AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Higher
Ground Education (605 E Hickman Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Murphy Real Estate Services, LLC requests approval of a
site plan to authorize the construction of a single-story, 10,614 square foot, daycare building. The main
entrance to the building is along the west side.
The site includes a fenced-in playground area. The proposed fence is a 4-ft tall, black aluminum fence.
A small storage shed is proposed to the east of the building. A trash enclosure is proposed at the
northwest corner of the parking lot. A monument sign is shown at the south side of the site along
Hickman Road.
One access is provided into the site off of NE Venture Drive to the north. A five-foot-wide sidewalk
will be constructed along the north side of the site, adjacent to NE Venture Drive. A ten-foot-wide trail
exists along Hickman Road to the south. A total of 23 parking spaces are required for the proposed site
plan and they are providing 37 parking spaces. In addition, they are providing 3 bicycle parking
spaces.
All utilities will be provided to this site. Stormwater management is provided for in the existing private
detention basins located to the north of this site. All landscaping requirements have been met.
The elevations of the building are proposed to be constructed mainly of brick, stone, and fiber cement
siding.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the December 13, 2022, Commission Meeting and recommended
approval subject to remaining staff comments:
Approval of a Site Plan for Higher Ground Education (605 E Hickman Road)
Planning Coordinator, Melissa DeBoer, introduced the request for approval of a site plan for a new
Montessori school, as presented by the applicant, Murphy Real Estate Services. The subject property is
located north of Hickman Road and west of NE Alices Road, containing approximately 1.11 acres.
Mrs. DeBoer presented that the site plan identifies the construction of a 10,614 square foot, single
story building. also indicated on the site plan is a 4-foot black aluminum fence surrounding the play
area, a small storage shed, a trash enclosure on the northwest corner of the parking lot, and a
monument sign shown at the south side of the site along Hickman Road. Access is provided off of NE
I6
Venture Drive and sidewalks will be provided along the northside of the site and into the property. All
public utilities are available for this site and storm water detention is managed by an existing private
detention basin located to the north of the site. At this time all landscaping, open space, parking, and
elevation plan requirements have been met.
Staff recommends approval of the site plan for Higher Ground Education, subject to remaining staff
comments.
• Commissioner Streit questioned if the dumpster being so close to the access would cause an
issue with access into and out of the site during refuse collection periods. Community
Development Director, Andy Kass, advised that several properties that have time sensitive
traffic peaks can coordinate pickup with the collection companies to be outside of those peaks.
A nearby case would be the Goddard School, which has an early collection time outside of
business hours.
Commissioner Broderick made a motion to approve the site plan for Higher Ground Education subject
to remaining staff comments. The motion was seconded by commissioner Koelker. Ayes: Koelker,
Hoifeldt, Streit, and Broderick. Nays: none. Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR HIGHER GROUND EDUCATION (605 E
HICKMAN ROAD)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Higher Ground Education, subject to remaining staff comments on December
13, 2022; AND,
WHEREAS, the Site Plan for Higher Ground Education is in general conformance with §160 –
Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Higher Ground Education is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 19th day of December, 2022 that the Site Plan for Higher Ground Education is approved
subject to remaining staff comments.

PROJECT DESCRIPTION
The project involves the construction of a single-story building for a daycare. The building is proposed to be
approximately 10,614 square feet in area. The main entrance to the building is located along the west side of
the building.
The site includes a fenced in playground area. The proposed fence is a 4-ft tall, black aluminum fence. A small
storage shed is also proposed within the playground area, to the east of the building.
A trash enclosure is proposed at the northwest corner of the parking lot. A monument sign is shown at the
south side of the site along Hickman Road.
ACCESS AND PARKING
One access is provided into the site off of NE Venture Drive to the north. NE Venture Drive is a private
street.
A total of 23 parking spaces are required, they are providing 37 spaces, including two accessible spaces. They
are also providing 3 bicycle parking spaces. The proposed site plan meets the parking requirements of the
ordinance.
SIDEWALKS/TRAILS
A five-foot-wide sidewalk will be provided along the north side of the site, adjacent to NE Venture Drive. A
sidewalk will be provided into the site from this sidewalk. A ten-foot-wide trail exists along Hickman Road to
the south.
UTILITIES
All utilities will be provided to this site. Storm water detention will be accommodated in the existing private
detention basins located to the north of this site. The water in these basins eventually drain into the regional
basin located just north of NE Horizon Drive and west of NE Alice’s Road.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 36%. The applicant has provided the required amount of plantings per the landscaping ordinance.

ELEVATIONS
The elevations of the building are proposed to be constructed mainly of brick, stone, and Hardie siding. The
trash enclosure and shed are proposed to be constructed of materials to match the building.
MISCELLANEOUS:
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site Plan Ordinance.
STAFF RECOMMENDATION
The proposed site plan is in general conformance with the Comprehensive Plan, Zoning Ordinance,
Subdivision Ordinance and Site Plan Ordinance. Staff recommends approval subject to remaining staff
comments.
