AGENDA ITEM:Consideration of approval of resolutions approving a preliminary plat, final
plat and site plan for Oakleaf Plat 2 / Valvoline Waukee
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
final plat and site plan for a 1.35-acre development for a drive-thru oil change
center located north of Interstate 80 and east of Grant Prairie Parkway.
The project involves the construction of one building that is 2,139-square feet
in area, one story in height and includes an underground work area
The elevations of the buildings will be constructed of Brick and Fiber Cement
Board with Overhead Doors and Glazing. The trash enclosure is proposed to
be in the northeast corner of the site and a monument sign is shown on the
west edge of the property.
The final plat includes one lot that is 1.35-acres in area. All necessary
easements were recorded with Oakleaf Plat 1. Mid-American Energy will
record an electric easement after Oakleaf Plat 2 is recorded.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on August 23, 2022 and
recommended approval:
Consider a request from Aterra Real Estate for approval of a Preliminary Plat, Final Plat
and Site Plan for Valvoline Waukee / Oakleaf Plat 2 [3145 Grand Prairie Parkway]
City Planner, Bill Mettee, presented the staff report, outlining the scope of the project.
The project consists of a building 2,139 square feet in area to be used as a drive-thru oil change
location on a lot that is 1.35-acres in area, known as Oakleaf Plat 2. Mr. Mettee noted that open space,
parking, lighting and landscaping provided all met the site plan ordinance, zoning ordinance and
Kettlestone Design Guidelines.
Mr. Mettee stated that a monument sign was proposed along Grand Prairie Parkway, detention was
provided on the west portion of the lot and the dumpster enclosure was proposed to be located in the
northeast corner of the property.
Elevations provided shows the building constructed of brick and fiber cement board with overhead
doors and glazing.
No members of the public spoke to this application.

Mr. Mettee stated that staff recommended approval of the Preliminary Plat, Final Plat and Site Plan
subject to remaining staff comments and review of the legal documents.
Commissioner Koshy asked about the required bicycle rack and the possibility of waiving that
requirement. Staff advised against that, stating that employees could potentially utilize the rack by
biking to work. It is also a requirement in the Kettlestone Design Guidelines.
Motion was made by Alex Broderick to approve the Preliminary Plat. The motion was seconded by
Cherian Koshy. On voice vote: All ayes: Motion carries 5-0.
Motion was made by Alex Broderick to approve the Final Plat. The motion was seconded by Frank
Hoifeldt. On voice vote: All ayes: Motion carries 5-0.

STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat, final plat
and site plan subject to remaining staff comments and review of the legal
documents.
RECOMMENDATION: Approve the resolutions.

WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Oakleaf Plat 2 on August 23, 2022; AND,
WHEREAS, the Preliminary Plat for Oakleaf Plat 2 is in general conformance with section §176
- Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 21st day of November, 2022 that the Preliminary Plat for Oakleaf Plat 2 be approved.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Aterra 177, 3145 Grand Prairie, Waukee, LLC, has requested final plat approval of
Oakleaf Plat 2 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on August 23, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Oakleaf Plat 2 and the documents relating thereto will comply with
section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
21st day of November, 2022, that the Final Plat for Oakleaf Plat 2 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.

Request: The applicant is requesting approval of a
preliminary plat, final plat and site plan for a drive-
through oil change shop for a Valvoline.
Location and Size: Property is located east of Grand Prairie Parkway
and north of Interstate 80, containing

PROJECT DESCRIPTION
The project involves the construction of a building that is proposed to be approximately 2,139 square feet in
area. The proposed building includes three service garage spaces for oil changes. The customer will enter the
garage on the east side and exit on the west side. A trash enclosure is shown in the northeast corner of the
property and a monument sign is proposed along the west property boundary adjacent to Grand Prairie
Parkway.
ACCESS AND PARKING
Access to this site will be from the private street to the south as well as an access road from Kum & Go that
splits this parcel. A blanket access agreement and shared ingress/egress easements are in place to allow access
to and from adjacent sites.
A total of 9 parking spaces are required for this site and they are providing a total of 9 parking spaces plus one
handicap accessible space for a total of 10 parking spaces. The applicant is providing six queuing spaces in
addition to the three bay spaces inside the building. The applicant is also providing a bicycle rack for the
required bicycle parking spaces per the Kettlestone Design Guidelines. The proposed site plan meets the
parking requirements of the ordinance.
SIDEWALKS/TRAILS
A five-foot wide sidewalk will be installed along the north and south side of the building
UTILITIES
All utilities exist in the immediate vicinity to this site and will be extended as needed to service the building.
Storm water detention will be provided with the detention basin located on the property to the east.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 52%. The applicant has provided the required number of plantings per the landscaping ordinance.
ELEVATIONS
The elevations of the building are proposed to be constructed primarily of brick and fiber cement board,
overhead doors and storefront glazing. A total of 62% of the east and west facing facades will be fenestration.
The trash enclosure is proposed to be constructed of brick similar in style and color to the primary structure.

MISCELLANEOUS
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site Plan Ordinance.
