Sewer Project]

SYNOPSIS INCLUDING PRO & CON: Bids were received on January 10, 2023, with six
contractors submitting bids. The engineer’s estimate for the project was $11,200,000.00, The
apparent low bid was submitted by S.J. Louis Construction, Inc. of Rockville, MN for
$10,980,000.00. This bid is approximately 2% below the engineer’s estimate.
Staff are delaying a recommendation until the February 6, 2023 Council meeting to allow time for
28E agreements between the Cities of Clive, Urbandale and Waukee and WRA and Urbandale
Sanitary Sewer District to be executed. The total project budget is $13.125M. This project has
several interim completion dates with all work to be completed by May 20, 2025.

STAFF REVIEW AND COMMENT: Staff recommends deferring the recommendation to
award or reject the bids until the February 6, 2023 regularly scheduled City Council meeting.
RECOMMENDATION: Approve the resolution.

RESOLUTION 2023-
RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE NORTHEAST OUTFALL SEWER
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Northeast Outfall Sewer, described in the plans and specifications
heretofore adopted by this Council on January 16, 2023, be and is hereby accepted, the same being
the lowest responsive, responsible bid received for such work, as follows:

Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.
