SYNOPSIS INCLUDING PRO & CON: Bids were received on December 20, 2022, with five
general contractors submitting bids. The engineer’s estimate for the project was $190,000.00, The
apparent low bid was submitted by MPS Engineer’s, PC dba Kingston Services, PC of Des
Moines, Iowa for $103,449.00 (for base + alternate bid). This bid is approximately 45% below
the engineer’s estimate.
Staff recommend awarding the project to MPS Engineer’s, PC dba Kingston Services, PC of Des
Moines, Iowa for $103,449.00 (for base bid + alternate bid). The total project budget is $200K.
This project has a completion date of September 30, 2023.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE 2023 ADA SIDEWALK
IMPROVEMENTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the 2023 ADA Sidewalk Improvements, described in the plans and
specifications heretofore adopted by this Council on January 3, 2023, be and is hereby accepted,
the same being the lowest responsive, responsible bid received for such work, as follows:
Contractor:Kingston Services, PC,of Des Moines, IA
Amount of bid:$103,449.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

RECOMMENDATION TO AWARD CONTRACT
The City of Waukee received bids until 2:00 P.M. on Tuesday, December 20, 2022 for the 2023
ADA Sidewalk Improvement project. Our recommendation is to award the contract to MPS
Engineers, PC dba Kingston Services, PC, in the amount of $103,449.00 (for the base + alternate
bid).
