Plat 4

SYNOPSIS INCLUDING PRO & CON: Indi Run West, LLC, requests approval of a final plat for
3.22-acres of property located north of Hickman Road and east of NW 2nd
Street. The plat includes a total of 16 lots for single-family residential
development. All lots meet or exceed the minimum requirements of the R-2
and R-2 / PD-1 zoning districts. Extensions of streets and utilities have been
completed by the developer.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on November 22, 2022, and recommended approval subject to remaining
staff comments, review of the legal documents and completion of public improvements.
Approval of a Final Plat for Indi Run Plat 4
City Planner, Bill Mettee, introduced the request for approval of a final plat for a
single- family residential subdivision. The property is generally located north of Hickman
Road and east of NW 2nd Street and contains approximately 3.22 acres.
Mr. Mettee advised that the final plat indicates a total of 16 lots intended to follow the
bulk regulations of the R-2 zoning district as modified by a Planned Development Overlay
that allows reduced setbacks and lot sizes. The lots will range in size from 6,250 square feet to
10,994 square feet. Extensions of public streets, sidewalks, and utilities are identified as part
of the public improvements for the site. Storm water detention will be accommodated for in a
regional pond to the north of the plat which will be owned and maintained by a homeowner’s
association. Parkland dedication requirements will be satisfied with future phases of the Indi
Run Development.
Staff recommends approval of the final plat for Indi Run Plat 4 subject to remaining
staff comments, review of the legal documents, and completion of public improvements.
Commissioner Broderick questioned if the street name, NW Shorthair Drive, would
remain. Community Development Director, Andy Kass, advised that the street aligns
and will change its name to match with NW Compass Drive. This change will be made
prior to the final plat being recorded with Dallas County.

Commissioner Streit questioned how many plats the development will have. Mr. Kass
advised that there are at least 7 plats due to the development phasing needing to
coordinate with a City culvert project in the fall of 2023.
Commissioner Tessau moved to approve the final plat for Indi Run Plat 4, subject to
remaining staff comments, review of the legal documents, and completion of public
improvements. the motion was seconded by commissioner Streit. Ayes: Koelker, Hoifeldt,
Streit, Koshy, Broderick, and Tessau. Nays: none. Motion Carried.

APPROVING THE FINAL PLAT FOR INDI RUN PLAT 4
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Indi Run West, LLC, has requested final plat approval of Indi Run Plat 4 (the “Plat”);
AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 22, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Indi Run Plat 4 and the documents relating thereto will comply with
section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
3rd day of January, 2023, that the Final Plat for Indi Run Plat 4 be and the same is hereby accepted and
approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lot A);
2. Public Utility Easement;
3. Overland Flowage Easement;
4. Public Landscape Buffer Easement;
5. Temporary Turnaround Easement; and
6. Private Storm Sewer Easement

HISTORY
The subject property is located north of Hickman Road and east of NW 2nd Street. The developer rezoned the property
in early 2022 and a preliminary plat was reviewed and approved earlier this year.
PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 16 lots for single family residential development. The lots range in size from 6,250
square feet to 10,994 square feet. All lots meet or exceed the minimum requirements of the R-2/PD-1 district. Table 1
below summarizes the minimum requirements for the lots within the plat.

pond to the north of the plat. The pond will be owned and maintained by an association.
