AGENDA ITEM:Consideration of approval of a resolution awarding grant funding and
authorizing payment to Drury Fitness, LLC, as part of the City of
Waukee Triangle Business Property Improvement Program

SYNOPSIS INCLUDING PRO & CON: The City received a Triangle Property Improvement
Program application from Drury Fitness, LLC dba Burn Boot Camp.
Owners Darci and Terry Evans, operate two other Burn Boot Camp
facilities in Clive and Ankeny. Darci and Terry Evans have spent that
last several months renovating the former Methodist church at 650
Ashworth Drive with the end goal of operating their third Burn Boot
Camp. The renovation includes installing a sprinkler system, new
bathrooms and showers and a façade renovation.
The renovation repurposes the former church while adding square feet
for lease in the Downtown Triangle District. Burn Boot Camp will use
8,500 SF leaving approximately 3,500 SF available for other tenants.
Property owner, Todd Peterson (a local Orthopedic Surgeon) purchased
the former church in November of 2021. He has signed off on the grant
application.
The Burn Boot Camp renovation cost $316,260. Drury Fitness, LLC is
requesting grant funds of $25,000.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The former church located at
650 Ashworth Drive went back on the tax rolls in 2022 with a net
assessed value of $1,007,270. This will create new revenues for the City.
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff has reviewed the application and receipts. The
project is eligible for the $25,000 requested.
RECOMMENDATION: Staff would recommend approval of the Triangle Property
Improvement Program application submitted by Drury Fitness, LLC dba
Burn Boot Camp.

APPROVAL OF A GRANT AWARD TO DRURY FITNESS, LLC AS PART OF THE
WAUKEE TRIANGLE BUSINESS PROPERTY IMPROVEMENT PROGRAM
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized
Municipal Organization; AND,
WHEREAS, on August 17, 2020, the Waukee City Council approved a Triangle Business
Property Improvement Program (Resolution #2020-313) to provide assistance to property
owners in the renovation and upgrade of older commercial, office, and mixed-use properties
within the designated Waukee Triangle Property Improvement District; AND,
WHEREAS, the City is committed to fostering an increase in investments and business
opportunity in the original downtown area of Waukee as the area has provided an identifiable
node of the City’s past and serves as an opportunity to promote community growth into the
future; AND,
WHEREAS, Drury Fitness, LLC, dba as Burn Boot Camp at 650 Ashworth Drive, has
submitted a Triangle Business Property Improvement Program application requesting grant
funding in the amount of $25,000.00 for investing approximately $316,000 to renovate and
repurpose the property located at 650 Ashworth Drive; AND,
WHEREAS, the Triangle Business Property Improvement Program application submitted by
Drury Fitness, LLC is in conformance with the guidelines, terms, and conditions set forth in
the Triangle Business Property Improvement Program; AND,
WHEREAS, Triangle Business Property Improvement Program grants are awarded as a
reimbursement for the actual costs incurred by the applicant after the project has been
completed; AND,
WHEREAS, the City staff reviewed the Triangle Business Property Improvement Program
application and recommended approval of the Triangle Business Property Improvement
Program grant for Drury Fitness, LLC; AND,
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session
this 16th day of January, 2023, that a Grant Award in the amount of $25,000.00 is approved
for the renovations, upgrades and repurposing of the property located at 650 Ashworth Dr.

Dear Waukee City Council:
My name is Darci Evans. My husband Terry and I are the owners of Burn Boot Camp in Clive
and Ankeny and will be opening our third location in Waukee. We are very excited to be
opening in the Triangle District, and are looking forward to collaborating with the city of
Waukee, local businesses and community organizations.
Please allow me to tell you about our family. I have worked as an Emergency Department
Charge Nurse at University of Wisconsin Hospital in Madison, Wisconsin. My husband worked
for twenty years as a police officer, but has retired so we can work together and focus on our
Burn Boot Camp locations. Many people have asked us why we chose the Des Moines area
when we were living in Madison, WI when we purchased this franchise. Terry grew up in
Collins and his mom was a Collins-Maxwell-Baxter school teacher, and his father a Story County
deputy. The majority of his immediate and extended family is still in the area, and this is one of
the major reasons we chose the greater Des Moines area and specifically, Clive, Ankeny and
Waukee as the locations for our Burn Boot Camp gyms.
I began attending the Verona, WI Burn Boot Camp location in fall of 2016 because as a wife,
mom of three and an ED nurse, I had been putting everyone else ahead of myself for years. I
had never looked forward to working out though I loved organized sports in High School and
College. When I went to Burn I found a place that truly was accepting of all ages, shapes, sizes
and fitness levels. I quickly fell in love with the positivity, encouragement and community Burn
provided. There were no territories in the Madison area and as Des Moines and Madison are
very similar, and we have a great deal of family in the area, it seemed like the obvious choice.
At an outside look, it may seem like we are remote owners in a different state and have less of
a genuine interest in investing in our communities. One of the greatest compliments that we
have received over the last four years of ownership is when members find out that we are not
local/don’t live in the area and are shocked. Frequently we hear “one of you guys is always
here.” Last month our family further solidified our commitment to our business and this
community as we moved our family to Adel.
We frequently conduct drives, events and fundraisers for our communities in the Clive and
Ankeny locations. Some examples are: school supply drives, pet supply drives for local non-
profits, Meals From the Heartland, Single Mom’s Day In and we frequently donate raffle items
for various fundraisers. Some organizations we have supported in funds, space or supplies have
included Wings of Refuge, MS Run the US, MS Moments, Girl Scouts, Climb Out of the Darkness,
Heinz 57, and many others. This is something very important to us and to our members and we
will continue to place a priority on finding ways to serve the community and help support local
organizations. Currently, we are allowing Waukee Area Christian Services to use a portion of
our space to sort donations for their Clothes Closet, and have approved a drop off bin to be
installed in addition to staffed donation hours. We also provide a place for the worship team
from Waukee United Methodist Church to practice until their new building is complete.
We have partnered with a local Orthopedic Surgeon to make our Waukee location a reality as
finding a building to fit our unique need was very challenging. Todd Peterson purchased the
building and is our Landlord. My husband and I are responsible for all expenses related to
buildout, improvement, renovations and costs associated to run the facility. Extended timelines
due to volume, resource challenges and supply chain have had a negative impact on our ability
to complete our entire project in the first step of renovation.
Todd and his wife Melanie (along with Terry and I) are very committed to use our resources to
improve our community and that is why we decided on 650 Ashworth. It gives us ample space
for our fitness facility while providing space that can be used to help new small business get a
start. We have had a number of people reach out to us to talk about how we could partner to
provide more services in the Triangle district. Currently, conversations are being had with
others in health and wellness such as a physical therapist and sports massage therapist and
having a remote location where providers could have set hours for consults or treatment.
Ultimately, we would like to renovate the kitchen to commercial kitchen standards and make
the area available for a meal prep company and/or for local people who have been unable to
provide food services because their obstacle has been commercial kitchen access. We also
would like to use the kitchen for volunteer and community service, getting groups together and
making meals for those in need.
I realize that our plans and goals may seem difficult to successfully achieve, but I am confident
that Burn will have a positive impact in the triangle district.
When we opened Clive in 2018 we saw 1,339 unique visits (individuals) come through our doors
in the first two months of opening, with the only brand recognition coming from our own
marketing as our location was the first in the state of Iowa. In 2019 we opened Ankeny and
that number grew to approximately 1,910 unique visits. Pre-covid, our gyms saw a high
membership of 310 in Ankeny and 286 in Clive. Burn, as a national franchise, does a great job
with marketing, and we have a healthy marketing budget for our Waukee location. Our
business will definitely provide an increase of foot traffic to the area and will be a win for the
area businesses.
I realize that my application and timelines are not as linear as an existing business that is able to
carefully and completely strategize their renovation plans. It has been challenging with the
change in use, the decision to install a sprinkler system so we would be able to have full
functionality of the entire building, and all the issues COVID still creates with availability of
contractors and materials and deadlines. I am thankful for consideration of any funds that we
may be awarded.

We are grateful to have found a building that allows our business to make a positive impact in
the Waukee area. As a nurse, mother and business owner I feel strongly that post COVID our
communities are in need of positivity, encouragement and a focus on wellness and prevention.
