AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Waukee
Crossing Plat 3
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: HRC Waukee Crossing, LLC, requests approval of a final
plat for 22.00-acres of property located south of NW Sunrise Drive and west
of NW 2nd Street. The plat includes a total of 67 lots for single-family
residential development. All lots meet or exceed the minimum requirements
of the R-2 zoning district. Extensions of streets and utilities have been
completed by the developer.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on October 11, 2022, and recommended approval subject to remaining
staff comments.
Approval of a Final Plat for Waukee Crossing Plat 3
City Planner, Bill Mettee, provided an outline of the project, as shown in the staff report. The
applicant, Hubbell Development Services requests approval of a final plat for a residential subdivision,
located south of NW Sunrise Drive and west of NW 2nd Street containing 22.00-acres. Mr. Mettee
stated that parcel was zoned R-2 One and Two-Family Residential.
The plat identifies 67 lots for single-family residential development and one outlot to be used for storm
water detention. The lots range in size from 8,450-square feet to 20,994-square feet and all lots meet or
exceed the minimum requirements in the R-2 district.
Mr. Mettee stated that three streets would be extended throughout the plat and five-foot sidewalks
would be installed as each individual lot develops. A 10-foot trail exists along the west side of NW 2nd
Street. A 10-foot trail will be installed along the east side of NW 6th Street. Parkland Dedication will
be satisfied with a fee-in-lieu of dedication. Landscape Buffer Easements are shown along the north,
east and west sides of the plat.
The Final Plat meets the subdivision ordinance and staff recommended approval of the Final Plat for
Waukee Crossing Plat 3 subject to remaining staff comments and review of the legal documents.
Commissioner Streit asked where the nearest park was located. Mr. Kass stated it was Triumph Park to
the north and that the parkland dedication fee would potentially be used to make trail connections in
the vicinity.

Motion was made by Angie Tessau to approve the Final Plat. The motion was seconded by Kullen
Koelker. On voice vote: All ayes: Motion carries 6-0
.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Waukee
Crossing Plat 3 subject to any remaining staff comments and review of the
legal documents.
RECOMMENDATION: Approve the resolution

APPROVING THE FINAL PLAT FOR WAUKEE CROSSING PLAT 3
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, HRC WAUKEE CROSSING, LLC, has requested final plat approval of Waukee
Crossing Plat 3 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on October 11, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Waukee Crossing Plat 3 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
19th day of December, 2022, that the Final Plat for Waukee Crossing Plat 3 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lots A, B & C);
2. Public Overland Flowage Easement;
3. Public Sanitary Sewer Easement;
4. Public Storm Sewer Easement;
5. Public Utility Easement;
6. Private Storm Sewer Easement; and
7. Storm Water Management Facility Maintenance Covenant and Permanent Easement

HISTORY
The Planning and Zoning Commission reviewed and recommended approval of the preliminary plat for the subject
property at their February 8, 2022 meeting.
PROJECT DESCRIPTION
LOTS
The plat identifies a total of sixty-seven (67) single-family lots and one (1) outlot. Outlot Z is intended to be used for
detention and is approximately 1.75 acres in area. The single-family lots range in size from 8,450-square feet to 20,994-
square feet. All lots meet or exceed standard R-2 zoning requirements. Table 1 summarizes the requirements of the R-2
zoning district.

STREETS AND TRAILS
Three local streets will provide access within the development (NW Mosaic Avenue, NW Atlas Lane and NW Compass
Avenue). A 10-foot-wide trail will be installed along the east side of NW 6th Street and 5-foot sidewalks will be installed
along the south side of NW Sunrise Drive and within the development as a part of individual lot development. There is
an existing 10-foot trail along the west side of NW 2nd Street.

UTILITIES
Public utilities exist in the immediate vicinity and will serve the proposed plat. Extensions will be made from the existing
area mains.
EASEMENTS
All proposed easements have been indicated on the plat. Landscape Buffer Easements have been recorded and exist
along the north, east and west sides of the plat boundaries.
PARKLAND DEDCIATION
Based upon the number of lots shown, a total of 1.31 acres of parkland is required to be dedicated to the City. The
applicant has proposed a fee in lieu of dedication of parkland.
STAFF RECOMMENDATION
The proposed final plat is in general conformance with the Subdivision Ordinance and the proposed land use of the
property is consistent with the Comprehensive Plan. Staff recommends approval of the final plat for Waukee Crossing
Plat 3 subject to remaining staff comments, review of the legal documents and completion of public improvements.
