AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat, final
plat and site plan for Stratford Commercial Plat 2 / Casey’s Store #4269
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
final plat and site plan for a 2.64-acre development for a convenience store,
carwash and gasoline service station located north of NW Stratford Drive and
west of NW 10th Street.
The project involves the construction of a gasoline service station with a
convenience store, carwash and canopy. The convenience store will be
approximately 5,000 square-feet, the carwash will be approximately 3,200
square-feet and the canopy will be approximately 3,100 square-feet. Two
entrance drives will provide access off of NW Stratford Drive. One entrance
will be full-access and the second access will be a right-in / right-out entrance.
The elevations of the convenience store and carwash are proposed to be
constructed primarily of brick. The trash enclosure will be proposed of the
brick to match the building and the gate will consist of metal doors. The fuel
canopy elevations consist of aluminum panels and the fuel canopy columns
are a similar material. The elevations show a total of five double sided fuel
pumps. A trash enclosure will be located near the north property line of the
site and a monument sign is proposed near the southeast edge of the site.
The final plat includes one lot, Lot 1 that is 2.64-acres in area. The address for
the site is 600 NW 10th Street.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat, site plan and final plat request at their
meeting on August 9, 2022 and recommended approval:

City planner, Bill Mettee, introduced the request for approval of a preliminary plat, final plat,
and site plan for a new convenience store as submitted by the applicant, Casey’s General Store, Inc.
the property is generally located north of NW Stratford Drive and west of NW 10th Street, containing
approximately 2.64 acres.
Mr. Mettee advised that the project involves the construction of a single-story Casey’s General
Store that is proposed to be 5,030 square feet in area. The project also includes a tunnel car wash, fuel
canopy and pumps, monument sign, and trash enclosure. The fuel storage tanks will be located

underground on the south side of the property. The site has two access points off of NW Stratford
Drive. All public utilities exist to service the site and stormwater detention is managed with an
underground detention basin.
At this time all parking, landscape and open space, elevation, and photometric requirements
have been met and staff recommends approval for the preliminary plat, final plat, and site plan for
Casey’s Store #4269 subject to any remaining staff comments and review of the legal documents.
Commissioner Hoifeldt moved to approve the Preliminary Plat for Casey’s Store #4269
subject to any remaining staff comments and review of the legal documents. The motion was seconded
by commissioner Koshy. Ayes: Koelker, Hoifeldt, Inman, Koshy, and Tessau. Nays: none. Recused:
Streit. Motion Carried.
Commissioner Hoifeldt moved to approve the Final Plat for Stratford Commercial Plat 2
subject to any remaining staff comments and review of the legal documents. The motion was seconded
by Commissioner Koshy. Ayes: Koelker, Hoifeldt, Inman, Koshy, and Tessau. Nays: none. Recused:
Streit. Motion Carried.
Commissioner Tessau moved to approve the Site Plan for Casey’s Store #4269 (600 NW 10th
Street) subject to any remaining staff comments and review of the legal documents. The motion was
seconded by commissioner Hoifeldt. Ayes: Koelker, Hoifeldt, Inman, Koshy, and Tessau. Nays: none.
Recused: Streit. Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat, final plat
and site plan for Stratford Commercial Plat 2 / Casey’s Store #4269
RECOMMENDATION: Approve the resolutions.

WHEREAS, the Preliminary Plat for Casey’s Store #4269 is in general conformance with
section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Casey’s Marketing Company, has requested final plat approval of Stratford Commercial
Plat 2 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on August 9, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Stratford Commercial Plat 2 and the documents relating thereto will
comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
19th day of December, 2022, that the Final Plat for Stratford Commercial Plat 2 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lot A); and

HISTORY
The subject property was originally platted as Outlot Y as part of the Stratford Crossing Plat 1 Final Plat.
PROJECT DESCRIPTION
The project involves the construction of a single-story, Casey’s General Store that is proposed to be 5,030
square feet in area along with a tunnel car wash that is 3,164-square feet and fuel canopy and fuel pumps. A
monument sign is planned at the southeast corner of the site. The fuel storage tanks will be located
underground on the south side of the property.
A trash enclosure is located on the north side of the building.
ACCESS AND PARKING
There will be two access points to this site, both off of NW Stratford Drive. The entrance nearest to NW
10th Street will be a right-in / right-out and the interior access point will be full access.
The proposed use requires 33 parking spaces per the Waukee parking requirements (5/1,000 sq ft for
convenience store / gas stations and 2/1000 sq ft for carwashes) and the site plan identifies a total of 33
parking spaces being provided.
SIDEWALKS/TRAILS
Five-foot wide sidewalks will be constructed on both street facing sides of the property. The applicant has
provided a pedestrian connection into the site from the sidewalk along the south side of the site.
UTILITIES
All utilities exist in the immediate vicinity of this property and will be provided to this site. A grease
interceptor is shown just to the south of the building.

LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space and the applicant is providing 55% open
space.
The landscape plan identifies the required landscaping for the site. A 30-foot Landscape Buffer is provided
along the west property line and additional screening and a retaining wall has been provided along a portion of
the north property line. The applicant has provided 29 trees and 86 shrubs, where 24 of each are required.
Shrubs have been provided along the east side of the property to provide screening from headlights to the
traveling public along NW 10th Street.
ELEVATIONS
The elevations of the convenience store and carwash are proposed to be constructed primarily of brick. The
trash enclosure will be proposed of the brick to match the building and the gate will consist of metal doors.
The fuel canopy elevations consist of aluminum panels and the fuel canopy columns are a similar material. The
elevations show a total of five double sided fuel pumps.
The convenience store is proposed to be just over 21-feet high; the carwash will be just under 18-feet high
and the gas canopy will be just over 22-feet high.
COMPREHENSIVE PLAN
The Imagine Waukee 2040 Comprehensive Plan classifies this property as Medium Density Residential which is
defined as “a variety of attached side by side townhome and row home products with densities ranging from 4
to 12 units per acre. Small lot detached housing products also fit within this category.”
The subject property is zoned C-1 Community and Highway Service Commercial District and is located on a
Minor Arterial Street (NW 10th Street). The properties adjacent to the west and to the southwest currently
house the Stratford Crossing Flats and the Stratford Crossing Townhomes and a preliminary plat to the
adjacent property north proposes a mix of single-family and townhome development.
The proposed use doesn’t classify as Medium Density Residential, but it is compatible with the C-1 zoning
district and provides an essential retail service in the neighborhood.
MISCELLANEOUS:
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site Plan Ordinance.
Stormwater detention will be accommodated with an underground detention basin located on the north side
of the site along the property line.
STAFF RECOMMENDATION
The preliminary plat, final plat and site plan are in general conformance with the Site Plan Ordinance and
Comprehensive Plan. Staff recommends approval of the Preliminary Plat and Site Plan for Casey’s #4269 and
the Final Plat for Stratford Commercial Plat 2 subject to remaining staff comments and review of the legal
documents.

Concrete:
1.All concrete and reinforcing work shall conform to the latest edition of the
American Concrete Institute's "Standard Building Code Requirements for
Reinforced Concrete," (ACI 318) and "Specifications for Structural Concrete
for Buildings," (ACI 301).
2.Concrete shall use type II cement. Concrete mix designs shall meet the
following requirements:
MINIMUM MAXIMUM AIR
28-DAY f'c W/C RATIO SLUMP ENTRAIN.
Exterior exposed concrete 4,000 psi 0.42 4" ± 1" 6% ± 1%
If Contractor desires to increase slump above allowable limits to facilitate
placement or pumping, this shall be done utilizing a superplasticizer approved
by the Ready Mix Designer at a dosage rate provided by Ready Mix
Designer.
3.The Contractor shall reject any concrete that exceeds the slump limits noted
above (prior to adding superplasticizer) or concrete that can not be placed
within ninety (90) minutes of batch time.
4.No aluminum shall be placed in concrete.
5.All concrete is reinforced unless specifically noted as Unreinforced.
Reinforce all concrete not otherwise shown with the same reinforcing as in
similar sections or areas.
6.During hot weather (80 degrees F and above), the Contractor shall comply
with the recommendations ACI-305 "Hot Weather Concrete". During cold
weather (40 degrees and below), the Contractor shall comply
with the recommendations of ACI-306 "Cold Weather Concreting".
7.The concrete mix designs are to be submitted as a formal submittal to the
Owner for acceptance PRIOR to concrete being delivered to the site.
8.Verify with local authorities the required thickness of poured concrete for
approaches and parking lot.

compact sub-base in 6"-9" lifts compacted to 98% Standard Proctor.
