SYNOPSIS INCLUDING PRO & CON: The building permit sewer fees for single family
residential were last updated in 2018. The non-single family residential (multi-family) building sewer
permit fees were not updated at that time due to little to no multi-family projects occurring in Waukee
at that time. It was recently brought to City staff’s attention the non-single family residential
wastewater building permit fees where upwards of five times higher than similar fees for similar
projects in some of our neighboring communities. In order to ensure equitable fees for both single
family and multi-family residential projects, it is recommended the non-single family residential
building permit fee be reduced to match the single-family residential fee. In calendar year 2023, the
fee for both will be $740.00. There is an annual inflation and escalator of 4.25% to match the increase
set by the Wastewater Reclamation Authority. The attached recommendation letter has an updated
table of fees on page 2 to be incorporated into Chapter 99, section 99.13, subsection 4.B.

AN ORDINANCE TO AMEND CHAPTER 99, CONNNECTION FEE DISTRICTS, CITY
OF WAUKEE, IOWA, BY AMENDING SECTION 99.13, WASTEWATER
TREATMENT CONNECTION FEE DISTRCT, AS SPECIFIED BELOW
WHEREAS, the City of Waukee has determined that amendments to certain wastewater
treatment connection fee district fees should be made to the existing fees in the ordinance.
BE IT THEREFORE ORDAINED by the City Council of the City of Waukee:
Section 1. Chapter 99, Waukee Municipal Code, Section 99.13, Wastewater Treatment
Connection Fee District, subsection 4. Schedule of Wastewater Connection Fees, subsection B. is
hereby removed and the following paragraph is added to Section 99.13, subsection 4. Schedule of
Wastewater Connection Fees, subsection B. as follows:
§99.13 (4) Schedule of Wastewater Connection Fees
B. Fees shall be based upon the equitable costs of extending service from the
municipal wastewater system to the property for which connection is sought.
From the effective date hereof, fees shall be imposed in the following amounts:
Section 2. Repealer. All ordinances or parts of ordinances in conflict with the provisions of
this ordinance are hereby repealed.

Section 3. Severability Clause. If any section, provision or part of this ordinance shall be
adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance
as a whole or any section, provision, or part thereof not adjudged invalid or unconstitutional.
Section 4. Effective Date. This ordinance shall be in effect upon its final passage, approval
and publication as provided by law.

BUILDING PERMIT SEWER FEES
The City of Waukee building permit sewer fees were last updated in mid-2018. The previous fees
were updated to include an inflation and escalation factor to match the 4.25% yearly rate
increase set by the Wastewater Reclamation Authority (WRA). The fees were rounded to the
nearest $10 for residential users and $0.10 for non-residential users.

We recommend the Non-Single Family Residential Building Permit Fee be reduced to match the
existing Single Family Residential Building Permit Fee. This reduction is to better match the fees
of neighboring communities and to be more competitive in attracting Non-Single Family housing
developments. The fees have again been rounded to the nearest $10 for residential users and
$0.10 for non-residential users and are shown in the table below.
