HomeMy WebLinkAbout2022-12-05 J10 KeeTown Loop Aloft Hotel_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: December 5, 2022 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for KeeTown Loop – Aloft Hotel (2848 Grand Prairie Parkway) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The Quarter at Waukee, LLC requests approval of a site plan to authorize the construction of a 67,982 square foot hotel building. The building is 4-stories tall and 63’-10” in height. The main entrance to the building is along the west side. A trash enclosure will be provided just to the north of the proposed building. A monument sign is shown at the entrance to the site off of SE Parkview Crossing Drive. One direct access will be provided into the site at the west side from the public street. Internal access points are provided within the overall development. A 10-ft wide trail will be provided on the east side of SE Parkview Crossing Drive, adjacent to the site. An eight-foot-wide trail will be provided into the site from the public trail, just to the south of the subject site. Several internal sidewalks are proposed to provide pedestrian accessibility across the site. A total of 139 parking spaces are required for the proposed site plan and they are providing 158 parking spaces. They are also providing bicycle parking as required per the Kettlestone Design Guidelines. All utilities will be provided to this site as part of the overall development improvements. All utilities will be privately owned and maintained. Stormwater management is provided for in the existing pond located to the southwest of the site. All landscaping requirements have been met. The elevations of the building are proposed to be constructed mainly of fiber cement panels and glazing. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the November 22, 2022, Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for KeeTown Loop – Aloft Hotel (2848 Grand Prairie Parkway) Planning Coordinator, Melissa DeBoer, introduced the request for approval of a site plan for a new hotel as submitted by the applicant, The Quarter at Waukee, LLC. The subject property is generally J10 located north of Ashworth Road and west of Grand Prairie Parkway and contains approximately 2.94 acres. The site is a portion of the overall KeeTown Loop commercial development. Mrs. DeBoer advised that the project involves the construction of a hotel building approximately 67,982 square feet over four stories with the highest peak being approximately 63’ 10” in height. The hotel will include 126 units and an eating/drinking area on the main floor. A trash enclosure will be provided just to the north of the proposed building and a monument sign is shown at the entrance to the site off of SE Parkview Crossing Drive. Access into the site is provided from several directions off of public streets as well as internally to the development, pedestrian access is provided through sidewalk extensions as well as an eight-foot and ten-foot trail. Public utilities will serve the site and stormwater management will be accommodated for withing the existing pond located to the southwest of the site. all parking, landscaping, open space, lighting, and elevation requirements have been met at this time. Staff recommends approval of the site plant for Aloft Hotel subject to remaining staff comments. • Commissioner Streit questioned if the hotel would have a pool. Mrs. DeBoer advised she believed one was intended as part of the hotel construction. • Commissioner Koshy questioned if there would be signage off of Grand Prairie Parkway. Mrs. DeBoer advised that two would be located along the street frontage. Commissioner Hoifeldt questioned if additional signage would be allowed on the building. Mrs. DeBoer advised that the applicant would be allowed building signage on any elevation facing a public street within the regular signage requirements. • Commissioner Broderick questioned if the eating space would be considered a restaurant. Mrs. DeBoer advised that further information on the eating area had not been provided. Commissioner Streit moved to approve a site plan for KeeTown Loop-Aloft Hotel (2848 Grand Prairie Parkway) subject to remaining staff comments. The motion was seconded by commissioner Broderick. Ayes: Koelker, Hoifeldt, Streit, Koshy, Broderick, and Tessau. Nays: none. Motion Carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to remaining staff comments. A preliminary plat and final plat for the overall development has been approved and a site plan for the entertainment venue and parking has been approved. The applicant now requests approval of a site plan for a hotel. PROJECT DESCRIPTION The project involves the construction of a hotel building. The building is 67,982 square feet in area, with a 19,331 square foot footprint. The building is 4-stories tall and 63’-10” in height at the tallest point. The main entrance to the building is along the west side. The hotel building will include 126 units and an eating/drinking area on the main floor. A trash enclosure will be provided just to the north of the proposed building. A monument sign is shown at the entrance to the site off of SE Parkview Crossing Drive. ACCESS AND PARKING One direct access is proposed into this site at the west side of the site from the public street. There are several accesses into the overall development from the public streets and internal access points into this site from the neighboring properties within the overall development. A total of 139 parking spaces are required for the proposed site plan and they are providing 158 spaces. They are also providing the required 5 bicycle parking spaces per the Kettlestone Design Guidelines. November 17, 2022 3 of 3 SIDEWALKS/TRAILS A ten-foot-wide trail will be provided on the east side of SE Parkview Crossing Drive, adjacent to the subject site. An eight-foot-wide trail will be provided into the site from the public trail just to the south of the subject site. Several internal sidewalks are proposed in order to provide pedestrian access throughout the development. UTILITIES All utilities will be provided to this site as part of the overall development improvements. All utilities will be privately owned and maintained. Stormwater management will be accommodated within the existing pond that is located to the southwest of the site. LANDSCAPING & OPEN SPACE A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 31.75%. The landscape plan meets the requirements of the Landscape and Open Space Ordinance and the Kettlestone Design Guidelines. LIGHTING PLAN A photometric plan for the site lighting has been submitted and reviewed by staff. The lighting plan complies with the adopted guidelines. ELEVATIONS The elevations of the building are proposed to be constructed mainly of fiber cement panels and glazing. COMPREHENSIVE PLAN The comprehensive plan classifies the subject property as Community Commercial. The overall goal of the Community Commercial classification is to provide goods and services to the community and often have two or more anchor tenants. STAFF RECOMMENDATION The proposed site plan is in general conformance with the Comprehensive Plan, Zoning Ordinance, Subdivision Ordinance and Site Plan Ordinance. Staff recommends approval of the site plan for KeeTown Loop – Aloft Hotel subject to remaining staff comments.
