AGENDA ITEM:Consideration of approval of resolution authorizing the City of Waukee
to submit an application for funding from the Federal Surface
Transportation Block Grant (STBG) Program to the Des Moines Area
Metropolitan Planning Organization (DMAMPO)
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: City staff have prepared an application to request
funding from the Federal STBG program through the DMAMPO for the Alice’s Road widening
project between NE Horizon Drive and NE Douglas Parkway.
The proposed funds are for federal fiscal year (FFY) 2027. The estimated total project cost is
$20.98 million and the costs will be split between the Cities of Waukee and Clive. City staff are
recommending a request for $2.5 million for FFY 2027. The Cities application last year for FFY
2026 resulted in an award of $750,000.00. The City of Waukee is acting as the primary sponsor
for the funding request and the City of Clive will act as a co-sponsor.

RESOLUTION 2023-
AUTHORIZING THE CITY OF WAUKEE TO SUBMIT AN APPLICATION FOR
FUNDING FROM THE FEDERAL SURFACE TRANSPORTATION BLOCK GRANT
PROGRAM (STBG) TO THE DES MOINES AREA METROPOLITAN PLANNING
ORGANIZATION (MPO) FOR THE PARTIAL FUNDING OF THE CONSTRUCTION
OF ALICE’S ROAD WIDENING PROJECT FROM HORIZON DRIVE TO DOUGLAS
PARKWAY AND FURTHER APPROVING THE APPLICATION WHICH OBLIGATES
THE CITY OF WAUKEE TO MATCHING FUNDS FOR THE CONSTRUCTION OF
SAID PROJECT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a full member of the Des
Moines Area Metropolitan Planning Organization; AND,
WHEREAS, the Federal Surface Transportation Block Grant Program (STBG) provides funding
to local jurisdictions for the construction of eligible projects; AND,
WHEREAS, the program is administered by the Des Moines Area Metropolitan Planning
Organization which prioritizes and ranks all project applications.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa in
session this 3rd day of January, 2023, that:
1.The Waukee City Council supports and approves the application for Federal Surface
Transportation Block Grant Program funding.
2.The Waukee City Council hereby commits the City of Waukee to provide matching
funds, secured through public and private investment, as required by the Federal
Surface Transportation Block Grant Program.
3.The City of Waukee hereby commits to accepting and maintaining these
improvements, once completed, for a minimum of twenty (20) years following the
completion.
4.The Mayor of Waukee is hereby authorized to approve and execute the application on
behalf of the Waukee City Council.
