Sidewalk Improvement Project]

SYNOPSIS INCLUDING PRO & CON: The bids are for furnishing all labor, materials and
equipment necessary for approximately 565 square yards of Portland cement concrete sidewalk,
surface restoration and miscellaneous associated work, and cleanup.
Bids were received on December 20, 2022, with five general contractors submitting bids. The
engineer’s estimate for the project was $190,000.00, The apparent low bid was submitted by MPS
Engineer’s, PC dba Kingston Services, PC of Des Moines, Iowa for $103,449.00 (for base +
alternate bid). This bid is approximately 45% below the engineer’s estimate.
Staff are delaying a recommendation until the January 16, 2023 Council meeting to allow time for
the engineer and staff to evaluate the bids received. The total project budget is $200K. This
project has a completion date of September 30, 2023.

STAFF REVIEW AND COMMENT: Staff recommends deferring the recommendation to
award or reject the bids until the January 16, 2023 regularly scheduled City Council meeting.
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE 2023 ADA SIDEWALK
IMPROVEMENTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the 2023 ADA Sidewalk Improvements, described in the plans and
specifications heretofore adopted by this Council on January 3, 2023, be and is hereby accepted,
the same being the lowest responsive, responsible bid received for such work, as follows:

Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.
