Drive Culvert Project]

SYNOPSIS INCLUDING PRO & CON: Bids were received on January 4, 2023, with eight
contractors submitting bids. The bid package included alternatives for cast-in-place (CIP) or
Precast culvert structure types. The engineer’s estimate for the project was $383,883.60 and
$377,771.85 for the CIP and precast alternatives respectively. The apparent low bid was
submitted by Progressive Structures, LLC of Luxemburg, Iowa for $363,898.48 (precast alternate
was selected). The low bid is approximately 4% below the engineer’s estimate.
Staff recommend awarding the project to Progressive Structures, LLC of Luxemburg, Iowa for
the amount of $363,898.48. This project is part of the draft FY 2024-28 CIP with a total project
budget of $450K. Project has a completion date of September 30, 2023.

STAFF REVIEW AND COMMENT: Staff recommends awarding the project to Progressive
Structures, LLC of Luxemburg, Iowa for the amount of $363,898.48.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE NW SUNRISE DRIVE CULVERT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the NW Sunrise Drive Culvert, described in the plans and specifications
heretofore adopted by this Council on January 16, 2023, be and is hereby accepted, the same being
the lowest responsive, responsible bid received for such work, as follows:
Contractor:Progressive Structures, LLC,of Luxemburg, IA
Amount of bid:$363,898.48
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

Bid Tabulation and Recommendation of Award of Contract
Dear Mayor and Council Members:
The bid letting for the NW Sunrise Drive Culvert project was held on January 4, 2023. Bids were
received from eight (8) bidders. The bid package included alternates for cast-in-place or precast
culvert structure types. The low bidder selected the precast culvert structure type. A summary of
the bids is as follows:

The low bid was less than the Engineer’s Opinion of Probable Construction Cost of $377,771.85.
Please find a detailed Bid Tabulation attached for your information. No errors were found
compared to the apparent bids that change the low bid as read.
We have reviewed the low bid and bid attachments and everything appears to be in order,
including the experience of the low bidder. We recommend awarding the contract for this work to
Progressive Structures, LLC, from Luxemburg, IA in the amount of $363,898.48. Appropriate
contract documents will be prepared for signatures upon award of the contract by the City.
