FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat
and construction drawings for a commercial subdivision located east of Grand
Prairie Parkway and south of SE Ashworth Road, containing approximately
11.36-acres.
The project identifies a total of two (2) lots and one (1) outlot (Outlot Z) to be
used for commercial development. Potential uses are unknown at this time.
Lot 1 is 1.36-acres in area and Lot 2 is 2.19-acres in area. Outlot Z is 7.81-
acres in area.
The construction drawings show the extension of a private street that will
connect Grand Prairie Parkway with Vermillion Court and will provide access
to lots within the Ashworth South development.
The applicant is moving forward with the preliminary plat and construction
drawings in order to construct the pond and street improvements, which
includes a 10-foot trail. The final plat was approved at the October 11, 2022
Planning & Zoning Commission meeting, along with the preliminary plat and
construction drawings, however, the applicant is moving forward without the
final plat until a user of the property is established.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat request at their meeting on October 11,
2022 and recommended approval:
Consider a request from AP GPP, LC for approval of a Preliminary Plat and Final Plat
for Ashworth South Plat 3.
City Planner, Bill Mettee, provided an outline of the project, as shown in the staff report. The
applicant, AP GPP, LC, is requesting approval of a preliminary plat and a final plat for a commercial
subdivision, located south of Ashworth Road and east of Grand Prairie Parkway, containing 11.36-
acres. Mr. Mettee stated that parcel was zoned K-RR Kettlestone Retail Regional and any uses are
unknown at this time.
The plats identify two lots and one outlot for commercial development. The two lots range in size from
1.36-acres to 2.19-acres and the outlot is 7.81-acres in area. Access to the lots will be provided off
Grand Prairie Parkway and a private road will be constructed to connect the interior of the lots. A 20-
foot-wide trail easement will be provided to allow access to the pedestrian underpass.

Staff recommended approval of the preliminary plat and final plat subject to remaining staff comments
and review of the legal documents.
Commissioner Streit asked if the detention basin was already existing. Mr. Kass stated that due to
updated storm water requirements, the existing basin needed to be upgraded to meet current
requirements.
Commissioner Tessau recuses herself from the vote.
Motion was made by Luke Streit to approve the Preliminary Plat. The motion was seconded by Kullen
Koelker. On voice vote: All ayes: Motion carries 5-0
Motion was made by Luke Streit to approve the Final Plat. The motion was seconded by Alex
Broderick. On voice vote: All ayes: Motion carries 5-0
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat and
construction drawings subject to any remaining staff comments

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Ashworth South Plat 3 on October 11, 2022; AND,
WHEREAS, the Preliminary Plat for Ashworth South Plat 3 is in general conformance with
section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 21st day of November, 2022 that the Preliminary Plat for Ashworth South Plat 3 be
approved.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, construction drawings have been submitted to the City for Ashworth South Plat 3;
AND,
WHEREAS, the construction drawings have been reviewed by the City Engineer and City staff,
and are found to be in general conformance with section §177 – Subdivision Regulations –
Design Standards of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 21st day of November, 2022 that the Construction Drawings for Ashworth South Plat 3 be
approved subject to any remaining staff comments.

PROJECT DESCRIPTION
LOTS
The plat identifies a total of two (2) lots and one outlot (Outlot Z) for commercial development. The subject property is
currently one outlot within Ashworth South Plat 2. The proposed lots ranges in size from 1.36-acres to 2.19 acres.
Outlot Z is 7.81-acres in area and is subject to further subdivision. The uses for the two lots are unknown at this time.
STREETS AND TRAILS
Access to the lots will be provided off of Grand Prairie Parkway. A private road will be constructed as part of the plat
improvements. A trail will be installed south of the private road that will connect with the existing trail along Grand
Prairie Parkway. Five-foot sidewalks will be installed along the north side and west side of the private street with
individual lot development.
UTILITIES
All public utilities exist in the immediate vicinity and will serve the proposed plat. Extensions will be made from the
existing area mains. Storm water detention will be provided in a pond owned by the developer on the west side of
Grand Prairie Parkway.
EASEMENTS
All proposed easements have been indicated on the plat. A Public Trail Easement has been proposed for the pedestrian
underpass near the sound plat boundary.
STAFF RECOMMENDATION
The proposed preliminary and final plats are in general conformance with the Subdivision Ordinance and the proposed
land use of the property is consistent with the Comprehensive Plan. Staff recommends approval of the preliminary plat
and final plat for Ashworth South Plat 3 subject to remaining staff comments and review of the legal documents.
