Hickman Rd. and electronically via Zoom. (B) Pledge of Allegiance (C) Roll Call – The following members were present: Mayor Courtney Clarke; Council Members R. Charles Bottenberg, Chris Crone, Larry R. Lyon, Anna Bergman Pierce (electronically), Ben Sinclair. Absent: None. Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Community Development Director Andy Kass, Planning Coordinator Melissa DeBoer, Finance Director Linda Burkhart, Parks & Recreation Director Matt Jermier, Public Works Director/City Engineer Rudy Koester, Director of Economic Development Jennifer Brown, Human Resources Director Michelle Lindsay, Director of Marketing & Communications Heather Behrens (electronically), Police Chief John Quinn, Police Sgt. Brandon Pettit, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. (D) Open Forum (E) Agenda Approval – Council Member Crone moved to approve the agenda; seconded by Council Member Lyon. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0. (F) Monthly Mayor’s Report – Mayor Clarke congratulated the Parks & Recreation Department and Park Board members on a successful WinterFest. She reminded all of the City’s snow ordinance procedures, shared holiday safety tips and City facility holiday closings. (G) Presentations: None (H) Public Hearings: 1) On an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from A-1 to R-2, R-2/PD-1 and R-4, a property to be known as Autumn Valley West – Mayor Clarke opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk’s office. Planning Coordinator DeBoer reviewed the rezoning application, stating that the applicant received 50% consent from adjacent property owners. The PD-1 overlay includes smaller lots with reduced building setbacks in exchange for certain design elements, including minimum two-car garages and additional exterior design and landscaping requirements. Ms. DeBoer reviewed landscape buffering, recreational trail connections and stormwater detention. The rezoning application is generally consistent with the Comprehensive Development Plan. No comments were made by the public in attendance. 2) On a proposal to enter into a Development Agreement with Waukee Towne Center, LLC – Mayor Clarke opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied that none had been received in the clerk’s office. Director of Economic Development Brown reviewed the proposed agreement, which includes two separate phases of development. She discussed the proposed economic development grants and reviewed the payment schedule. Ed Arp with Civil Engineering Consultants (CEC), representing the applicant, introduced himself in the event of questions. No comments were made by the public in attendance. (I) Public Hearing Action Items: 1) Ordinance: Consideration of approval of an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from A-1 to R-2, R- 2/PD-1 and R-4, a property to be known as Autumn Valley West [introduction; first reading] – Council Member Sinclair introduced the ordinance and moved to approve the first I1B 2 reading in title only; seconded by Council Member Lyon. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0. 2) Resolution:Consideration of approval of a resolution approving and authorizing execution of a Development Agreement by and between the City of Waukee and Waukee Towne Center, LLC – Council Member Crone moved to approve the resolution; seconded by Council Member Sinclair. Director of Economic Development Brown stated that the proposed agreement was consistent with City incentive policies. Results of vote: Ayes: Crone, Lyon, Pierce, Sinclair. Nays: None. Abstentions: Bottenberg (professional conflict of interest). Motion carried 4 – 0 – 1. (Resolution #2022-501) (J) Action Items: 1) Consent Agenda Part 1: Council Member Lyon moved to approve Consent Agenda Part 1; seconded by Council Member Sinclair. Council Member Bottenberg stated that he would abstain from voting due to a professional conflict of interest. Results of vote: Ayes: Crone, Lyon, Pierce, Sinclair. Nays: None. Abstentions: Bottenberg (professional conflict of interest). Motion carried 4 – 0 – 1. A. Ms. Christensen noted that a transition plan is in place for incoming police chief Chad McCluskey following Chief Quinn’s retirement. 2) FY2022-2023 Strategic Plan: Waukee Civic Campus Master Plan update – Assistant City Administrator Osborne noted certain key issues, such as project needs and wants, scope, costs and phasing. He then reviewed city complexes in the Atlanta, GA, area where he and City Administrator Deets toured earlier in the year, noting campus amenities, timelines for development and lessons learned. Mr. Osborne then discussed the next steps in the development of the Waukee Civic Campus Master Plan. 3) Economic Development quarterly report – Director of Economic Development Brown reported on 4th quarter activities. 4) Capital Improvement Program for Fiscal Years 2024-2028 – City Administrator Deets reviewed City staff recommendations and scheduling for the Capital Improvement Program. 5) City Staffing Plan review – City Administrator Deets noted staffing plans for the next several fiscal years. 6) Fire Department housing options – Fire Chief Robinson discussed the possible use of the City- owned vineyard property [1130 S. Warrior Ln.] for firefighter housing. 7) FY2024 funding and agreements with City partners – City Administrator Deets reviewed and council discussed the funding amounts requested. 8) 2023 City Council meeting calendar – City Clerk Schuett noted a possible scheduling issue in July 2023 due to the 4th of July holiday.
