLC, is requesting approval of a Preliminary Plat and Final Plat for a commercial development located west of SE Alice’s Road and south of SE Laurel Street. The parcel contains approximately 48-acres and is zoned C-1 Community and Highway Service Commercial District with a Planned Development Overlay. The plat identifies two lots and two outlots for commercial development. Outlot Z is shown as future development and Outlot Y is shown as storm water detention. Lot 1 is 12.44-acres in area and Lot 2 is 5.66-acres in area. Access to the lots will be provided off SE Laurel Street and five-foot sidewalks will be provided as these lots develop. The utilities that extend within the plat will be privately owned and maintained. A landscape buffer easement is proposed along the west plat boundary to provide screening from the adjacent single-family homes. The Preliminary Plat and Final Plat meet the subdivision ordinance and staff recommended approval of the Preliminary Plat and Final Plat for Waukee Towne Center Plat 2 subject to remaining staff comments and review of the legal documents. Motion was made by Luke Streit to approve the Preliminary Plat. The motion was seconded by Angie Tessau. Lyon Ben Sinclair THE CITY OF WAUKEE, IOWA RESOLUTION 2022- APPROVING THE FINAL PLAT FOR WAUKEE TOWNE CENTER PLAT 2 IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, WAUKEE TOWNE CENTER, LLC, has requested final plat approval of Waukee Towne Center Plat 2 (the “Plat”); AND, WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on November 8, 2022, subject to remaining staff comments and review of the legal documents; AND, WHEREAS, the Final Plat for Waukee Towne Center Plat 2 and the documents relating thereto will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 21st day of November, 2022, that the Final Plat for Waukee Towne Center Plat 2 be and the same is hereby accepted and approved by the City Council of the City of Waukee. Outlot Z is shown as future development and Outlot Y is shown as storm water detention. Lot 1 is 12.44-acres in area, Lot 2 is 5.66-acres in area, Outlot Z is 20.83-acres in area and Outlot Y is 9.05-acres in area. STREETS AND TRAILS Access to the lots will be provided off of SE Laurel Street. A 5-ft wide sidewalk will be installed along SE Laurel Street with individual lot development. UTILITIES Public utilities will serve the proposed plat. Extensions will be made from the existing area mains. The utilities that extend throughout the proposed plat will be private and will be privately owned and maintained. EASEMENTS All proposed easements have been indicated on the plat. A landscape buffer easement is provided along the west side of the property to provide a buffer for the single-family residential properties to the west. October 7, 2022 3 of 3 STAFF RECOMMENDATION The proposed plat is in general conformance with the Subdivision Ordinance and the proposed land use of the property is consistent with the Comprehensive Plan.
