HomeMy WebLinkAbout2023-01-16 I04 Two Way Stops Ordinance_INTRO, 1ST READAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: January 16, 2023 AGENDA ITEM:Consideration of approval of an ordinance to amend Chapter 65, Stop or Yield Required, by amending Section 65.01, Through Streets; Stop Intersections [introduction; first reading] FORMAT:Ordinance SYNOPSIS INCLUDING PRO & CON: A request for Stop control at the intersection of Abigail Lane and Brodie Street was received by City Council and staff at the November 21, 2022 City Council meeting. Staff worked with Snyder and Associates to review the intersection’s operations, traffic data, accident data and physical characteristics. Based on the current intersection conditions, specifically the reduced building setbacks, a two-way Stop control is recommended. Brodie Street is recommended to remain uncontrolled and Abigail Lane is recommended to be Stop controlled. The attached memo prepared by Snyder and Associates summarizes the data reviewed and the recommendation to install Stop signs on Abigail Lane as it intersects Brodie Street. AN ORDINANCE TO AMEND CHAPTER 65, STOP OR YIELD REQUIRED, CITY OF WAUKEE, IOWA, BY AMENDING SECTION 65.01, THROUGH STREETS; STOP INTERSECTIONS, AS SPECIFIED BELOW WHEREAS, the City of Waukee has determined that amendments to certain through streets and stop intersections should be made to the existing list of through streets in the ordinance. BE IT THEREFORE ORDAINED by the City Council of the City of Waukee: Section 1. Chapter 65, Waukee Municipal Code, Section 65.01, Through Streets; Stop Intersections, is hereby amended by adding the following paragraphs to Section 65.01, Through Streets; Stop Intersections as follows: §65.01 Through Streets; Stop Intersections 101. Brodie Street from the north line of Dunham Drive to the east line of Hannah Lane. 102. Brodie Street from the south line of Dunham Drive to its terminus. Section 2. Repealer. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 3. Severability Clause. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision, or part thereof not adjudged invalid or unconstitutional. Section 4. Effective Date. This ordinance shall be in effect upon its final passage, approval and publication as provided by law. Project: Abigail Lane & Brodie Street Traffic Review Project #: 122.0034.01 RE: Request for Stop Sign City of Waukee Citizen Concern: Request for STOP control at intersection of Abigail Lane & Brodie Street creating a two-way STOP control. Concerns with the intersection are based on nearby property owner petition, requesting control for safety. Existing Conditions: Geometry: Abigail Ln is a 2-lane neighborhood street with a width of 26 feet at the intersection. Brodie St is a 2-lane street with a width of 26 feet. The intersection of Abigail Ln and Brodie St is a 4-leg intersection with perpendicular curb ramps. Sidewalks are present on all corners. Speed Limit: 25 MPH on both Abigail Ln and Brodie St. Traffic Control: Uncontrolled on the intersection approaches of both Abigail Ln and Brodie St. Parking is allowed along the S side of Abigail Ln and the SW side of Brodie St. Traffic Volumes: City conducted 24-hour directional traffic counts on Abigail Ln southwest of the study intersection and Brodie St southeast of the study intersection. No reportable crashes occurred at or near the intersection during this period. Analysis Performed: The Manual on Uniform Traffic Control Devices (MUTCD) was used as reference to determine if a two-way STOP control is warranted at the study intersection. The MUTCD standard criteria for installing two-way STOP control includes; traffic volumes, crash history, sight distance, and improving traffic operational characteristics as outlined below. Traffic Volumes In total, there were 858 vehicles recorded (in both directions) on the SW portion of Abigail Ln from November 28th thru December 5th. The SE portion of Brodie St indicated 1663 vehicles in both directions. These volumes indicate Brodie St should be considered the higher importance street than Abigail Ln. Traffic Operations Based on the traffic volumes experienced on both Abigail Ln and Brodie St, traffic operations would neither improve nor get worse at the intersection with the installation of two-way stop. Sight Distance The intersection sight triangles were calculated as outlined in A Policy on Geometric Design of Highways and Streets 2011 6th Edition (Green Book) by the American Association of State Highway and Transportation Officials (AASHTO). The clear sight triangle considers three situations, left turn from minor roadway, right turn from minor roadway, and crossing major roadway. Figures 1 and 2 below show the sight distance triangles approximated on an aerial view of the intersection. The AASHTO calculated length of the leg of the sight triangle for an uncontrolled intersection is 115 feet based on a 25 mph traveling speed. Field observations indicated a potential concern in sight distance for all approaches of the intersection. With the street profiles and grade of the properties in the corners of the intersection, the sight distance for the uncontrolled intersection is limited to distances between 57- 95 feet for the turning movements. If a STOP sign were to be utilized on Abigail Ln, however, a driver would then follow the Uniform Vehicle Code and proceed closer to the intersection after stopping at the STOP sign to a point where there is sufficient sight distance and still be at a safe stopping location. The AASHTO calculated length needed for vehicles on the minor approach turning left is 276 feet and vehicles turning right or crossing is 239 feet. Field observations indicated no concern in sight distance for any approach at the intersection. Stopping sight distances were found to range from 275 feet to 300+ feet for the turning movements, achieving the AASHTO design requirements for stopping sight distances at a STOP-controlled intersection. Brodie St should remain uncontrolled and Abigail Ln should be made STOP controlled. Brodie St carries approximately twice the amount of traffic as Abigail Ln and is used for neighborhood traffic to travel along to exit the neighborhood area. The main issue of note at this location is sight distance. Current conditions do not allow for proper sight distance for an uncontrolled intersection. Implementing two-way stop control will achieve the AASHTO requirements for stop-controlled sight distances. Follow Up Action: Before implementing stop control on Abigail Ln, make sure City Code is updated, as necessary, to include the additional control. Notify nearby residence of the implementation of stop control before signs are installed (recommend at least one week advance notice).
