Ranch Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Redhawk Ventures, LLC, requests approval of a final plat
for 9.95-acres of property located south of NW Meredith Drive and west of N
Warrior Lane. The plat includes a total of 20 lots for single-family residential
development. All lots meet or exceed the minimum requirements of the R-1
zoning district. Extensions of streets and utilities have been completed by the
developer.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on October 11, 2022, and recommended approval subject to remaining
staff comments.
Approval of a Final Plat for Castle Ranch Plat 1
Community Development Director, Andy Kass, provided an outline of the project, as shown in the
staff report. The applicant, Redhawk Ventures, LLC requests approval of a final plat for a residential
subdivision, generally located south of NW Meredith Drive and west of N Warrior Lane, containing
approximately 10.00-acres. Mr. Kass stated that parcel was zoned R-1 Single-Family Residential as
part of a 2020 rezoning application. A preliminary plat was reviewed in 2021.
The plat identifies 20 lots for single-family residential development. The lots range in size from
10,757-square feet to 42,885-square feet and all lots meet or exceed the minimum requirements in the
R-1 district.
Mr. Kass stated that all lots would be accessed by NW Wilder Drive. Five-foot sidewalks will be
installed as each lot develops. Outlot Z will be used for storm water detention. The applicant is
proposing a fee-in-lieu of parkland dedication.
The Final Plat meets the subdivision ordinance and staff recommended approval of the Final Plat for
Castle Ranch Plat 1 subject to remaining staff comments and review of the legal documents.
Commissioner Streit asked if there were long term plans for trail connections that would include Castle
Ranch. Mr. Kass stated that due to its size, it was unlikely to have a trail within the plat but that North
Warrior Lane would have a trail in the future which would provide access to Castle Ranch.

Motion was made by Angie Tessau to approve the Final Plat. The motion was seconded by Kullen
Koelker. On voice vote: All ayes: Motion carries 6-0.

RESOLUTION 2022-
APPROVING THE FINAL PLAT FOR CASTLE RANCH PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Redhawk Ventures, LLC, has requested final plat approval of Castle Ranch Plat 1 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on October 11, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Castle Ranch Plat 1 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
19th day of December, 2022, that the Final Plat for Castle Ranch Plat 1 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lots A, B & Outlot “Z”); and
2. Public Utility Easement;
3. Public Storm Sewer Easement;
4. Public Sanitary Sewer Easement;
5. Public Snow Storage Easement;
6. Overland Flowage Easement;
7. Public Landscape Buffer Easement; and
8. Storm Water Management Facility Maintenance Covenant and Permanent Easement

HISTORY
The Commission reviewed and approved a rezoning request for the subject property in 2020 and a preliminary plat in
2021. The applicant/developer is in the process of completing the associated improvements for the subdivision and has
submitted the final plat for review and approval.
PROJECT DESCRIPTION

The final plat identifies 20 lots that are intended for single-family residential development. The lots range in size from
10,757 square feet to 42,885 square feet in area. All lots meet the minimum R-1 district requirement of 80-feet in width.
Outlot Z shown on the final plat will be utilized for stormwater management purposes. Outlot Z will be owned and
maintained by the homeowner’s association.

EASEMENTS
All proposed easements have been indicated on the final plat. Landscape buffer easements have been indicated on the
lots that are adjacent to N. Warrior Lane.
PARKLAND DEDCIATION
Parkland dedication requirements will apply to this development because of its residential nature. The required amount
of parkland is 0.39-acres. The applicant has proposed to satisfy the parkland dedication requirement with a fee in lieu of
land dedication.
STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance, the final plat is in general conformance
with the Subdivision Ordinance, and the proposed land use of the property is consistent with the Comprehensive Plan.
Staff recommends approval of the final plat for Castle Ranch Plat 1 subject to remaining staff comments.
