AGENDA ITEM: Consideration of approval of resolution approving a final plat for Kettlestone
Peak Apartments Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: J Larson Homes is requesting approval of a final plat for a
15.23-acre multi-family residential development located north of SE Pleasant
View Drive and east of Grand Prairie Parkway.
The project involves splitting the one existing lot into three lots. Lot 1 will
include phase one of the development which includes the three apartment
buildings that have already received site plan approval. Lots 2 and 3 will be
utilized for future phases of development that will require separate site plan
approvals. No new easements are proposed.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat at their meeting on January 10, 2023 and
recommended approval:
Planning Coordinator, Melissa DeBoer, introduced the request for approval of a final plat for
an multi-family development as submitted by the applicant, J Larson Homes. The subject property is
generally located north of SE Pleasant View Drive and East of Grand Prairie parkway, Containing
approximately 15.23 acres.
Mrs. DeBoer advised that the property has received approval for a site plan involving the
construction of three apartment buildings. The current request will split the lot into three individual
lots. Lot 1, which is approximately 5.35 acres in size, will contain the current construction. Lots 2
(5.57 acres) and 3 (4.30 acres) being designated for future phases of the development. Future
development will require separate site plan approvals for each phase. Street extensions, sidewalk
installations, and extension of utilities are all requirements for the first phase of the development and
were approved with the site plan.
Staff recommends approval of the final plat for Kettlestone Peak Apartments subject to remaining staff
comments and review of the legal documents.
Commissioner Koshy moved to approve the final plat for Kettlestone Peak Apartments Plat 1
subject to remaining staff comments and review of the legal documents. Commissioner Koelker
seconded the motion. Ayes: Koelker, Hoifeldt, Koshy, and Broderick. Nays: none. Recused: Tessau.
Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR KETTLESTONE PEAK APARTMENTS PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, KETTLESTONE APTS, LLC, has requested final plat approval of Kettlestone Peak
Apartments Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on January 10, 2023, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Kettlestone Peak Apartments Plat 1 and the documents relating thereto
will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
16th day of January, 2023, that the Final Plat for Kettlestone Peak Apartments Plat 1 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.

HISTORY
This property has received approval for a site plan for the construction of three apartment buildings. The
request for a final plat will split the one lot into three separate lots and the three approved apartment
buildings will be located within Lot 1. Proposed lots 2 and 3 will be utilized for future phases of development.
PROJECT DESCRIPTION
The final plat identifies the creation of three (3) lots. Lot 1 is 5.35 acres in area, Lot 2 is 5.57 acres in area, and
Lot 3 is 4.30 acres in area. Lot 1 will include phase 1 of development which includes three apartment buildings.
Lots 2 and 3 will be utilized for future phases of development that will require separate site plan approvals.
STREETS AND SIDEWALKS
Five-foot wide sidewalks will be installed along both SE Pleasant View Drive and SE Glacier Trail adjacent to
this development.
EASEMENTS
No new easements are proposed. Several easements exist within the plat based upon the location of
proposed utilities.
UTILITIES
The site will be serviced will all public utilities. These connections were approved as part of the site plan
approval and will go in with the first phase of development.
STAFF RECOMMENDATION
